SCOPE:
Appendix A provides requirements and policies creating a careful, safe, procedure for deliberate actions installing new cranes or removing existing cranes without accidents.
INSTALLATION OR REMOVAL OF MAJOR COMPONENTS (GIRDERS, HOISTS, TRUCKS AND
TROLLEYS) ARE CRITICAL LIFT(S). Refer to NAVFAC P-307 for the minimum requirements necessary to conduct a critical lift. Off loading of equipment from transport vehicles (not installation) is not considered a critical lift unless the items being lifted require coordination between two vehicles used (ie two forklifts or two cranes).
1. RESTRICTIONS:
1.1. HANDLING EQUIPMENT
1.1.1. Non metallic or fiber rigging (slings, straps, ropes, grommets, tie down straps, etc) should not be used for attachment or contact with equipment. This restriction eliminates the possibility of cutting non metallic handling equipment or allowing friction to be used as a part of controlling a lift. This restriction applies even if “softners” are used.
1.2. Motorized equipment (other than crane(s))
1.2.1. Motorized or powered equipment other than cranes shall only be used in strict accordance with the equipment manufacturers’ instructions. Examples of manufacturers specific instruction are:
1.2.1.1. Proper location of center of gravity of lifted item shall be within the equipment designers’ specified envelope.
1.2.1.2. Equipment shall not be used on sloping or inclined floors/surfaces unless specifically allowed by the manufacturer. This allowance requires published material or specific written approval obtained from the manufacturer prior to use. Published material should be manufacturers’ stability and capacity curves or (NAVCRANECEN) pre-approved equivalent. Copies of these items should be onsite and available for review
1.2.1.3. Lifted items shall be attached/secured to the lifting equipment. Attachment shall be in accordance with manufacturer recommended/specified attachment points on the (lifting) equipment. The restriction for use of synthetic materials applies.
1.2.2. When using motorized equipment (not a crane) for installation, the clearances and locations of the motorized equipment shall be shown in detail on the installation and handling plan. Although not performing a “lift” like a crane, use of this equipment is considered a critical lift.
1.3. Equipment shall not be used in a manner that is not recommended or approved by the manufacturer or NAVCRANECEN.

2. PROCEDURES:
2.1. A detailed, sequential, written procedure is required for each item of equipment being lifted into or removed from its installed location. This procedure should have the following as a minimum:
2.1.1. Listing of each individual item being lifted or removed.
2.1.1.1. A drawing, cut sheet or catalog illustration of each item showing attachment points is necessary. A basic description with details (length, width, height, weight, center of gravity) is required.
2.1.1.2. Location of the item relative to other equipment in an assembly; for instance individual girders being lifted onto end trucks previously installed on a runway.
Each girder and each truck is an item of the assembly.
2.1.1.3. Location of the item relative to the floor plan and elevation views of the building or facility into which the work is being performed.
2.1.1.4. Location and layout of all items showing clearances, interferences and geometry proving that an evolution can physically fit during the installation or removal. Hook height restrictions and crane boom envelopes are of particular importance and concern.
2.1.1.5. Placement of assist equipment for installation or removal of equipment, should be shown if placement could potentially endanger personnel. Examples of this type of equipment are JLG man lifts, scaffolding, forklifts, platforms, hoists, stands or supports.
2.1.1.6. All details requested by the rigging plan illustration of “Rigging Sketch for Lifting Beam”.
2.2 Locations, elevations or conditions that need to have specific checks to ensure safety must clearly be listed or called out in the procedure.
2.2.1 When performing an initial lift of a girder, trolley, end truck or other equipment, a “differential” elevation shall be stated or provided such that observers will clearly know when to stop the lift if a engineered limit is exceeded.

SKETCHES
SKETCH 1: Base Ingress or Egress Route:
Transportation of large components may require specific roads or paths be identified for access to the facility. This form will provide the command/base/facility with information needed for preparatory actions allowing safe and timely delivery of equipment.
SKETCH 2: Placement of Beam Into Building:
This appendix provides details of the movement of equipment into or from buildings. This information should recognize all interferences that will impede placement of equipment prior to or in conjunction with landing equipment onto the deck level along with details about translation of equipment to clear obstacles.
SKETCH 3: Detailed Sequence of Lift The details for lifting of the equipment into position or from an existing position to the deck should be provided. Details such as mobile crane or tri lifter positioning and/or boom positions should be provided in this form. Any translation while suspended should be provided.
SKETCH 4: Detailed Check for Interferences Use of cranes or other types of lifting equipment for installation or removal of cranes and components requires specific checks making sure they can physically fit and perform the lift. This sketch provides several of the areas needing detailed checks and measurements to ensure mobile cranes or other equipment can work. The site check data should be placed into a sketch showing specific location of the crane (or other type of equipment) ensuring communication for all facility personnel accurate information. Usually the pre-installation conference uses this information to validate proper fit and function.
SKETCH 5: Rigging Sketch for Lifting Beam This sketch provides an example of the level of detail of rigging equipment, method of attachment to the equipment being lifted for installation, or removal, on site shall be identified for major components. Pertinent supplemental information for the lift of each item of equipment shall be provided and center of gravity location, torque of safety hoist rings or holddown fasteners and similar information.
