| Question # | Subject | Reference (i.e. RFP, SOW, Attachment, etc.) | Specific Question | Date Submitted | Government Response | |
| 1 | Attachment L-4, clarity needed | Atch_L_4_Training_Task_Selection.xlsx | The offeror is required to complete Attachment L-4 and provide as part of the offeror’s proposal. However, there are no indicated fields, rows, or columns identified to be completed. | |||
| Question: Where should required information (identify which tasks require overtraining, training, or no training) be added? | 6/14/23 | The Government has added Column Z for the Offeror to use for any algorithm/formula work and Column AA for the Offeror to identify the training disposition of Overtrain, Train, or No Training. | ||||
| 2 | Attachment L-4, clarity needed | Atch_L_4_Training_Task_Selection.xlsx | Question: Does the GOVT have a preferred approach to updating attachment L-4 with necessary info for consistency amongst all offeror’s? | 6/14/23 | The Government has added Column Z for the Offeror to use for any algorithm/formula work and Column AA for the Offeror to identify the training disposition of Overtrain, Train, or No Training. | |
| 3 | Labor categories | Atch__L_7__CLIN_Pricing_Sheet_01Jun23.xlsx | ||||
| Atch__L_9__SAMPLE_DOL_BLS_Pricing_Sheet_5_22_23.xlsx | Question: Though not explicitly stated, do the experience levels for junior, journeyman, and senior level labor categories (Instructional Analyst and Engineering Analyst) ascribe to the guidance provided in Navair Standard Labor Category (SLC) Guide Bureau of Labor Statistics (BLS) Standard Occupational Classifications (SOCs), Version 1.3 June 2021? | 6/14/23 | Please refer to footnote B on the Instructions Tab of Attachment L-7, as well as Instruction #3 in Column V also on the Instructions Tab. | |||
| 4 | Facility Clearance | DD254 Section 11, box c., j.,l., and m. |
RFP_Final_6_1_23.pdf; pg 77, 1.3, bullet 3 Section L, Part B, 1.1.2 Section M, Part B, 1.3
| Attachment_1_ATAEP_IDIQ_SOW.docx - 3.4.4 | Section L Part B, Paragraph 1.1.2 of the RFP states, “The Offeror shall submit documentation clearly illustrating the Offeror has a minimum of a Secret facility security clearance.” Then in Section M, Part B, Paragraph 1.3, the RFP states, “The Offeror’s Facility Clearance will be assessed to determine it is valid for performance and: Current/Not expired; Matches the CAGE code of the Prime or the Joint Venture partner performing the classified scope of work; AND Authorized to receive, store, and generate classified information or material at the minimum level of Secret”. PWS 3.4.4. states “anticipated projects for this ID/IQ contract are currently unclassified.” The Competition in Contracting Act requires that solicitations permit full and open competition; restrictive language and solicitation provisions are allowable only to the extent necessary to satisfy the agency’s needs and the government’s interests. Since the PWS provides that anticipated projects are unclassified, and the DD-254 provides for performance at either contractor facilities or Government sites, it is unclear how requiring the Prime offeror to hold a safeguarding FCL is necessary to meet the agency’s needs and the government’s interests. | ||
| Question: Would the Government consider changing the requirement to allow for non-safeguarding FCLs? | 6/14/23 | The Government has revised PWS 3.4.4 to state "anticipated projects for this ID/IQ include requirements up to the SECRET classification level." | |
| 5 | Facility Clearance | DD254 Section 11, box c., j.,l., and m. |
RFP_Final_6_1_23.pdf; pg 77, 1.3, bullet 3 Section L, Part B, 1.1.2 Section M, Part B, 1.3
| Attachment_1_ATAEP_IDIQ_SOW.docx - 3.4.5 | Question: Alternatively, where the Offeror can prove that its Facility Clearance is Current/Not Expired, Matches the CAGE code of the Prime or Joint Venture partner performing the classified scope of work, and the Offeror is authorized to work with Classified information at the minimum level of Secret, will the Government allow the Offeror to show a separate solution for safeguarding of classified material (i.e., principal subcontractor with safeguarding capability, pending safeguarding solution at the Prime level, etc.)? This would allow for more effective competition while still providing an efficient solution for all anticipated projects for this ID/IQ contract. | 6/14/23 | No, the Facility Clearance must include receive, store, and generation of classified materials at the SECRET level. A SECRET facility clearance is a requirement for this contract. This can be satisfied by the prime or through a joint venture partner. This requirement may NOT be satisfied by a principal subcontractor IAW 32 CFR 117. |
| 6 | TEP Requirement in Volume 3? | RFP, Section L, Part B (first sentence) |
RFP, Section L, Part B, 3.1(a) RFP, Section L, Part B, 4.1(b) Section L, Part B "Cost or pricing information shall only appear in the Price volume", Section L, Part B, 4.1(b), "(b) All price information shall be contained in Section B and the price proposal. Section L, Part B, 3.1(a) below the table reads:
"The table above shall include the dollar value proposed under the Contractor’s name. Adding up the dollar values identified in this table shall equal the total proposed price."
Volume 3 requires the Offeror Summary Table to include dollar value proposed under each Contractor's name as part of the work share distribution. The dollar value should equal the total proposed price when added together.
| Question: Does the Government want this information included in the Offeror Summary Table within Volume 3? | 6/14/23 | There shall not be any price or cost information outside of the Price volume of an offerors proposal, Attachment L-7, or the CLINs in Section B. The Offeror Summary Table in Section L, Part B, 3.1(a) shall be included in the price volume each offerors proposal. | ||||
| 7 | Volume 4.0 RFP CLIN Table from Section L | RFP, Section L, Part B, 4.1(f) | Question: Should Offeror's include the table from Part B, 4.1(f) within the Price Volume in addition to Section B CLINS, and CLINS in Attachment L-7? | 6/14/23 | Yes, the offeror's should include the CLIN pricing in Section B as well as the CLINs in attachment L-7. | |
| 8 | Supporting Documentation definition | RFP, Section L, Part B, 4.1(f) | RFP Section L Part B Paragraph 1.2.1.b (p 64) states, “A requirement not specifically identified in the SOW/PWS or otherwise supported through documents as discussed herein will not be considered to have demonstrated compliance….”. The definition of Supporting Documentation is only found in Section L Part B Paragraph 3.3.a associated with Volume 3. | |||
| Question: Can the Government please validate/clarify the definition provided in Section L Part B Paragraph 3.3.a applies to ‘documents as discussed herein’ stated in RFP Section L Part B Paragraph 1.2.1.b? | 6/14/23 | The Government is confirming that the definition of supporting documents in Section L Part B Paragraph 3.3.(a) applies to Section L Part B Paragraph 1.2.1.b. | ||||

Section L, Part B, 3.2(d) and Section M, Part B, 3.0(e)"An Offeror will not receive past performance credit for a proposed principal subcontractor unless the Offeror's proposal demonstrates how the resources of that principal subcontractor - its workforce, management, facilities, or other resources -w ill in fact be provided to perform at least 20% of the total contract price."
| Question: Will the Government consider allowing principle subcontractor performance as a subcontractor be one of the two corporate experience references since Volume 3 Past Performance will be demonstrating how the subcontractor's resources will be used to perform at least 20% of the total contract price? | 6/14/23 | No, the Government will not reconsider the Corporate Experience criteria to allow for consideration of a proposed principal subcontractor’s past performance which was gained as a 1st tier sub. | ||||

We believe the DOL wage information released via www.careerinfonet.org for each occupation profile is ‘unburdened’.
| Question : Are the numbers provided by the GOVT in attachment L-9 for the Orlando, FL area ‘burdened’ labor rates or ‘unburdened’ labor rates? | 6/14/23 | The DOL BLS labor rates provided in Attachment L-9 are burdened, including all Indirect rates (Overhead and G&A), but not profit. The rates in Attachment L-9 are for example only, each offeror should apply it's own indirect rates. | ||||
| 13 | RFP, Section L burdened labor rates | Section L, Part B, Paragraph 4.1.d of the RFP | Section L, Part B, Paragraph 4.1.d of the RFP states, “Burdened rates are defined as labor rates with all burdened factors (i.e. Overhead, G&A…), not including Profit.” Furthermore, same section in RFP states, “For reference, attachment L-9 provides a sample of the equivalent DOL burden rates for the location Orlando FL”. | Question: Does the GOVT intend for all offerors to calculate annual labor rate adjustments using the same escalation rate, equal to 3%? | 6/14/23 | No, each offeror is able to provide whatever annual escalation they feel is necessary. The Government used a 3% escalation factor in attachment L-9 just for a sample. See Attachment L-9, Column P, Instruction Step 3. | ||||

For these 2 SOCs, only national rates are provided.
| Question: What method did the GOVT use to derive local Orlando FL wage rates from national wage rates for these two SOCs? | 6/14/23 | The Government has updated Attachments L-7 and L-9 to add both www.careerinfonet.org and www.careeronestop.org/Toolkit/ACINet.aspx, both of which are the same as they appear on thev DOL's Bureau of Labor Statistics (BLS) website.
