About this file
This is Amendment 0004 to federal solicitation N6247026R0003 for the P1012 Munitions Storage Area construction project at Moron, Spain. The amendment extends the proposal submission deadline from 5 March 2026 to 19 March 2026 at 2:00 PM Norfolk, VA local time, and provides 57 pre-proposal inquiries (PPIs) with government responses, revised technical drawings and specifications, updated attachment requirements, and clarifications on contract execution and evaluation criteria.
Key technical clarifications addressed in the PPI responses include: confirmation that the surcharge monitoring program duration is 6 months per each of 15 Munitions Storage Magazines (MSM) with continuous execution and material reuse allowed; correction of prefabricated vertical drain details and specifications; clarification that 0.5 meters is the correct drainage stone layer thickness; confirmation that gravel from preloading does not require removal after settlement; and direction to multiple drawing references for electrical conduit placement, internal locking device specifications, and drainage system details. The amendment also clarifies personnel requirements prohibiting dual roles for the Site Superintendent, Quality Control Manager, and Site Safety and Health Officer; specifies that Gantt charts are limited to 6 pages separate from technical narrative pages; requires use of the most recent Price Proposal Form version with material deficiency consequences for incomplete submissions; and revises solicitation attachments to include a new Base Access Template for Spanish Contractors (Attachment G) and Site Visit Attendance Log (Attachment N). Amended drawings address settlement plate monitoring, prefabricated vertical drain installation details, structural element specifications, and drainage system configurations across multiple building and site plans.

1. Pre-Proposal Inquiries (PPIs) 2-57 with Government Responses
2. Inquiry: According to CLIN 001AA of Attachment_B___Schedule_B_Price_Proposal, the buildings to be constructed are 1074, 1023, 1070 y 1024. However, based on drawing CS103 of
Attachment_L___P1012_drawings_2of3, our understanding is that the building labeled as 1071 in this drawing corresponds to building 1074 in CLIN 001AA. Please clarify the correct building number.
Response: See attachment 'AMENDMENT 0003 - Attachment B - Price Schedule' which corrected typographical error in CLIN 001AA to reference Building 1071 instead of Building 1074.
3. Inquiry: Please provide the applicable specifications for the sliding door in the project. Please confirm whether there is no specific specification for the doors, or if these doors are covered under Section 05 50
13. Please clarify whether it is possible to manufacture the doors using Spanish materials and in compliance with Spanish regulations.
Response: Refer to drawing S-001, Structural Steel note 2 for door material specifications.
4. Inquiry: Detail 6 of drawing S-702 shows tubes measuring 100 x 800 mm. Please provide the wall thickness for these tubes.
Response: Detail 6 of drawing S-702 is an elevation of the tubes. See detail 8 of drawing S-702.
5. Inquiry: The Surcharge Program Note 4 in drawing B-001 states: “The base bid duration of the surcharge monitoring program is 6 months”. Our interpretation is that this duration applies to each of the 15 MSM.
Please confirm. Please clarify whether the surcharge works can be executed continuously by grouping some of the MSM together, or if they must be carried out simultaneously. Please note that if the works can be performed in groups, materials may be reused from one group of MSM to another. This information is critical to optimize materials and resources. On the other hand, regarding this six-month waiting period, it may be necessary to extend the project execution period.
Response: Confirmed. The surcharge duration for each MSM is set to 6 months. The intent is for surcharge work to be executed continuously by grouping MSM surcharges together where applicable. Re-use of material for surcharging purposes is allowed.
6. Inquiry: The Prefabricated Vertical Drain Note 6 in drawing B-001 states: “Furnish and Install Drainage
Geotextil… Refer to Detail A1 on drawing B-501”. However, drawing B-501 does not include this detail.
Please clarify.
Response: Refer to revised drawing B-001 provided via Amendment 0004. Note 6 of drawing B-001 should read: "Refer to Detail B1 on drawing B-501."
7. Inquiry: Detail C1 of drawing B-501 does not specify the material or the diameter of the pipe encasing the
A36 Steel Pipe.
Response: The pipe sleeve shown in Detail C1 "Threaded Pipe Connection", drawing B-501 encasing the steel pipe can be a protective plastic PVC pipe just larger than the diameter of the steel pipe, essentially protecting the steel riser pipe weather elements.
8. Inquiry: Detail C3 “Prefabricated Vertical Drain Installation” of drawing B-501 does not specify the material or the diameter. Please clarify.
Response: The size and material of the prefabricated vertical drains is set forth in Specification 31 33 34, the Wick Drain System Specification.
9. Inquiry: According to detail C3 of drawing B-501, the vertical spacing between the vertical drains is 1.5 meters in a triangular pattern. On the other hand, note 4 of drawings B-104 to B-109 indicates the limits of the prefabricated vertical drains. Based on our study, approximately 850 vertical drains of 11.00 meters below the working platform elevation are required for each MSM. Please confirm.
Response: This is approximately what was calculated during design for the required number of drains. The detail shown on drawing B-501 is showing horizontal center-to-center spacing between drains. Base the number of prefabricated vertical drains on the limits shown on drawings B-104 and B-109, the required center-to-center spacing shown on drawing B-501, and the requirements listed in Specification 31 33 34, the Wick Drain System.
10. Inquiry: Please confirm if the tests for the surcharge monitoring program are required to be performed on the 15 MSM.
Response: Surcharge monitoring is required prior to construction of the 15 MSMs as shown in drawings B-
104 through B-109.
11. Inquiry: According to CLIN 9 of Attachment_B___Schedule_B_Price_Proposal, several berms must be constructed at various locations, some of which we believe have already been, or will be, executed under a previous contract called “EDI CNS MSA Barricades.”
Response: See revisions to the CLINs and attachment 'AMENDMENT 0003 - Attachment B - Price
Schedule' provided via Amendment 0003.
12. Inquiry: With the site visit now taking place in early February, would NAVFAC consider extending the due date a minimum of 3 weeks to allow prospective contractors enough time to take the information learned at the site visit and incorporate it into a proposed price and technical approach.
Response: See Amendment 0003 detail extending the proposal submission due date to 5 March 2026.
13. Inquiry: Amendments 1 and 2 were posted on the SAM website, but not on PIEE. PIEE is where the solicitation is posted, and also where SAM points to get the solicitation. Will amendments always be posted on SAM in the future?

26. Inquiry: Factor 2 Technical Solution - will the government add two pages to the current 6 page limit for a better description and more indepth explanation of the offeror's technical solution? (new page limit of 8 pages instead of 6 pages)
27. Inquiry: Please extend the due date for RFIs as there will inevitably be questions concerning conditions and scopes of work seen during the site visit in February.
Response: See Amendment 0003 which extended the Pre-Proposal Inquiry (PPI) due date to 20 February
2026.
28. Inquiry: [Ref E-503] We have observed the details of the prisms on drawing E-503, which does not define the duct diameters. Should we determine the diameter by measuring directly on the detail drawing?
Response: The cable sizes and duct diameters are shown on the one-line diagrams on drawing E-601 and
E-602. Empty duct diameters are called out on the site drawings ES101 through ES108.
29. Inquiry: [Ref E-503] We haven't found the cables that would run inside the prism. We need to know the number and diameter of the cables.
Response: The cable sizes and duct diameters are shown on the one-line diagrams on drawing E-601 and
E-602. Empty duct diameters are called out on the site drawings ES101 through ES108.
30. Inquiry: [Ref B-501] We have a detailed drainage plan, but we believe the length is not specified. Would it include sections of pipe and sections of ditches?
Response: Plans are drawn to scale. Lengths of culvert and drainage ditch are not explicitly called out.
31. Inquiry: [Ref B-501] We have observed a seat control detail on drawing D-501 (detail C1), but we cannot locate or find an indication of how this measurement would be performed. Would it be measured in units?
Response: See drawing B-501 detail C1 "Settlement plate detail." Proposed locations are shown on drawings B-104 through B-109. Refer to drawing B-001 "Settlement plate monitoring notes" for additional details.
32. Inquiry: This type of work usually involves animal fencing. Should we include it in the measurements as a new item?
Response: Rodent Control Barrier requirements are outlined in detail B4 on drawing CS501.
33. Inquiry: On drawing B-001, it is indicated that "the facilities of the project in question will be subject to soil preloading and settlement monitoring" and that "the construction of foundations, slabs, permanent retaining walls, pavements, buried networks, or sidewalks will not be permitted during the settlement monitoring period due to preloading, or until government approval of the preloading implementation program is obtained, whichever is shorter." Is this time included within the 1057-day construction period?
If the contractor is awarded CLINs 0002 to 0009 365 calendar days after the contract award, would there be an extension of the construction period, given that there would only be 509 days available for their execution (less than 50% of the total construction period to build twice the number of storage munitions as contemplated in CLIN 0001)?
Response: See Amendment 0004 for revisions to FAR Clause 52.211-10 Commencement, Prosecution, and Completion of Work.
34. Inquiry: I am trying to download the specifications, Attachment K, but I get a message saying that the session has expired due to inactivity. Is there another way to download this file?
Response: To compensate for reported system issues in PIEE, the original solicitation and attachments are also available for download at Contract Opportunities on SAM.gov.

Response: All site work up to the 1.5m line to the face of each facility or structure should be captured under CLIN 001AD.
37. Inquiry: [REF drawings S-501 and S-502] Regarding the prefabricated structural elements Wall & Roof of the Modular Storage Magazines MSM (S‑501, S‑502), due to their dimensions, which affect manufacturing, transport, and installation, is it possible to modify them with different dimensions and characteristics as long as they are supported by the manufacturer’s calculations?
Response: As these are standard drawings approved by DEPARTMENT OF DEFENSE EXPLOSIVE
SAFETY BOARD (DDESB), no deviation (outside of the foundation site adaptation) is allowed.
38. Inquiry: Pursuant to Section 01 45 35 “Special Inspections,” please clarify whether an Associated Special
Inspector is required for each Special Inspection, or whether this role is intended as supplemental support to be provided only when the scope of work necessitates it. If it is a mandatory role, please confirm which special inspections activity will require it.
Response: Associate Special Inspector is not required for each Special Inspection.
39. Inquiry: The berm drawings reference Detail B4 of CS501, where Note 4 requires grounding of the metal mesh to the magazine grounding ring. However, no grounding information is provided for the berms.

Response: Bond rodent controlled wire mesh in accordance with drawings E-103 and E-603.
40. Inquiry: drawing CS504, Detail A1, shows the dimensions and reinforcement of the retaining walls;
however, no references are identified regarding ground improvement or fill/compaction beneath the wall foundations. Please confirm whether any soil improvement or special fill/compaction is required below the retaining wall foundations.
Response: Ground improvement measures are not required for the retaining wall foundations. Refer to
Specification 31 23 00.00 20 for select fill and compaction requirements, specifically paragraphs 3.3
Excavation and 3.4 Subgrade Preparation provide instructions should unsatisfactory material be encountered during foundation work pertaining to retaining walls.
41. Inquiry: In the document Solicitation N6247026r0003, Section 00 20 00 - Instructions for Procurements, page 11, chapter 3.2 Basis of Evaluation and Submital Requirements for Each Factor, it states that all submissions shall be 12-point font, Times New Roman. Is this requiremente also mandatory for the Gantt chart?
Response: Complete Gantt chart in accordance with the solicitation. The text within the Gantt may be based on software output but must be comparable in size to 12-point font, Times New Roman to ensure legibility. The Gantt chart remains limited to six (6) pages.
42. Inquiry: In the drawing S-101, NOTE 8 states: "Panels may be precast by a manufacturer specializing in precast or may be precast at the job-site". Based on this note, would a cast-in-place structure also be acceptable?
Response: As these are standard drawings approved by DEPARTMENT OF DEFENSE EXPLOSIVE
SAFETY BOARD (DDESB), no deviation (outside of the foundation site adaptation) is allowed.
43. Inquiry: Is there any designated point for the temporary construction connections for electricity, water, and sewer service?
Response: Temporary utility connections are not shown. The successful bidder must coordinate these points of connection with the Air Base, per Specification 01 50 00, paragraph 3.2.1.
44. Inquiry: A fixed price contract means that also the subcontractor must assure a FIT FOR PURPOSE responsability?
Response: The prime contractor is responsible for determining the capability and responsibility of their subcontractors. Subcontractor experience will not be evaluated under this solicitation.
45. Inquiry: Could be provided to us a basis of design and or structural design calculation report for the precast elements (ceiling slabs and walls).
Response: No. These documents will not be provided.
46. Inquiry: Is there any designated area to stablish the temporary facilities for the General Subcontractor.
Could your provide a drawing with the space available for this purpose?
Response: Refer to drawing C-101.
47. Inquiry: Please, it is necessary to install a filtration geotextile at the interface between the gravel of the vertical drains and the backfill material of the drainage trench?
Response: Refer to Specification 31 33 34 - Wick Drain System, paragraph 2.1 Wick Drains. The specification requires that the drains are to be wrapped on all sides w/ a non-woven geotextile to prevent any outside material or obstructions from clogging the drains and impeding flow.
48. Inquiry: According to the dimensions in detail B1 of drawing B-501, the limit of the prefabricated vertical drains is 1 m from the perimeter of the base of the preloading embankment, but according to note 4 of drawing B-104, the limits of the prefabricated vertical drains are 2.00 m beyond the toe of the preloading embankment. Which limit is correct in this case?
Response: The correct limit of the drains is 1 meter as shown on detail B1 of drawing B-501. Refer to revised drawings B-104 through B-109 provided in Amendment 0004.
49. Inquiry: According to note 13 regarding concrete on drawing S-002, a 200 mm thick open-structure gravel base layer (No. 57 or similar) is to be placed beneath the slab on the ground. However, according to detail
B on drawing S-501, a 100 mm thick drainage gravel barrier is shown beneath the slab. What is the actual thickness to be used?
Response: Refer to revised drawing S-501, Detail B, provided in Amendment 0004.
50. Inquiry: Following our review of the Contract drawings related to the prefabricated vertical drain system, we respectfully request clarification regarding the required thickness of the drainage stone layer to be placed after installation of the vertical drains. drawing B-001, under the Prefabricated Vertical Drain Notes, Item 5, states that after successful installation and approval of the PVC vertical drains, a drainage stone layer with a thickness of 0.5 meters shall be placed to facilitate the dissipation of excess interstitial water generated by the ground surcharge. However, upon review of drawing B-501, the enlarged detail of the vertical drain and drainage layer clearly depicts two adjacent drainage stone layers, each dimensioned at 0.5 meters, resulting in a total drainage stone thickness of 1.0 meter. This apparent discrepancy between the written note in drawing B-001 and the graphical representation and dimensions shown in drawing B-501 requires clarification, as it has a direct impact on quantities, cost, construction methodology, and drainage performance during surcharge operations.
Accordingly, please confirm: - Whether the required thickness of the drainage stone layer above the prefabricated vertical drains is 0.5 meters total, as stated in drawing B-001; or - Whether the intended requirement is a total thickness of 1.0 meter (0.5 m + 0.5 m), as illustrated and dimensioned in drawing B-
501.
Response: 0.5 meters is the correct amount. Refer to Amendment 0004 revised drawing B-001.
51. Inquiry: Once the ground improvement work has been completed, the material used for preloading must be removed. Should the gravel used be removed and replaced with another material to reach the levels of the footings and lower part of the slabs of the "Storage Modular Magazine"? If another material is required, please indicate which one.
Response: Gravel does not need to be removed after required settlement has occurred.
52. Inquiry: On the left side of the CD106 drawing, Keynote No. 1 (E&S control keynotes) appears in two places, but there is no silt fence symbol. Please clarify whether this is an error.
Response: Install the silt fences at the location indicated by the silt fence (SF) line type shown in drawing
CD106.
53. Inquiry: In drawings CG102, CG103, GC104, GC105, GC106, CG107, G112, and G113, a storm drain ditch appears, but no section is indicated to measure it. Please include a section.
Response: Storm drainage ditch sections will not be provided. Plan drawings are to scale.
54. Inquiry: The left side of drawing CG106 shows a floor plan that refers to point 33 of plan C-002, which indicates that a prefabricated box culvert must be installed, but the detailed drawings for this box do not indicate its type or other characteristics. Please provide data and sections for this frame.
Response: Key Note 33 and Specification 33 40 00, paragraph 2.3.2 provide information about this box culvert. Information about the section, such as thickness and reinforcement, will be based on precaster design and will be submitted to the engineer for approval according to paragraph 2.3.2.
55. Inquiry: In the drawing B-001-GEOTECHNICAL NOTES, It ststes that the base bid duration of the surcharge monitoring program is 6 months. Is this the maximum duration regardless of the recorded land settlements?
Response: No. Refer to drawing B-001 note 5. Review of the settlement plate elevation data will be the basis of program completion. 6 months is the base bid that was anticipated as necessary to allow for the necessary settlement of the surcharge.
56. Inquiry: What is the dimensions of Sediment filter sock
Response: 300 mm type as shown in drawing CD501, detail A1, note compost filled silt sock.
Circumference will be per manufacturer, but will be sufficient to prevent surface runoff from overtopping
57. Inquiry: One SSHO is required at each project site. What is a project site for Government?, One building, one option, total proyect?
Response: The entire scope of work is considered one project site. However, the contractor is required to determine the duties of the SSHO in accordance with Specification 01 35 26 and ensure proper execution and oversight of the work to comply with the contract requirements.
