RFI #122: Annex 0100000, Spec Item 1.2: Item 6 identifies Jet Air Start Systems Maintenance at Port Hueneme and Point Magu. However, The items listed in Attachment J-1502000-12 appear to be located at Point Magu. Please clarify.
ANSWER: Units only as listed in Attachment J-1502000-12, none at Port Hueneme.
RFI #123: Page 359: Would the Navy please provide the nominal flight schedule to and from San Nicholas Island.
ANSWER: Flight schedule will be supplied at a later date. Flights are at least daily Monday – Friday.
RFI #124: Page 359: Please describe facilities available to the contractor at San Nicolas Island for vehicles, equipment and supplies storage, and a project office.
ANSWER: No spaces are designated for office or supply storage at SNI.
RFI #125: Annex 1502000, 3 Recurring Work, Page 51: The Performance Objective includes Security Systems.
However, there are no security systems included in equipment and system lists. Please advise.
ANSWER: There is no security system to maintain.

ANSWER: For VTE, approximately 30 emergency and 15 routine calls per year.
RFI #127: Annex 1503010, 3.2 Unscheduled Services, Page 76: Please provide historical data on unscheduled services.
ANSWER: Information not available. Please propose based on the information contained in the solicitation.
RFI #128: ATTACHMENT J-0200000-12, 6. Berthing Facilities, Page 363: Please provide a price list for berthing facilities at SNI.
ANSWER: See RFI #71, Amendment 03 dated 1/23/2017, for details.
RFI #129: Attachment J-1503030-04 PM SW, Page 372: Please confirm that solid waste pickup locations beginning with SN are on San Nicolas Island. Also, please identify any locations that are at Port Hueneme.
ANSWER: Locations beginning with SN are for San Nicolas Island. Solid waste pickup does not apply to Port Hueneme.
RFI #130: Annex 0100000, 1.4, Page 10: Please identify the services to be provided at Morro Bay.
ANSWER: Services are not required at Morro Bay.
RFI #131: Attachment J-1503010-03 Common Output Level Standards (Custodial), Page 281: Please clarify the meaning of the color coding in the table. Some tasks have more than 1 box color coded and some tasks have no color coding. Also, please provide the COLS required for each facility identified in Attachment J-1503010-07 Custodial Inventory (Page 289).
ANSWER: The color coding has no meaning. A COL3 base measure shall apply to Attachment J-1503010-07 – Custodial Inventory.
RFI #132: Attachment J-1503030-04 PM SW (Page 372) and Attachment J-1503030-05 PM COL (Page 386):
Please clarify the difference between these two attachments, especially the meaning of PM SW and PM COL. Are they both for solid waste collection?
ANSWER: PM SW and PM COL are both for solid waste collection.
RFI #133: Attachment J-1503030-05 PM REC, Page 380: Please identify recycled material pickup requirements and locations that are not at Point Mugu.
ANSWER: No are no requirements for recycling pick up at Port Hueneme.
RFI #134: Attachment J-1800000-13: Please identify locations shown by installation (PM, PH, SNI).
ANSWER: See Revised Attachment J-1800000-13 (dated 1/27/2017) for details.
RFI #135: Under which ELIN should the cleaning of exhaust hoods and fans be priced? ELINs x00122-x00124 and x00148-x00153 seem to be the logical choice, but the reference to the number and type of filters is confusing. Please clarify.
ANSWER: It is the contractor’s responsibility to accurately price the requirements identified in the solicitation.
RFI #136: Amendment 03, J-0200000-11_Ventura_BOS_I_ELINs__Unpopulated_rev1: The description of the referenced ELINs indicates that “each sample to be specified type / kind stated in quote.” The estimated quantity and unit of issue for each is 1 LS (lump sum).
Without any historical workload data regarding the number of samples, and based on the above statement in the description, we assume that this IDIQ service will be negotiated on a case-by-case basis. Please clarify; how does the Government intend these services to be priced?
ANSWER: The ELIN schedule has been updated. See J-0200000-11_Ventura_BOS_I_ELINs__Unpopulated_rev2 (dated 1/27/2017) for details.
RFI #137: Amendment 04, J-0200000-06, J-0200000-08: In the attachment for Government-Furnished Property, Materials, and Services, four computers are listed as Government-Furnished Equipment to be provided to contractors for use on NMCI. Under NAVFAC Maximo System Access Procedures, Common Access Card, it states, “The Contractor must buy a card reader and required software and utilize their own workstation,” which would mean the computers are not GFE. We request clarification on GFE vs. contractor-furnished equipment as well as the Government’s intended utilization of NMCI by contractors in light of RFIs #02 and #76, stating contractors are not required to obtain access to NAVFAC Maximo.
ANSWER: Contractors are not required to obtain access to NAVFAC MAXIMO. Disregard all requirements for MAXIMO access. The Contractor is not responsible for purchasing a card reader and required software. However, the contractor is responsible to purchase NMCI PKI certificates and seats as specified in Attachment J-0200000-08.
This NMCI access is for Environnemental reporting only. See solicitation requirements for details.
RFI #138: Attachment J-0200000-11 (ELINs), ELINs lines 42 and 43 are both identified as ELIN A731 although they have different requirements. When corrected this changes all the proceeding ELIN numbers. Please correct the ELINs to reflect an accurate numbering of line items.
ANSWER: The ELIN schedule has been updated. See J-0200000-11_Ventura_BOS_I_ELINs__Unpopulated_rev2 (dated 1/27/2017) for details.
RFI #139: BSVE for RFI #43, 44, 45, 46, 47, 48, 49, & 54 : All answers refer back to RFI #43 answer. This implies the only requirement under BSVE is the modular building lease. However, none of the requirements under BSVE Annex 1700000 have been changed to N/A for Recurring work and all recurring work spec items imply vehicle/equipment repair and servicing. The Government has not removed any of this requirement.
Please clarify and amend the PWS to the actual Government requirement under this solicitation.
ANSWER: RFI #43 (Amendment 03 dated 1/23/2017) response remains unchanged. Please propose based on the information provided in the RFI response.
RFI #140: Reference Amendment 3 and response to RFI #85. Technical Library- verbiage was identified as not applicable to the BOS requirement. Yet in RFI #52 the answer implies that a technical library will be required and discussion will take place after award. Please clarify if there is a requirement to set up and maintain the Tech Library or not.
ANSWER: There is no technical library requirement for this solicitation.
RFI #141: RFI #35: Reference Amendment 3 and response to RFI #35, Critical Lift Plan is shown as a requirement. The Spec Item 2.9.5.4 is identified as boiler plate in nature and Crane Operations are not part of the solicitation but this requirement remains and has not be deleted. Please confirm Crane Operations are not included in this PWS and the Critical Lift Plan is not applicable to this solicitation.
ANSWER: RFI #35 (Amendment 03 dated 1/23/2017) remains unchanged. Please propose based on the information provided in the RFI response.
RFI #142: RFI #101 : The referenced Attachment J-0200000-06 was revised and removed all Government furnished equipment used to perform the Hazardous Waste Disposal for Point Mugu and Port Hueneme.
Question: Amendment #3 J-0200000-06 listed 11 line items of Government Furnished Equipment and Materials for NBVC, Point Mugu. 17 line items of Government Furnished Equipment and Materials for NBVC, Port Hueneme.
7 line items of Government Furnished Equipment and Materials for San Nicolas Island. Amendment #4 J-0200000- 06 has a substantially reduced line item list. Will the Government please confirm the deleted GFE is no longer available for Contractor use?
ANSWER: The GFP identified in Amendment 04 dated 1/25/2017 remains unchanged.
RFI #143: Attachment J-0200000-08, The answer to RFI #2 says to disregard all requirements for Maximo access, however, the Attachment itself has been revised to include additional information about obtaining access to Government Maximo. If this is not required then Attachment J-0200000-08 should be removed from the solicitation.
This implies there is still a requirement. Question: Amendment #4 answer to RFI #2 states “Contractor is not required to obtain access to NAVFAC Maximo system.” Is the NMCI equipment listed in J-0200000-06 for the Environmental requirements only? Is J-0200000-07 (NAVFAC MAXIMO DATA REPORTING) not applicable?
Also, are J-0200000-08 NMCI seats for Environmental requirements only? Please elaborate as amendment #4 makes it unclear what exactly the requirements for NAVFAC MAXIMO are.
ANSWER: See RFI #137 for details.
