About this file
This is a Unified Facilities Guide Specification (UFGS) template for excavation and fill work prepared by NAVFAC, applicable to buildings, roads, and utilities. The specification was issued in February 2011 with Change 2 dated August 2015 and references standards updated to April 2021.
The specification establishes comprehensive requirements for earthwork including clearing, grubbing, stripping, grading, and topsoiling. Key material requirements specify satisfactory fill materials classified per ASTM D2487 (or UNE-EN ISO 14688-1), with maximum particle sizes, plasticity limits, and fines content defined by location type. Select materials for structures must comply with stricter gradation and liquid limit requirements (maximum 35 percent), while common fill uses unclassified soil meeting compaction density standards. Specialized materials include porous fill for capillary water barriers (per ASTM C33/C33M fine aggregate gradation), utility bedding per AWWA C600, and rip-rap with grout specifications. The specification requires submittals for shoring and sheeting plans, dewatering work plans, and borrow site testing including petroleum hydrocarbons, BTEX, PCBs, and hazardous waste characteristic testing. Execution requirements mandate compaction to 95 percent of ASTM D698 or D1557 maximum density for structures and paved areas, with field quality control including material classification testing, density verification per ASTM D1556/D1556M or D6938, and moisture content testing. Key protective measures include drainage and dewatering to maintain water levels 0.6 meters below working grade, hand excavation within 600 millimeters of utilities, and proof rolling for subgrade verification. The specification is designed for project-specific adaptation through bracketed options and deletion of inapplicable sections.

<NPR>NOTE: This guide specification does not include provisions for separate measurement and payment for any work specified herein. Measurement and payment paragraphs may be provided in the contract specifications when unit-price payment is more equitable for rock excavation, borrow excavation, and the removal and replacement of unsatisfactory material below grades indicated.
This section includes requirements for clearing, grubbing, stripping, grading, and topsoiling. If the contract specifications contain separate sections on clearing, grubbing, grading and turf establishment, revise this section accordingly.</NPR>
