OFFICIAL AMENDMENTS IS BINDING.

CONTRACTOR RFI’S, QUESTIONS, AND ANSWERS

Q15 - Does the electric vehicle have to be built in the USA? If not, does it have to be shipped on a US flagged carrier?

A15 - The offered vehicles do not have to be built in the United States, however, where the vehicles are manufactured could have an impact on the determination of best value under this RFP. The Government will evaluate offers in accordance with the policies and procedures of FAR Part 25 and DFARS Part 225. Unless the Contracting Officer authorizes shipment in foreign-flag vessels, the contractor shall use U.S.-flag vessels when transporting any supplies by sea under this contract. See DFARS 252.247-7023.

Q16 - How important is “Made in America” and how is that assessed in terms of manufactured content

vs. American-owned OEMs?

A16 - Whether or not an offered vehicle qualifies as a domestic end product (see FAR Subpart 25.1) could have an impact on the determination of best value under this RFP. The Government will evaluate offers in accordance with the policies and procedures of FAR Part 25 and DFARS Part

225. Unless an offeror is a prohibited source (see FAR Subpart 25.7 and DFARS Subpart 225.7), whether or not the offeror itself is American-owned should not impact an offeror's eligibility for award.

Q17 - Where can we find a copy of the DOD cloud computing policy?

A17 – Information on the DoD policy on cloud computing can be found at: http://www.doncio.navy.mil/.

Q18 - Does an Open Ratings Past Performance Evaluation, such as those required to apply for a GSA contract, meet the requirements for "performance evaluation ratings"?

A18 - The Navy is unfamiliar with “Open Ratings Past Performance Evaluation.” Ref to RFP, Section “Source Selection Evaluation Criteria,” under Factor 5 – Past Performance on Recent, Relevant Projects, paragraph 1(a) for Past Performance submission requirements.

Q19 - How is "real-time" defined for the purposes of data transmission on the telematics system? There are significant cost implications of more frequent data transmission.

A19 - Less than 30 minutes.

Q20 - Would Navy consider certified pre-owned vehicles if they provided an identical service level agreement at a significantly lower cost?

A20 - The Navy will consider certified pre-owned vehicles as long as they are model year 2015 or new and have less than 1,000 accumulated miles.

Q21 - Can you provide a list of the specific vehicle makes and models currently available in the US retail market that they Navy will accept for deployment into their fleet?

A21 - We are unable to provide a list of specific vehicle makes and models that are currently available in the US retail market.

Q22 - The ELIN attachment (J-0200000-06) asks for recurring monthly pricing on a total of 210 electric vehicles (both compact and subcompact) to be delivered to the various Navy/Marine installations within each of the three 12 month performance periods (base, plus 2 option years). Should the recurring monthly lease pricing on the electric vehicles be based on a 12 month lease rate with the understanding that the Navy will return the initial 210 vehicles delivered during the base period (08/2016 - 07/2017) and receive an entirely new delivery of 210 electric vehicles if the first option year is exercised (08/2017-07/2018) for a new 12 month lease rate and the same if the second option year is exercised? Or is it the Navy’s intent to lease one set of 210 electric vehicles for a three year lease term that starts during the base period (08/2016 - 07/2017) and ends after the 2nd option year is exercised (08/2018-07/2019)? The recurring monthly lease rate differs significantly between a 12 month term and a 36 month term.

A22 - The intent of the solicitation is for the Navy to lease the same vehicles that were delivered during the base year through the 1st and 2nd option years, assuming the 1st and 2nd option years are exercised.

Q23 - We did not see any directions on how to submit pricing for telematic devices. They were not listed in the ELIN attachment (J-0200000-06). The RFP only requests a one page narrative demonstrating the ability of the telematic devices to meet or exceed the specified contract requirements. Is a price submission not required? If it is required, can you please specify the terms, conditions, and report format?

A23 - The intent of the solicitation is to have the telematics pricing included in the pricing of the vehicle lease.

Q24 - Requirement for spare tire and apparently OEM-installed telematics may reduce available models.

Is NAVFAC open to paying upfront for the spare tire conversions and aftermarket telematics installation?

A24 - The requirements do not require OEM-installation telematics. The Vehicle Provisions Spec Item

3.4 is revised to include the option of either a spare tire or a portable tire repair kit.

Q25 - Is contractor required to provide roadside assistance services for electric vehicles requiring service on an installation, or is the roadside assistance requirement specifically for off-base incidents?

A25 - Roadside assistance includes both on installation and within an 80 mile radius of the installation.

Q26 - Will cellular connectivity be problematic at the more remote installations?

A26 - Some of the remote installations may have cellular connectivity issues. In these situations, the

Contractor will not be held liable to the telematics transmission requirements.

Q27 - Would the Navy consider the use of Plug-In Hybrid Electric Vehicles (PHEVs)? If not, what is the rationale?

A27 - The Navy's requirements were identified through a pre-selection process which focused on vehicles with a duty cycle below the maximum EV range of Battery Electric Vehicles (BEVs) currently available in the marketplace. Accordingly, the Navy is only considering BEVs as part of implementing an overall strategy of transitioning to a zero emission fleet.

Q28 - Can the Navy explain what is supposed to go into the CAC and IMAP CAC in the pricing spreadsheet?

A28 - CAC and IMAP CAC columns are for Government use only. Please ignore, as nothing needs to be populated by the Offeror in these columns.

Q29 - Does the Navy want the contractor to only put in the unit prices and complete the math to get to the total price? Or would the Navy prefer that the contractor include its own quantity estimates given the vehicles selected?

A29 - The maximum lump sum for the base year is $16,000.00. The Navy will order against the lump sum as needed for repairs.

Q30 - Can the Navy further explain its expectations for contractors filling out the expected lump sum non-recurring material costs of repairs?

A30 - The maximum lump sum for the base year is $16,000.00. The Navy will order against the lump sum as needed for repairs.

Q31 - For the expected lump sum non-recurring material costs of repairs, is $16,000.00 the Navy's baseline estimate? Are we requested to simply check or verify that estimate, or should we offer our own lump-sum estimate of annual non-recurring material costs of repairs?

A31 - The maximum lump sum for the base year is $16,000.00. The Navy will order against the lump sum as needed for repairs. Because the Government has provided the lump sum, the Offeror should not submit their own lump sum estimate of annual non-recurring material costs of repairs.

Q32 - Should we be pricing repairs that would be covered under the vehicles' warranty?

A32 - No, warranty issues should be discussed with the manufacturer.

The following have been modified:

INSTRUCTIONS TO OFFERORS

unbalanced/inconsistently priced proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price reasonableness rests solely with the offeror.

e. Price realism analysis will address whether prices are realistic in relation to the work to be performed, reflect a clear understanding of the requirements, and are consistent with other portions of the offeror’s proposal. Proposals will be analyzed for unbalanced pricing; an offer may be rejected if the Contracting Officer determines that a lack of balanced pricing poses an unacceptable risk to the Government.

NOTE: OFFERORS ARE ENCOURAGED TO UTILIZE ALL AVAILABLE INCENTIVES IN

PREPARATION OF THEIR PRICE PROPOSAL.
