The Government is unable to provide specific labor distribution by location, anticipated OCONUS support extent, or detailed staffing baselines, directing offerors to propose in accordance with the solicitation. Primary work sites are Portsmouth, VA and Kittery, ME, with potential remote and worldwide support including CONUS and OCONUS locations. The incumbent contractor is Bristol Infrastructure Design Services under Contract N6247022D0004. Historical staffing includes 3 Administrative Assistants, 9 Construction Managers, 2 Senior Construction Schedulers, and 8 Construction Engineering Technicians on an annual basis, with staffing expected to evolve over the contract period. Task orders will generally be annual in duration with unknown quantity and designated positions. Program Manager effort must be incorporated into hourly rates of required positions as contractor management/overhead support rather than funded separately. Government Furnished Equipment will generally consist of IT equipment (laptops, monitors, etc.) and will be formally assigned to the contractor subject to accountability requirements including inventory management and tracking. The Government confirmed that all estimated hours in Amendment 2, Attachment A have been reset to 1920 hours except for categories A15-A17. Projects completed or substantially completed within ten years of the solicitation release date are acceptable for both corporate experience and past performance evaluation. The Government declined to extend the proposal submission deadline.
