CONTRACTOR RFI’S, QUESTIONS, AND ANSWERS

Q50 - In the Factor 1 Basis of Evaluation Section, the Navy does not appear to require or reward recent, relevant projects specific to "electric vehicle leasing" and related services (preventative maintenance, telematics, and roadside). Given that this is an EV-only solicitation, would the Navy consider assessing experience with Electric Vehicles more favorably against non-electric vehicles?

A50 - The objective of Factor 1 is to rate higher those offerors that have passenger vehicle leasing experience that reflects the volume in award value outlined in the RFP. For example, an offeror who has $5M in passenger vehicle leasing experience may be rated higher than an offeror who has <$5M in electric vehicle leasing experience.

Q51 - In the Factor 1 Basis of Evaluation Section, given the very rare nature of large EV deployments on multi-million dollar government contracts that would meet the experience requirements set out by the Navy, would the Navy consider evaluating as acceptable past projects that demonstrate the capabilities and expertise in EV-specific services including EV leasing, EV telematics, EV preventive maintenance, and EV roadside assistance when not performed on a large bulk services contract?

A51 - The objective of Factor 1 is to rate higher those offerors that have passenger vehicle leasing experience that reflects the volume in award value outlined in the RFP. For example, an offeror who has $5M in passenger vehicle leasing experience may be rated higher than an offeror who has <$5M in electric vehicle leasing experience.

Q52 - Does an FFATA report need to be completed and submitted prior to submission of a response to this RFP, or is that only required of the awardee? Do we just need to register with the FSRS system prior to proposal submission?

A52 - In accordance with the Federal Funding Accountability and Transparency Act of 2006 (Pub. L.

No. 109-282) as amended by section 6202 of the Government Funding Transparency Act of 2008 (Pub. L. 110-252) and FAR Clause 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards (Oct 2015), Contractors are required to report subcontract award data and the total compensation of the five most highly compensated executives of the contractor and subcontractor(s) for all contracts with a value of $30,000 or more, by the end of the month following the month of award of a first-tier subcontract with a value of $30,000 or more, and annually thereafter. For purposes of this solicitation, you are not required to submit proof of registration in FSRS with your proposal. However, you should include an acknowledgement that if you are awarded this contract, you will comply with the requirements of FAR Clause 52.204-

10. Include acknowledgement in your Cover Letter, included in Volume II of your proposal, under Tab #1.

Q53 - Does a VETS 4212 reporting need to be completed and submitted prior to submission of a response to this RFP, or is that only required of the awardee? Do we just need to register with the VETS system prior to proposal submission?

A53 - In accordance with the Vietnam Era Veterans' Readjustment Assistance Act of 1972 (38 U.S.C.

4211 and 4212) and FAR Subpart 22.13 – Equal Opportunity for Veterans, the VETS 4212 reporting requirement does not apply to commercial item acquisitions and therefore has been removed from the solicitation.

Q54 - Could we get more information on the definition and classification of Subcontractors as specified in the RFP? What level of interaction(s) between a prime contractor and an outside agency would constitute a subcontracting relationship? Specifically, would a staffing firm providing personnel who may perform work under this contract fall into the category of a subcontractor?

A54 - FAR 19.701 defines Subcontract as - “Subcontract” means any agreement (other than one involving an employer-employee relationship) entered into by a Government prime contractor or subcontractor calling for supplies and/or services required for performance of the contract, contract modification, or subcontract.”

FAR 44.101 defines Subcontractor as - “Subcontractor” means any supplier, distributor, vendor, or firm that furnishes supplies or services to or for a prime contractor or another subcontractor.

Q55 - Can you please clarify how you would expect the Roadside Assistance portion of the pricing to be represented, and how the negotiated IDIQ rates will work? Is the expectation that we should write $250/quantity in both the recurring and non-recurring Roadside Assistance ELIN sections, and that the excess tow/labor amount associated with any Roadside Assistance incidents that exceed $250 will be negotiated on a case-by-case basis, while excess material costs will be drawn down against the $16,000 non-recurring lump sum?

A55 - $250 is the recurring price per emergency roadside assistance/repair. Quantities vary by location.

If the repair costs over $250 then the difference is ordered off IDIQ and negotiated by the KO.

The maximum lump sum non-recurring for the base year is $16,000.00 material and 700 labor hours. The Navy will order against the lump sum and labor hours as needed for repairs as a case-by-case basis when over the $250. Ex. ELIN A003AB has a Qty. 2 at a cost of $250 each. If the call/repair is ordered and is below $250, that counts as 1 of the Qty. 2. If the call/repair exceeds $250, then 1 of the Qty. 2 is used plus any additional costs are ordered off the IDIQ, ELIN A700 and A701, and is negotiated by the KO.

Q56 - Will you accept any bid for 100% electric cargo & shuttle vans?

A56 - No.

Q57 - Will vendors who demonstrate the ability to provide advanced EV-specific data analytics and services (e.g. recommendations to drivers, or a 24/7 call center) be rated more favorably?

A57 - The Basis of Evaluation for Factor 2 allows for higher rating in vehicle specifications (Spec Item

3.4) only. Telematics only need to meet the minimum requirements under Spec Item 3.5, and shall not be rated higher.

END OF SUMMARY OF CHANGES

VETS has a legislative requirement to collect, and make available to OFCCP, reported data contained on the VETS- 4212 report for compliance enforcement. On-line registration instructions can be accessed from the VETS-4212 home page at http://www.dol.gov/vets/vets4212.htm.

c. Executive Compensation: In accordance with FAR Subpart 4.14, Reporting Executive Compensation and First-Tier Subcontract Awards, and the Federal Funding Accountability and Transparency Act of 2006 (Pub. L. No.

109-282), as amended by section 6202 of the Government Funding Transparency Act of 2008 (Pub. L. 110-252), all Offerors are required to report subcontract award data and the total compensation of the five most highly compensated executives of the contractor and subcontractor(s) for all contracts with a value of $30,000 or more, by the end of the month following the month of award of a first-tier subcontract with a value of $30,000 or more, and annually thereafter. For purposes of this solicitation, you are not required to submit proof of registration in FSRS with your proposal. However, you should include an acknowledgement that if you are awarded this contract, you will comply with the requirements of FAR Clause 52.204-10. Include acknowledgement in your Cover Letter, included in Volume II of your proposal, under Tab #1.
