1.5 Verification of

Workload and Conditions

Throughout the PWS, the workload data is generally referred to as being located in Section J. Section J provides data such as inventories, maps, floor plans, and tables to represent the type, quantity and location of services to be provided. However, offerors are encouraged to visit the project site during the site visit for offerors and to visit the technical library during posted hours as part of its due diligence to assess the nature of work and conditions under which work is to be performed.

1.6 Climate Patterns This solicitation covers various locations with different climates.

1.7 Related Information There are four types of Related Information that can be found in the Description and Related Information columns of the specification as follows:

Informational Notes as used throughout this PWS provides additional information to offerors to be used in developing a thorough understanding of the work to be performed in this contract. Any block of text marked “Informational Notes” throughout Annexes 1 through 18 is subject to this disclaimer. Offerors may not rely upon the "Informational Notes" as material representations of the Government.

Information provided in "Informational Notes" does not create a contractual requirement on either party to this contract.

Clarifying Information describes client expectations in a more detailed manner than the Performance Objective and Performance standard alone.

Constraining Information describes limitations to the work performed to meet the Performance Objective and Performance Standard.

Requirement Information further describes client requirements associated with each Performance Objective.

1.8 Navy Approach to

Service Contracting

The Department of Navy (DoN) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services (OBOS). The Head of the Contracting Activity (HCA) of the Naval Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.

The Navy also supports the following principles:

1.8.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion.

Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.

1.8.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives evidences this principle.

Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.

1.8.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. It is the Navy's and contractor's responsibility as partners to reach this goal. To that end, the Navy's emphasis will be in evaluating performance objectives (end results).

1.9 Standard Template Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.

The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract.

Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes 3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification item 1 will always contain General Information. Specification item 2 will always contain the management and administrative requirements. Specification item 3 will always contain the Recurring Work requirements.

Specification item 4 will always contain the Non-recurring Work requirements. Requirements and standards for higher level specification items apply to all subordinate specification items, e.g., Specification Item 3 standards apply to all recurring work specification items. Specification Item 3.1 is applicable to all 3.1 subordinate specification items.

Specification Items 3.2 and 3.3 are not considered subordinate to 3.1. All costs associated with Annexes 1 and 2 and Specification items 1 and 2 must be priced and distributed within Specification Item 3 of Annexes 3 through 18.

1.10 Navy PBSA Approach The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.

1.11 Technical Proposal

Certification

The Contractor warrants that its proposal incorporated herein by reference will meet or exceed the performance objectives set forth in this contract.

The purpose of this amendment is to respond to RFIs:

RFI #01: Response provided in Amendment 01 dated December 21, 2016.

RFI #02: I am writing to request information on the security clearance, on page 195 of 473 its says, “The Contractor must satisfy security clearance requirements of the local Information Assurance Manager (IAM) before access will be granted. Steps will include:

• Submit required SAAR form

• Request a NITC portal SSO account

• Request a STS account

• Create a STS ticket requesting a new Maximo account

• Take required initial and recurring Information Assurance training

• Complete New User Request Form

The local NAVFAC Business Office will determine level of access and restrictions for users by configuring NAVFAC MAXIMO Work Center access. The Contractor will receive notification that the NAVFAC MAXIMO account has been created, as well as USER ID, password and NAVFAC MAXIMO access URL details.”

Can you please provide the security requirements of the local Information Assurance Manager (IAM) ?

ANSWER: Response pending.

RFI #03: Does the Modification under solicitation number N6247316R1017 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

ANSWER: There is no current Base Ordering Services (BOS) Contract in place. However, there are 13 separate contracts/task orders that will be replaced by the BOS contract. See the Attachment “Historical_Rev_1” for details regarding the 13 separate contracts/task orders. The information provided in the spreadsheet is for planning and reference purposes only and is not intended to represent the amount of work required by this contract.

RFI #04: Response provided in Amendment 01 dated December 21, 2016.

RFI #05: “For purposes of this evaluation, a relevant project is further defined as projects or task orders that … [have] a total award value of $21 million or more”

This requirement is repeated on page 467.

Please confirm that this means that each individual contract or task order submitted as an example of experience must have a total value of $21 million or more

If the response to this question is yes, we respectfully request that the requirement be modified to allow greater participation by 8(a) companies. For example, if the requirement were lowered to $5 million per contract/task order submitted, [REMOVED] and many other qualified firms would be able to meet the requirements and would responsively compete accordingly. Otherwise, that would not be the case.

ANSWER: Yes, in accordance with Factor 1, each individual and relevant contract or task order project submitted must have a total value of $21 million or more. This Request for Proposal (RFP) requirement remains the same and the total value of $21 Million or more will not be lowered.

RFI #06: Page 465, E.3.(a)(1), SF 33 and CLINs : The paragraph states, “With regard to the price shown on the SF 33, only Contract Line Item Numbers (CLIN) 0001 through 0014 are to be completed.” Please clarify whether the RFP’s Section B should appear at this tab.

ANSWER: Yes, Offerors shall include Section B with their proposal.

RFI #07: Response provided in Amendment 01 dated December 21, 2016.

RFI #08: Page 467, E.3.(b)(1)(i)(3)(iv), Technical Annexes: Please clarify whether each project submitted must demonstrate work in all three cited annexes (Facility Investment, Custodial, and Base Support Vehicles and Equipment).

ANSWER: Correct, each relevant project, at a minimum, must demonstrate work in all three cited annexes (Facility Investment, Custodial, and Base Support Vehicles and Equipment). Please refer to Factor 1, (i) Solicitation Submittal Requirements, Paragraph (3), for information regarding the definition of a relevant project (sub-paragraphs (i) through (iv)). In addition, the cited paragraph above is changed as follows: “BOS contract consists of 3 technical Annexes” to “BOS contract consists of 6 technical Annexes.” Please see Factor 1 for further details.

RFI #09: Page 358, Attachment J-1700000-03, Modular Building Requirements: Government requires the contractor to lease 3,600 square foot modular facility. Is this facility currently in use on the required site? If so, who is the lease holder and the cost of this requirement. If this item is currently in use it would work if the new contractor just assumed the current lease agreement. Please provide the necessary information.

ANSWER: Response pending.

RFI #10: Page 467, E.3.(b)(1)(i)(3)(iii), Project Total Award Value: As the solicitation is a set-aside for 8(a) small business, we believe that the referenced value of $21 million for a project is limited to a single task order but can be the overall project value of a multiple award contract or IDIQ-type contract. Please clarify.

ANSWER: The Government will not consider the project value of a multiple award contract or IDIQ type contract.

Please refer to Factor 1, (i) Solicitation Submittal Requirements, Paragraph (2), for details.

RFI #11: Page 59, 1502000, Facility Investment, PWS 3.2.18: PWS 3.2.18 indicates a requirement for maintenance to Exhaust Hoods and Ducts. There does not appear to be a listing of equipment for this requirement.

If this requirement to maintain exhaust hoods and ducts is valid, please provide a listing of the equipment to be maintained.

ANSWER: Page 62 of the RFP references Attachment J-15020000-13 Filter Maintenance Service Inventory. The information in this attachment is identified as the inventory list. This inventory list is an attachment to the RFP.

Please log on to FedBizOps to download the attachment. The attachment file name is: “a4 Filter Maintenance Service Inventory-NBVC rev1”. When opened, the attachment identifies Attachment J-15020000-13.

RFI #12: Page 12, 59 & 61 1502000, Facility Investment, PWS 3.2.18 & 3.5.2: Both PWS 3.2.18 and PWS 3.5.2 is titled to maintain Exhaust Hoods and Ducts. Please provide the correct PWS for this requirement.

ANSWER: Spec Items 3.2.18 and 3.5.2 shall apply to Filter Maintenance.

RFI #13: Response provided in Amendment 01 dated December 21, 2016.

RFI #14: Pages 261 – 269, Attachment J-1502000-10, VTE PM and Load Testing: There appears to be a difference in the quantity of equipment requiring PM and the listing of equipment requires the 5 year load testing.

For example, NBVC – Port Mugu indicates 1 Freight and 1 Passenger Elevator to PM and the 5 Year Load Testing listing shows NBVC – Port Hueneme as 6 Passenger Elevators to Load Test; Load Testing for NAWCWD indicates the total at the bottom of 3 Freight and 5 Passenger Elevators, but has just 6 total listed; and, PM for NAVAIR/NAWCWD 5.2 Range Ops lists 1 Freight and 2 Passenger Elevators while the 5 Year Load Testing lists 2 Freight and 2 Passenger Elevators. Please clarify the correctness of these listing so that an adequate estimate of the requirements can be conducted.

ANSWER: See revised Attachment J-15020000-10 (dated 1/20/2017) Elevator Maintenance Inventory.

RFI #15: Page 47, 1502000, Facility Investment, Table of Contents & PWS 3.2.18: The table of content lists PWS

3.2.18 as Filter Maintenance, while PWS 3.2.18 on page 59 shows the PWS as Exhaust Hoods and Ducts. Please clarify the difference.

ANSWER: Spec Item 3.2.18 shall be a requirement for Filter Maintenance. This section of the PWS has been updated.

RFI #16: Page 48, 1502000, Facility Investment, PWS 1.1, Concept of Operations: Last sentence of this paragraph states that the listing of stand –by electrical power generators……… are covered under sub-annex 1602000, Electrical. I don’t believe that Annex 1602000, Electrical, is part of this contract. Please clarify the requirements.

ANSWER: Correct, Annex 1602000, Electrical, does not apply to this solicitation. This statement is hereby deleted from the PWS.

RFI #17: Page 468, E.3.(b)(2)(i)(2), Staffing Plan: In the following statement, please define what “3 in total” means: “The offerors shall provide a staffing plan identifying the number of personnel per Annex (3 in total).”

ANSWER: Factor 2 has been revised to remove “(3 in total)” and replace with “(6 in total)”. Factor 2 Staffing Plan shall identify all six annexes.

RFI #18: Page 100, 1700000 – BSVE, Workload: No documents have been provided for BSVE that relates to workload for this requirement. Please provide the documents so that an adequate estimate of the requirements can be conducted.

ANSWER: See Spec Item 3 through 3.3.1.3 recurring work requirements.

RFI #19: Page 112, 1800000 – Environmental Services, PWS 3.1.3: Is there a laboratory on base for use by the contractor to perform testing of HM/HW/ORW?

ANSWER: There is no laboratory on base for use by the contractor to perform testing of HM/HW/ORW.

RFI #20: Page 114, 1800000 – Environmental Services, PWS 3.3: PWS 3.3 lists attachment J-1800000-09 & J- 1800000-10 as workload for this requirement. This attachment is not within the documents released. Please provide this Attachment.

ANSWER: Attachment J-1800000-A07 is a separate attachment from the solicitation and uploaded to FBO when the solicitation was posted. Attachment J-1800000-09 is identified in Attachment J-1800000-A07. Please refer to page 391 of the solicitation for Attachment J-18000000-10 EQ-01.

RFI #21: Page 118, 1800000, Environmental Services, PWS 3.8: Attachment J-1800000-13 has not been provided.

Please provide this Attachment.

ANSWER: Attachment J-1800000-A07 is a separate attachment from the solicitation and uploaded to FBO when the solicitation was posted. Attachment J-1800000-13 is included with Attachment J-1800000-A07.

RFI #22: Pages 3 & 68, Section B, CLINs & 1503010, Custodial, Section B & PWS 3 under 150310, Custodial:

Statement in PWS 3 for Custodial second paragraph indicates that Section B states the COL level for Custodial Services. There is no indication in Section B that relates to the COL level for Custodial Services. Please clarify the requirement.

ANSWER: Custodial services shall be performed at COL3 Base Measures. See ATTACHMENT J-1503010-03 for details. The verbiage referring to Section B regarding the COL 3 Custodial Base Measures is hereby deleted and will be updated in the PWS accordingly.

RFI #23: Page 71, 1503010, Custodial Services, Line Item for PWS 3.1.1.5: PWS 3.1.1.5 is missing from the text of the requirements. The listed PWSs goes from 3.1.1.4 to 3.1.1.6. Please correct the requirements.

ANSWER: This is an error in numbering/typo. This section has been correctly renumbered. The requirements for the Custodial services in this section remain the same except for the renumbering.
