About this file
This document is an amendment to a solicitation for the design and construction of a two-module two-story Type 1 aircraft maintenance hangar addition to existing Hangar 6 at Naval Air Station Lemoore in California. The amendment extends the period of performance from 754 to 934 calendar days from contract award, expands the experience requirement window from 5 to 10 years, reduces the minimum number of small businesses that offerors must commit to using in each category from one to three, and responds to requests for information to clarify exhibit labels and requirements. Offerors must acknowledge receipt of the amendment by the proposal due date, which remains unchanged.

1. The following change is made to Section 00210, Basis of Award, 3. Phase One, Factor 2 – Experience, Proposal Submission Requirements:
FROM:
Projects submitted for the Offeror shall be 100% complete (see definition) within the past five (5) years (see definition) of the date of issuance of this RFP.
TO:
Projects submitted for the Offeror shall be 100% complete (see definition) within the past 10 years (see definition) of the date of issuance of this RFP.
FROM:
Projects submitted for the design team shall be 100% complete (see definition) within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP.
TO:
Projects submitted for the design team shall be 100% complete (see definition) within the past 10 years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past 10 years of the date of issuance of this RFP.
2. The following change is made to Section 00210, Basis of Award, 3. Phase One, Factor 6 – Small Business Participation, Proposal Submission Requirements:
FROM:
All Offerors (both large and small businesses) shall use Exhibit “F” (Small Business Participation Plan) to submit (under Tab “6”) the following requested information for evaluation of this factor:
• To demonstrate commitment to use small business concerns in the performance of this contract, identify all planned subcontractors by name that will be used to support each specific small business category (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB). Identify the type of product/service to be subcontracted, the estimated subcontract value, and the type of commitment (i.e., teaming agreement, letter of commitment, etc.) to each subcontractor.
• To demonstrate maximum practicable participation of small businesses, identify (in terms of dollar value and percentage of the total contract value) the Offeror’s total proposed small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors). All Offerors who are not able to meet the minimum total small business participation rate (20% of the total contract value) shall provide a detailed explanation why the minimum total small business participation rate cannot be achieved.
Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business categories (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB) consistent with efficient contract performance.
If the Offeror does not intend to subcontract, the Offeror shall provide a detailed explanation why subcontracting would not result in efficient contract performance.
Note: Large business Offerors selected for award shall be required to submit an acceptable Small Business Subcontracting Plan incorporating the proposed subcontract values and small business concerns that are specifically identified in the Offeror’s Small Business Participation Plan. The Small Business Subcontracting Plan shall also include small business subcontracting goals that meet or exceed the minimum small business subcontracting targets stated in the table below. If the Offeror fails to negotiate an acceptable subcontracting plan, the Offeror will be ineligible for award.
Minimum Small Business Subcontracting Targets Percentage of Total
Subcontracting Value Small Business (SB): 40% HUBZone Small Business (HUBZone SB): 3% Woman-Owned Small Business (WOSB): 9% Small Disadvantaged Business (SDB): 5% Veteran-Owned Small Business (VOSB): 3% Service-Disabled Veteran-Owned Small Business (SDVOSB): 3%
b. Basis of Evaluation:
This factor will be rated on an Acceptable or Unacceptable basis.
The following will be evaluated on all proposals:
The Government will evaluate the Offeror’s Small Business Participation Plan to determine that the Offeror has identified and demonstrated a commitment to use small business concerns in each specific small business category (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB) in the performance of this contract.
• Proposals that fail to identify and commit to use small business concerns in the performance of this contract may be rated Unacceptable; however, the Government may take into account reasonable explanations why subcontracting would not result in efficient contract performance.
The Government will also evaluate the Offeror’s Small Business Participation Plan to determine that the Offeror has demonstrated the maximum practicable participation of small businesses by meeting or exceeding the solicitation’s minimum total small business participation rate (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors). The minimum total small business participation rate for this acquisition is 20% of the total contract value.
• Large business Offerors may achieve the minimum total small business participation rate through subcontracting to small businesses.
• Small business Offerors may achieve the minimum total small business participation rate through their own performance/participation as a prime and also through a joint venture, teaming arrangement, and/or subcontracting to other small businesses.
• Proposals that fail to demonstrate a total small business participation rate of at least 20% may be rated Unacceptable; however, the Government may take into account reasonable explanations why the minimum total small business participation rate cannot be achieved.
TO:

RFI0001-
Given the size and very specific qualifications criteria listed in the RFP, would the Government please consider moving the window of past performance back to 10 years (in lieu of the current 5 years) to promote more competition?
ANSWER-
See Item 1 above.
RFI0002-
RFP Part: Section 00210, Part 3 Evaluation Factors, Factor 2 - Experience, Minimum Requirements
Factor 2 Experience, criteria item #1 states the offeror's team shall meet the following minimum requirements:
At least one (1) relevant construction project shall demonstrate the Offer's Team's experience with construction of a new aircraft hangar with a minimum construction cost of $30,000,000.
Projects submitted for the Offeror shall be 100% complete (see definition) within the past five (5) years (see definition) of the date of issuance of this RFP.
These stringent prequalification requirements, coupled with the remote location of the project, may limit competition to a few compliant General Contractors. We ask that the government consider amending the threshold criteria as follows as a way to increase competition, thus providing added value to the government:
Projects submitted for the Offeror shall demonstrate the Offeror's Team experience with design and construction of a new aircraft hangar with a minimum construction budget of $30,000,000. Projects submitted by the Offeror shall be 100% complete with Design, at least 50% complete with construction and submitted with a current performance evaluation from the Owner, or 100% complete within the past five (5) years of the date of issuance of this RFP.
Another path to increase competition for this procurement would be for the Government to consider other complex projects delivered in an active airfield, which demonstrates relevant design-build capabilities, albeit not specifically an Aircraft Maintenance facility. For this purpose, we suggest the following criteria:
Projects submitted for the Offeror shall demonstrate the Offeror's Team experience with design and construction of a new complex facility in an active airfield that includes large and complex structures, fire suppression systems and security facilities, with a minimum construction budget of $30,000,000. Projects submitted by the Offeror shall be and be 100% complete with Design, at least 50% complete with construction and submitted with a current performance evaluation from the Owner.
ANSWER-
Factor 2 – Experience will remain unchanged other than the changes made via Item 1 above.
RFI0003-

The Exhibit A that was provided is titled "Construction Experience Project Data Sheet" and is very similar to the Exhibit B. Please clarify and provide the correct Exhibit A.
ANSWER-
The correct Exhibit A has been uploaded to BetaSam.
RFI00004-
In the Factor 3:Past Performance, Section a., the Past Performance Questionnaire (Form PPQ-0) is called out as the Exhibit "C". The file that was provided is named the Exhibit C - PPQ, yet when you open the file it is labeled as Exhibit B. Please clarify that this form should be labeled as Exhibit C.
ANSWER-
The Exhibits have been corrected and uploaded to BetaSam.
RFI00005-
In the Factor 3: Past Performance, Section a., it says that all offerors shall submit an Exhibit "D" (Past Performance - Small Business Utilization). The Exhibit D provided is actually the Safety Data Sheet and the Exhibit E provided is the Small Business Participation Plan. Please clarify what Exhibit letter should be used. Also, please confirm that the Small Business Participation Plan that was provided is the "Past Performance - Small Business Utilization" plan you would like us to fill out. The current form has no section to fill out what past project it is referencing.
ANSWER-
The Exhibits have been corrected and uploaded to BetaSam.
RFI0006-
FACTOR 3: The submission requirements for Factor 3: PAST PERFORMANCE instructs Offerors to submit “Exhibit “D” (Past Performance – Small Business Utilization) under Tab “3,” the requested information for each project submitted in Factor 2 (Experience)”. Factor 2 requires projects to be submitted for both Construction and Design. The Lead Design Firm would typically be a subcontractor to a General Contractor or have no direct subcontractors. Please confirm that submission of Exhibit “D” applies only to the Construction projects submitted under Factor 2.
ANSWER-
Submission of Exhibit D applies only to the construction projects submitted.
RFI0007-
FACTOR 3: The submission requirements for Factor 3: PAST PERFORMANCE instructs Offerors to submit “Exhibit “D” (Past Performance – Small Business Utilization). The information on Exhibit “D” is the same as the information contained in the Individual Subcontracting Reports (ISRs) typically electronically submitted on all Federal projects. Please confirm is it is acceptable to submit a copy of the applicable ISR in lieu of an Exhibit “D”.
ANSWER-
A copy of the applicable ISR will not be accepted in lieu of Exhibit D.
RFI0008-
