About this file
This is Amendment 0005 to Federal Solicitation N6247026R0003 for the construction of a Munitions Storage Area (P1012) at Moron Air Base, Spain. The amendment extends the proposal submission deadline to 26 March 2026 and provides Pre-Proposal Inquiries (PPIs) 58-110 with government responses, revised drawings and specifications, and solicitation revisions.
Key contract terms include a base contract duration (CLIN 0001) of 800 calendar days from notice to proceed, with optional CLINs 0002-0008 adding 477 calendar days for a total potential duration of 1,277 calendar days. The government acceptance period for proposals is 240 calendar days. Critical technical requirements address modular storage magazine sliding doors with blast door functionality (referencing Section 08 39 55.00 20), ground improvement via vertical wick drains and surcharging (with expected settlement up to 1 meter), precast concrete wall and slab elements, structural steel components, and internal locking devices. Notable requirements include use of Primavera P6 software for scheduling, coordination with NAVFAC EXWC for locking device specifications, special inspections eliminated for fire protection work, and compliance with Spanish law for insurance and regulatory matters. The site operates as a controlled military area with restrictions: the range operates approximately 10 times monthly for 4-hour periods, and contractor personnel require Entry Authorization List approval 30 days in advance. No Bill of Quantities, design calculations, or basis of design documentation will be provided; contractors must propose in accordance with all plans and specifications.

The purpose of Amendment 0005 is to provide the following:
1. Pre-Proposal Inquiries (PPIs) 58-110 with Government Responses
2. Provide Revised Drawings and Specs
3. Revise the Solicitation
4. The due date for proposal submission is extended to 26 March 2026.
1. Pre-Proposal Inquiries (PPIs) 58-110 with Government Responses
58. Inquiry: Please confirm the modular storage magazine sliding doors are required to function as “Blast
Doors.” Is there a specification associated with the blast door component of the slding doors?
Response: Refer to revised Specifications provided via Amendment 0004; Section 08 39 55.00 20, Standard Earth-Covered Magazine Doors.
59. Inquiry: Please indicate the preferred operating mechanism for the modular storage magazine door (e.g., chain drive, trolley system, manual operation, or any alternative you may consider acceptable).
60. Inquiry: Please define the required submittals, inspections, and performance tests associated with the modular storage magazine doors.
Response: There are a vast number of submittals, inspections, and testing requirements throughout the entire specification. Offerors must review the contract in its entirety, including all amendments.
61. Inquiry: The drawings define general requirements for the metal doors of the ammunition magazines (ref.
S-505); however, detailed technical requirements are not clearly identified in the specifications. Since there is not a dedicated specification section for the doors, where such information would normally be consolidated, please clarify the applicable standards, door operating system requirements (motor, trolleys), and required submittals associated with the doors and their accessories (shop drawings, product data, certifications, test reports).
62. Inquiry: Section 01 45 35 “Special Inspections” does not appear to define the role of the Special Inspector of Record (SIOR). Please clarify whether the SIOR may also serve as a Special Inspector for a specific inspection, and whether the Associated Special Inspector may work under the supervision of the SIOR or must report exclusively to the discipline-specific Special Inspector. Please also clarify the lines of authority among these three roles.
Response: Refer to revised Specifications provided via Amendment 0004; Section 01 45 35 Special
Inspections, 1.3.7 Special Inspector of Record (SIOR).
63. Inquiry: Section 01 45 35 “Special Inspections” includes requirements (Items 1.5.8 and subsequent) for
Special Inspectors related to fire protection elements (fire-resistive materials, intumescent coatings, etc.).
However, no fire protection work is identified in the Schedule of Special Inspections (the check box appears unmarked). Please clarify whether a Special Inspector for fire protection is required for this project.
Response: A Special Inspector for Fire Protection is not required for this project and the requirement has been removed. Refer to revised Specifications provided via Amendment 0004; Section 01 45 35 Special
Inspections.
64. Inquiry: In the document Solicitation N6247026r0003, Section 00 20 00 - Instructions for Procurements, page 13, according to the requirements for Factor 2, it states that a description of the quality control process for the BLAST door fabrication and installation is required. The specific drawings for the door, do not indicate that the door must be a BLAST door, and we cannot find any blas-door specifications in the attachment _K_P1012_Specifications-1of1.
Could you clarify if the door must be a BLAST door?
Could you provide the specifications for the required door?
Could you provide some tested brand for this door?
65. Inquiry: Could be provided the design loads that the precast elments (wallls and slabs) need to resist in order to be submitted to precast suppliers.
66. Inquiry: The Ground Improvement drawings (B104-B109) show the boundary of the vertical drains and part of the preload fill of the Storage Modular Magazine, but the demolition plans do not indicate the demolition of the asphalt pavement. Please clarify if ithese demolitions are necessary, if so, could you provide the relevant details?
Response: Demolition of the existing asphalt is not necessary. Refer to revised drawings B-104 through B-
109 provided via Amendment 0004.
67. Inquiry: In drawing B-001, vertical drain column, note 4 states that each drain must be cut 30 cm above the working platform. However, in "Division 31-Earthworks," section 31 33 34, page 10, paragraph 5, it states that the drain must be cut 1 m above the working platform. Please clarify this detail.
Response: 30 cm as noted in drawing B-001 is correct for the cut off height. Refer to revised Specifications provided via Amendment 0005; Section 31 33 34, Wick Drain System.
68. Inquiry: The perforated PVC pipe shown on the outside of section B1 of drawing B-501 for drainage appears to have no outlet. Please indicate whether this is the case or whether this water needs to be drained to a specific point.
Response: The PVC pipe shown on the detail is for daylighting excess water generated from the surcharge and wick drains. No additional outlet is required.
69. Inquiry: In sections A3 and C3 of drawing CS502, under the "Granular Sub-Base" layer, "Sub-Base" appears. Is this correct, or should it show "Existing Subgrade"? If material needs to be added, what material would that be?
Response: Granular sub-base as shown on the drawings is correct. Requirements for sub-base material has been added. Refer to revised Specifications provided via Amendment 0005; Section 31 23 00.00 20, Excavation and Fill.
70. Inquiry: The wall foot in door section is different between Drawing S-101 vs S-302
Response: Refer to revised drawing S-302 provided in Amendment 0004.
71. Inquiry: The reinforcing bars will be grade B500A or B500C, according to specs; but in drawing S-001 indicates grade B500SD
Response: Refer to revised Specifications provided via Amendment 0004; Section 03 30 00, Cast-In-Place
Concrete, which has been updated to match revised drawing S-001.
72. Inquiry: The structural steel will be S275JR, according to specs; but in drawing S-001 indicates S235
Response: Refer to revised Specifications provided via Amendment 0004; Section 05 12 00, Structural
Steel, which has been updated to match revised drawing S-001.
73. Inquiry: We would like to know if it would be possible to obtain a quote for the work to be carried out, indicating the measurements of the different units of work involved.
Response: Measurement quotes will not be provided. Plan drawings are to scale.
74. Inquiry: We would like to know if you plan to provide more information on the preliminary designs, including the preliminary studies and calculations carried out. This information will serve as a basis for future construction projects.
Response: Basis of Design and design calculations will not be provided. Propose in accordance with the solicitation.
75. Inquiry: Is there a designated area for temporary soil stockpiling on-site?
Response: The laydown area is shown on Sheet C-101. If additional area is required due to contractor means and methods, the contractor will need to coordinate that request with the Contracting Officer's
Representative (COR). However, additional space may not be made available.
76. Inquiry: Is there any on-site material available for soil improvement?
Response: On-site material for the soil improvement is not available.
77. Inquiry: We can’t find the finishes for the ground slab of the munitions storage. Is any surface treatment required?
Response: Refer to revised Specifications provided via Amendment 0004; Section 03 30 00, Cast-In-Place
Concrete, paragraph 3.10.1.3.
78. Inquiry: We can’t find the finishes for the interior side of the precast walls. Is any surface treatment required, such as paint coating?
Response: Refer to Specification Section 03 45 33 paragraph 2.3.9.
79. Inquiry: In the chapter 1.5 of section 01 30 00 it is stated "Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by Portugal law.". We understand this is a mistake and that it should refer to Spanish law. Could you please confirm?”
Response: Specification should refer to Spanish law. Specification 01 30 00, section 1.5 has been revised below.
80. Inquiry: Most of the site is included in the "SMALL ARMS RANGE SURFACE DANGER ZONE" nad it is stated that works are not permitted in that zone during live fire exercises. Could you provide the number of days per year that we should consider as non-working days due to this?
Response: Assume that the range is used 10 times per month, for 4 hours per use. Two range uses may occur consecutively on the same day.
81. Inquiry: In the AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT 3, in the page 6 it is stated "1.1.5 The contract completion time for P-1012 is 1057 calendar days from Notice to Proceed" and in the page 8 "Contract Timing: Regardless of when performance and payment bonds or the
Performance Guarantee and Performance Guarantee Letter are provided, the contract time for purposes of fixing the completion date, default, and liquidated damages shall begin to run 1057 days from the notice to proceed."; however in the page 12 it is stated "Exercise of Option(s) will result in an extension to the contract completion date with the period for completion of work to be extended from 800 calendar days after notice to proceed to 1,277 calendar days after notice to proceed." Please, could you clarify which is correct contract completion tome for the base and for the options?
Response: Refer to revisions to FAR Clause 52.211-10 via Amendment 0004 and revisions to the
Solicitation below. The duration for CLIN 0001 is 800 calendar days after notice to proceed. The award of any Optional CLINs 0002-0008 will result in one-time addition of 477 calendar days after notice to proceed. The exercise of Options will result in a total contract duration of 1,277 calendar days.
82. Inquiry: Could you confirm that de duration of the garantee period is 1 year?
Response: Refer to the Solicitation Section 2.2.2, PERFORMANCE GUARANTEE
83. Inquiry: Is the contractor required to fence the entire work area? If so, what type of fencing must be installed?
Response: Contractor is not required to fence the work area for security purposes.
84. Inquiry: Is it necessary for the contractor to provide an access security service for the work area during working hours?
Response: The Munitions Storage Area (MSA) is a controlled area and should not be accessed by anyone unless they are listed on an Entry Authorization List (EAL), are being escorted, or are working while it is a free zone. The MSA is currently a free zone for soil dumping operations. The contractor must contact appropriate personnel when they are entering/exiting the MSA at the beginning/end of the day.
85. Inquiry: Is it necessary for the contractor to provide a surveillance or security service during periods when no work is being carried out on the site?
Response: The contractor must contact appropriate personnel when they are entering/exiting the MSA at the beginning/end of the day. This triggers a security sweep by Security Forces. If munitions are present, then an escort will be present at all times with the contractor(s) in the area.
86. Inquiry: Is the use of BIM tools required for the design management of this project?
Response: No, BIM tools are not required.
87. Inquiry: If the Offeror is a JV consisting of 2 JV members, does the JV need to provide an Attachment E for each JV member or just the JV Offeror entity?
Response: Offer shall submit AMENDMENT 0004 - Attachment E - Registration and Classification
Requirements as the JV entity.
88. Inquiry: Please confirm amendments and/or RFI answers will be issued ONLY using PIEE and/or SAM websites under the solicitation number N62470-26-R-0003.
Response: Solicitation Amendments and attachments will be posted in Contract Opportunities on
SAM.gov under Solicitation Number N6247026R0003.
89. Inquiry: On drawing B-501 section B1, it is indicated that a draining gravel layer with a minimum thickness of 1 m must be installed under the surcharge. Once the surcharge is completed and the projected settlement for the ground has been achieved, is it necessary to remove the entire draining gravel layer and replace it with another type of material? Or should only the gravel necessary for the execution of the magazine foundations be removed? In the event the gravel is removed, what type of material would be suitable for that backfill?
Response: Only remove the gravel necessary for constructing the magazine foundations. Provide backfill in accordance with the requirements outlined in the plans and specifications.
90. Inquiry: Both in point 2 of column 4 on drawing B-001, and in section B1 of drawing B-501, a selected material with a minimum dry unit weight of 120 PCF (1920 kg/m³) is specified as surcharge material.
Given that this material is not definitive and will be removed later, could an alternative material be utilized? For example, suitable or tolerable soil, compacted in 15 cm thick layers. This material could subsequently be used for backfilling magazines and berms, which would result in a reduced economic cost for the government
Response: This is acceptable provided it meets the minimum dry weight requirements listed in the drawings.
91. Inquiry: The solicitation does not include a specific technical specification section for the sliding blast doors (e.g., UFGS 08 39 55.00 20), despite Drawing S-701 strictly mandating the use of Grade S355 steel with "no material substitution of other grades permitted". Will the Government provide a detailed performance specification, and if the project requirements ultimately shift toward U.S. standard specifications, will American steel equivalents (e.g., ASTM) then be authorized for use despite the "no substitution" note on the drawings?
92. Inquiry: The Schedule of Special Inspections requires verification of the "satisfactory" operation of the locking mechanism and trench cover plates. Without a Division 08 specification, the technical "pass/fail" criteria for performance tests (e.g., maximum manual opening force, motor torque limits, or environmental sealing requirements) are undefined. Could the Government provide the specific performance parameters required to pass these special inspections?
93. Inquiry: On drawing S-001, point 5 of the foundations section states that 'All disturbed earth under footings must be replaced with lean concrete.' The ECM section drawings do not indicate either the location or the thickness of this blinding concrete, which is crucial for its costing, as the affected area in the ECM zone is very large. Could drawings be provided for clarification?
Response: Drawing S-001 General Notes is a standard magazine drawing note that should be used if you over excavate.
94. Inquiry: Due to the base's security protocols, what specific documentation and minimum advance notice must be submitted for the approval of personnel and vehicles, and are there any limitations on the entry of foreign subcontractors or the transport of special materials?
Response: The Entry Authorization List shall be provided to appropriate personnel no less than 30 days prior access requirement.
95. Inquiry: Given the operational nature of the military base, are there restricted time windows for carrying out the work? How will the work be coordinated if military activity requires its immediate cessation for reasons deemed necessary by the military base?
Response: Assume that the range is used 10 times per month, for 4 hours per use. Two range uses may occur consecutively on the same day. Additionally, if munitions are stored within the MSA while work is ongoing, the necessary evacuation distance will be calculated and briefed to escorts. If munitions operations are ongoing, such as towing or handling, contractor operations may need to be paused until operations are out of the area or completed.
96. Inquiry: In the event of a declared state of alert or the need for immediate use of the powder magazines due to military activity or defense interests, what is the protocol for temporary suspension of the contract and how will the 'stand-by' costs of machinery and the possible extension of delivery deadlines without penalty for the contractor be managed?
Response: Refer to FAR Clause 52.232-5 Payments under Fixed-Price Construction Contracts and FAR
Clause 52.243-4 Changes.
97. Inquiry: Other ground improvement systems can be proposed, according to the soil characteristics, to accelerate the clay consolidation process, reducing the 6-month period.
Response: Surcharging is required in order to mitigate the consolidation settlement from application of the magazine loads. Propose in accordance with the plans and specifications.
98. Inquiry: What is the minimum expected settlement in the preload calculation?
Response: Up to 1 meter of settlement should be expected based on the site soil properties and size of the preload. However, actual settlement values need to be measured and confirmed based on the settlement monitoring requirements outlined in drawing B-001.
99. Inquiry: Confirm that the general backfill material for the warehouses is a "satisfactory material."
Tolerable soil. Or, should the soil indicated on drawing S-002 also be considered, which shows a specific weight of 1,922 kg/m³ and an internal friction angle of 30°? Materials with lower specific weight and a higher internal friction angle would be favorable for the structural calculation, but is a high-density material necessary for any reason?
Response: Provide material designated as approved fill and backfill. Refer to revised Specifications provided via Amendment 0005; Section 31 23 00.00 20, Excavation and Fill.
100. Inquiry: The concrete paved areas are defined in the specifications in the same way as the concrete for a large platform. However, the dimensions of the entrances are approximately 8.20 x 7.80 m. Given their small size, neither the concrete used for these entrances nor the work procedure can be as indicated in the specifications. Likewise, there is no plan defining the construction and shrinkage joints. Therefore, could a different execution method be considered? For example, a reinforced concrete slab with different slump constraints, so that it can be transported by concrete mixer trucks.
Response: Refer to revised Specification provided via Amendment 0004 Section 03 30 00 for concrete building slabs. Refer to Specification Section 32 13 13.06 for concrete pavement. Concrete jointing is shown in drawing CS503, detail C1. Propose in accordance with plans and specifications.
101. Inquiry: We would like to know if a BoQ is going to be provide
Response: No separate "Bill of Quantities", BoQ will be provided.
102. Inquiry: Does the contractor have to pay the ICIO (Impuesto sobre Construcciones, Instalaciones y
Obras)?
Response: Contractor must ensure all Spanish requirements are met to perform work within the country.
103. Inquiry: Does the contractor have to pay for the DF (Dirección Facultativa)?
Response: This is not applicable for projects on the base.
104. Inquiry: Will the client apply any retention on the monthly invoices issued by the contractor?
Response: Refer to Solicitation, FAR Clause 52.232-5.
105. Inquiry: Considering the sensitivity of the powder magazine area, what is the estimated date for the signing of the Site Layout Verification Act and what timeframe has been planned for the mobilization of heavy machinery within the base before the effective start of the work?
Response: Site approval has been obtained for the project scope and work should commence at notice to proceed.
106. Inquiry: Does obtaining the permits and licences required for the use of the NAS (Cost‑Loaded Network
Analysis Schedule) entail any cost for the contractor?
Response: The contractor must use Primavera P6 software to produce the NAS. The Government will not be furnishing software or access to software. Contractor will be responsible for obtaining access to any software necessary to perform the requirements.
107. Inquiry: The locks for the magazines are noted to be ordered from a NAVFAC website using a form. Can the government name approved vendors, with contact info, for these devices or allow an alternative or equivalent product to be used from England or a European Union country to avoid heavy tariffs?
Response: No. Contractor must utilize NAVFAC website in accordance with the Solicitation. There are no
European alternatives for this locking device.
108. Inquiry: Note 2 on Drawing S-704 states that no modifications or deviations to the door construction are permitted to accommodate the ILD without approval from USACE Huntsville. However, Note 3 requires the door manufacturer to provide necessary stiffeners and additional framing to accommodate the device.
Since the ILD is a U.S. patent and the door is a European design, can the Government clarify if a pre-approved integration design exists, or must the contractor submit a project-specific engineering design for this coordination?
Response: Door manufacturer’s submittal must include coordination with the Internal Locking Device
(ILD) based on ILD Manufacturer’s installation drawings as indicated on Drawing S-704; Note 4.
109. Inquiry: [Ref Drawing S-704] In contact with a Government approved ILD Manufacturer, he ask us about what Bolt Work size is required.
Response: The contractor will coordinate with NAVFAC EXWC for specific ILD requirements and pricing. The web address has been updated to https://exwc.navfac.navy.mil/DoD-Lock-Program/. Refer to revised Drawing S-704; Note 1 provided via Amendment 0005.
110. Inquiry: [Ref Drawing S-704] Will be delivered the ILD by the Government?; if it is not, we need an express written permission to the manufacturer can do quote me that.
