About this file
This document is a Questions and Answers (Q&A) file providing government clarifications on a federal contract solicitation for professional support services related to planning, design, and construction of shore facilities at Portsmouth, VA and Kittery, ME locations.
The solicitation uses four primary evaluation factors: Corporate Experience, Safety, Past Performance/Performance Confidence, and Price. Offerors may submit multiple task-order-level CPARS evaluations and completed PPQs from NAVFAC projects within the past six months when CPARS is unavailable. Subconsultants' CPARS may be submitted if the subconsultant performed a project included in the Corporate Experience factor. The maximum page count for Corporate Experience is 15 pages total with no per-project limits. Past Performance explanations addressing problems and corrective actions shall not exceed four pages total, and CPARS/PPQs do not count against page limits. The government confirmed evaluation will be based solely on these four factors with no additional evaluation criteria. The applicable NAICS code is 541990, and offerors must provide UEI numbers rather than DUNS numbers in Attachment B. Financial statements require the last three complete fiscal years. The Technical Approach to Safety remains limited to two pages. The government declined requests to increase page counts, allow remote/hybrid staffing arrangements, provide site-specific pricing breakdowns by location, or modify labor category qualification requirements. Key Personnel requirements and offshore staffing arrangements will be addressed at the individual task order level. Locations varying from Portsmouth, VA and Kittery, ME will be negotiated on a per-task-order basis.

PPI # PPI Government Answer
1 Sections L and M reference Corporate Experience, Safety, Past
Performance, and Price as evaluation considerations. For clarity, please confirm the total number of evaluation factors the Government intends to use for award.
Specifically, please confirm whether proposals will be evaluated solely based on the following factors:
• Corporate Experience
• Safety
• Past Performance / Performance Confidence
• Price
If any additional evaluation factors apply, please identify them.
Confirmed.
2 When an Offeror submits Corporate Experience based on a completed
IDIQ contract for which there is no overarching IDIQ-level CPARS evaluation, please confirm whether the Government will accept
CPARS evaluations from all completed task orders issued under that
IDIQ contract as evidence of Past Performance / Performance
Confidence.
Specifically, may an Offeror submit multiple task-order-level CPARS, including the applicable task order numbers, to enable the
Government to independently verify and assess performance across the full IDIQ contract vehicle?
Yes.
3 1) As an 8(a) prime, can we use our subconsultants CPARS as ours?
2) As an 8(a) prime, can we use our subconsultants CPARS if they were also the subconsultants?
CPARS/PPQs should be submitted for each project included in Factor
1 for Corporate Experience, as set out in Factor 3, Past Performance.
If the subconsultant performed a project offered in Factor 1, Corporate Experience, then it would be appropriate to submit that CPARS/PPQ.
4 RFP Attachment A - Price ScheduleRFP Attachment A, Price
Schedule states that no indirect rate mark-ups will be applied to subcontractors, other direct costs, or travel expenses. For other direct costs, in accordance with FAR 31.204, Application of principles and procedures, we request consideration from NAVFAC to have the ability to apply indirect rates, as long as they are reasonable, allocable, and determined to be allowable under FAR 31.201, 31.202, 31.203, and 31.205.
The prohibition of indirect rate markups applies to subcontractors.
Propose in accordance with the solicitation.
5 RFP Attachment A, Price Schedule – would NAVFAC consider allowing offerors to submit a consolidated price schedule that would be inclusive of subcontractor rates? This approach is a standard approach used by other Federal agencies.
Propose in accordance with the solicitation.
6 Attachment B requires offerors to provide their DUNS number.
Please confirm that we can change this to the UEI number.
Confirmed. See revised
Attachment B.
7 Given the amount of information required in the Technical Approach to Safety, would NAVFAC consider increasing the page count to 4 pages? This would ensure that offerors are able to fully convey their approach to complying with the safety requirements for this effort.
The technical approach to safety will remain at the 2 page limit.
8 PWS Sections 1.1 and 4.9 state that the primary work sites will be
Portsmouth, VA and Kittery, ME, though work may also be performed remotely or at other locations as directed, and that the breakdown of required positions and locations will be detailed in individual task orders.
Can NAVFAC confirm whether offerors may propose remote or hybrid staffing for applicable labor categories where onsite performance is not expressly required by the task order, provided mission responsiveness, coordination, security, and performance standards are maintained?
Additionally, can NAVFAC provide any anticipated estimate or planning assumption regarding the percentage of personnel expected to perform onsite versus remotely at the primary work locations?
Offerors are to propose onsite staffing at the locations indicated.
9 Attachment A has spots to input pricing for specialty contracts, other direct cost, Materials, and Travel and it is stated in PWS section 41 pg 71 these items will be determined at the task order level with an
NTE value. However in the Solicitation - N6247026R0013 Section L
Price it states "All information requested on the form must be completely filled" is it the government's intention to leave the sections for Specialty contracts, Other direct cost, materials, and travel blank in Attachment A?
Please see revised Attachment A.
10 Attachment A – Price Schedule lists 18 labor categories for pricing purposes, while the Performance Work Statement (PWS), Section 4.4, identifies 44 distinct labor categories. Please confirm whether
Attachment A is intentionally limited to 18 labor categories, or if it will be amended to reflect all 44 labor categories identified in the
PWS.
Please see revised Attachment A
11 Will the government consider additional degrees (i.e. Environmental or Urban Planning) and/or demonstrated experience in performing
AICUZ studies/analysis for the Acoustician/Acoustical Engineer position?
Additional degrees will not be considered.
12 Given the significant differences in pricing positions in overseas locations, would the government clarify that if staff are required to perform tasks in overseas locations, that those staff would either by
TDY or fall under SOFA and have SOFA status? In addition, would the contractor be allowed to propose appropriate ODCs (e.g.;
dependent education, housing, cost of living) if overseas staff are required when a TO RFP is issued?
Locations varying from
Portsmouth, VA and Kittery, ME will be negotiated on a per task order basis.
13 To avoid confidentiality and potential liability issues such as potential defamation suits, would the government consider adjusting paragraph
1.4 from "The government reserves the right to review resumes and portfolios of work, employee reviews and appraisals of proposed
Contractor personnel." to "The government reserves the right to review resumes and portfolios of work of proposed Contractor personnel."?
1.4 has been revised to state "1.4.
The Government reserves the right to review resumes and portfolios of work of proposed Contractor personnel. The work history of each Contractor employee must contain experience directly related to the task and function he/she is intended to perform under this contract. The Government reserves the right, during the life of this contract, to request the work history of a Contractor employee for the purpose of verifying compliance with the requirements of the contract."
14 To provide for more accurate and site-specific pricing, would the government provide the hours and positions by primary site (i.e.;
Kittery, ME and Portsmouth, VA) and adjust "Attachment A – Price
Schedule accordingly"?
No.
15 Will the government consider additional degrees (i.e. Meteorology or
Geology) and/or demonstrated experience in resilient installations design for the Extreme Weather Hazards and Geological Hazards
Resilience Specialist position?
Additional degrees will not be considered.
16 Would the government clarify in paragraph 1.4 when it would review
Contractor staffing and how long it would take to review resumes and portfolios of work for proposed staff given that Contractors only have
30 days to staff (4.10) positions?
No.
17 Would the government clarify whether there is a page count for Past
Performance and do CPARs or PPQs count against that Page Count
Offerors are to submit CPARS and
PPQs for each project included in
Factor 1. These CPARS and PPQs do not count against the page count. Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1- Corporate
Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed four (4) pages in total.
18 Given the significant pricing differences for staffing across the globe, would the government clarify that any staff required outside of the two primary sites (i.e.; Kittery, ME and Portsmouth, VA) would only be priced in response to a modification or Task Order RFP?
Locations varying from
Portsmouth, VA and Kittery, ME will be negotiated on a per task order basis.
19 52.204-8 Solicitation references that this RFP is being competed under NAICS 541990. However, it also states "(3) The small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519 if the acquisition-"Please clarify is item (3) is applicable
The applicable NAICS is 541990.
20 Attachment B, question #9 states, "Explain unique aspects of the project that demonstrate the offeror's corporate experience in monitoring a large-scale real estate portfolio". Would the government consider revising this sentence from "large-scale real estate portfolio" to "large-scale professional support services to assist with managing the planning, design and construction of shore facilities." to more closely align with this scope of work.
See revised Attachment B.
21 Would the government consider requiring Contractors to price the
Program Manager (PWS 25.1) separately into Attachment A given that (a) the government requires access to the Program Manager or an alternate during core hours and (b) Contractors do not know the number of hours by position that will be awarded by the government and therefore Contractors would not know how to wrap the cost of the Program Manager into the other rates to ensure the government has access to the Program Manager as required?
No.
22 Would the government clarify under Section M2. Evaluation Factors where it mentions Factors 1, 2, 3, 4 and Factor 5 but only Factors 1, 2, and 3 are required (Corporate Experience, Safety, Past
Performance)?
Please see revised Evaluation
Factors.
23 The Fire Protection Engineer (5.25) requires a Bachelor's Degree in
Mechanical Engineering or Fire Protection while the Fire Protection
Engineer Senior (5.26) does not allow for Mechanical Engineering degrees even if they obtain a PE in Fire Protection Engineering.
"Completion of a course of studies accredited by the Accreditation
Board for Engineers and Technology (ABET) for a fire protection engineering program from a college or university for a bachelor's or master's degree in fire protections engineering, supplemented by a considerable amount of hands-on facilities design experience, is required."
Please confirm this was intentional as it may limit competition by excluding Mechanical Engineers who have achieved their PE in Fire
Protection Engineering and have considerable experience.
This was intentional.
24 Will the government consider additional degrees (i.e. Environmental or Urban Planning) and/or demonstrated experience in performing
AICUZ studies/analysis for the Acoustician/Acoustical Engineer position?
Additional degrees will not be considered.
25 Will a company's Balance Sheet and Statement of Operations for the past three fiscal years be sufficient to meet the request for "financial statements?"
Yes
26 Factor 3, Past Performance: Would the Government accept completed
PPQs that have been submitted for NAVFAC projects within the past
6 months?
Yes, if a CPARS is not available.
27 Section L.5 – Price, Item H.a. requests the latest three complete fiscal year financial statements. Please confirm if the complete 2023 and
2024 financial statements, along with the draft 2025 financial statement, are acceptable?
Offerors are to submit the last 3 complete fiscal year financial statements.
28 Can the government confirm the page limit is 15 for all project references, and that there are no page limits per individual contract reference? For example, if an Offerors submits one project, they have
15 pages to write about the one project?
That is correct, the maximum page count for Factor 1 Corporate
Experience is 15 pages.
29 In the non-price volume, can offerors provide a one page intro to introduce the company and subcontractor(s) team?
Yes, however, it will not be evaluated.
30 Can the Government confirm whether there is a Not-To-Exceed
(NTE) value for Other Direct Costs (ODCs), including a breakout for travel and materials?
Please see revised Attachment A
31 In Attachment D, Section 5.16 references a Construction Engineering
Technician, and Section 5.17 references a Construction Engineering
Technician (2nd Shift). However, the pricing workbook does not include a separate line item for the 2nd shift position. Can the
Government confirm whether an additional line should be added for the shift differential, or if the Contractor may include one?
Please see revised Attachment A
32 In Attachment D, Section 18 ("Hours of Work"), the PWS references both 2nd and 3rd shifts. Can the Government specify which labor categories may be subject to 2nd and 3rd shift requirements?
Refer to Section 5.17.
33 In Attachment D, Section 20 ("Productive Direct Labor Hours"), the
Government indicates that the Contractor should bill only for productive direct labor hours. Given that the resulting task order is structured as Firm-Fixed-Price (FFP), can the Government clarify whether invoicing is expected to be based on a firm-fixed monthly price or on a firm-fixed-price labor-hour basis?
This is a firm-fixed-price contract.
34 If invoicing is expected to be on a labor-hour basis, would the
Government consider revising Section B to reflect a Firm-Fixed-Price
Level of Effort (FFP-LOE) structure?
No.
35 Can the Government confirm whether any labor categories are subject to the Service Contract Act (SCA)? If so, please provide the applicable wage determination(s).
Please see Attachments G & H.
36 Would the government clarify what is required of the Contractor in reference to Key Personnel as discussed in (section L, factor 1, paragraph 2, bullet 2 and in 50.7) given that there is no requirement or resumes due with the proposal? Would this be handled at the Task
Order level?
Yes, it would be handled at the task order level.
37 The RFP identifies the places of performance as Portsmouth, VA and
Kittery, ME. Can the Government clarify which labor categories are expected to be performed at each location?
The Government is unable to clarify which labor categories are expected to perform at each location.
38 Will the Government allow for a 2-page narrative to demonstrate that the affiliate/subsidiary/parent/LLC/LTD and subcontractor member firms will have meaningful involvement in the performance of the contract as required.
No. The page limitations of the solicitation will not be changed.
