Amendment 05
CONTRACTOR RFI’S, QUESTIONS, AND ANSWERS
Q33 - Annex 0200000, Spec Items 2.9.1 (Accident Prevention Plan), 2.9.2 (Activity Hazard Analysis), and 2.9.3 (SOH Risks and Compliance Plans) all refer to Appendix A of EM 385-1-1. This EM 385-1-1 reference suggests that this contract will be considered a "limited scope services" contract.
Such designation will impact our approach and pricing considerations for the quality management and safety components of our approach. Can Navy confirm that it intends to qualify this contract as limited scope as it relates to safety program documentation and efforts?
A33 - Yes, this contract will be considered a "limited scope services" contract.
Q34 - In roadside assistance cases where the tow truck driver is unable to transport a stranded driver back to the installation, is it permissible to provide an on-demand car service (e.g., taxi or livery service) to provide that function?
A34 - Yes, as long as there is no additional cost to the government.
Q35 - For vehicles disabled on installation, how does Navy currently provide roadside assistance? Does it use an on-base resource, or does it rely on car manufacturer-provided assistance?
A35 – The government provides tow services for agency-owned vehicles. GSA provides tow services for GSA-leased vehicles. Neither are authorized to service commercially-leased vehicles.
Q36 - What security requirements exist for roadside assistance providers and tow truck operators dispatched to provide on-installation assistance?
A36 - Each installation has specific requirements for access based on one-time or recurring need. Please see Annex 0200000, Management and Administration, Spec Item 2.8 and 2.8.4, in particular.
Q37 - For preventative maintenance and safety inspections, or for repairs, how does Navy currently address transporting vehicles from the installation to off-base service providers when required?
A37 – For inoperable vehicles, the government provides tow services for agency-owned vehicles and GSA provides tow services for GSA-leased vehicles. Neither are authorized to service commercially-leased vehicles. For operable vehicles, a government employee drives the vehicle to the service provider.
Q38 - Is it feasible and permissible for our independent EV-certified technicians to perform preventative maintenance and inspections on the installations? Or does such service need to occur off base?
A38 - Preventative Maintenance services do not need to occur off base. However, the government cannot provide facility, utility or personnel support to perform the work. Some vehicles may be located in areas that require a government escort 100% of the time. Some vehicles may be located in adverse and remote environments.
Q39 - Would the Navy like the contractor to price the total quantity of emergency roadside assistance trouble call repairs as a recurring amount as its unit price in the recurring charges? Or would the Navy prefer the contractor price Qty of 1 for each location and multiply out by the Navy's assumed quantity?
A39 - Unit of Issue is monthly. Each location has a different Roadside Assistance Qty (see ELIN description). Determine price for each roadside call and multiply the quantity per location, and then divide by quantity of months. That will be the Unit Price. Ex. $100 per call x Qty. 5 = $500 ... $500 / 12 months = $41.67 per month. $41.67 is the Unit Price and the Total Price is $500.
Q40 - Section 3.3.2.4 in Annex 1700000 states that "The contractor shall respond to disabled electric vehicles within an 80 mile radius of the activity." Please clarify what "the activity" refers to. Is this the installation from which the vehicle's trip originated? If not, please clarify the intent of this requirement?
A40 - “80 mile radius of the activity” is defined as 80 miles from the main gate of the installation where the vehicle is assigned.
