Evaluation Criteria
Factor 1: TECHNICAL
| Subfactor 1: | Technical Approach |
| Subfactor 2: | Small Business Participation |
Elements within Subfactor 1 are not weighted and will not be rated.
Factor 2: PAST PERFORMANCE
Factor 3: PRICE
The Past Performance Factor is more important than the Technical Factor. When combined, all non-price factors are significantly more important than the Price Factor.
Evaluation Criteria - Technical
Subfactor 1 – Design Approach High-level course/module/lesson structure Timing of training delivery along Sailor career path Modernized technologies/media Courses, modules and lessons to be reused or repurposed Instructional design approach Lesson Design – IFIT IMI 2 and SDIT IMI 3 Non-proprietary development software Customer delivery system in which lesson is designed to run Intended design for user interactions, audiovisual media, menus/navigation paths, learning activities, practice exercises, assessments and feedback that meets the media characteristics for the level of IMI Student actions to be tracked
Randy
Evaluation Criteria - Technical
Subfactor 1 – Schedule Approach to accomplishing all program requirements IMS using a proposed WBS to Level IV or lower level, as necessary Data dictionary that defines custom fields and their content
Security On-site regulations related to Government installation and facility access Personnel security clearance requirements Approach to safeguard classified information and meet security requirements for each rating at time of basic contract award
Subfactor 2 – Small Business Participation – Proposed Goal is 25% of IDIQ contract value.
Strategies for utilizing SB Provide SB Subcontracting Plan
Randy
Evaluation Criteria – Past Performance
Establish a Performance Confidence Assessment Rating that will reflect the government’s confidence that the offeror will successfully perform the requirements in the solicitation, based upon the offeror’s recent and relevant past and present performance record.
Two aspects to Past Performance Assessment:
Relevancy Demonstrated Past Performance
Up to 5 references Up to three (3) of the five (5) most relevant government or commercial past performance contract references may be from principal subcontractors, with a maximum of two (2) references provided for a single principal subcontractor.
Principal Subcontractor = least 20% of the total contract price Recency is defined as performance occurring within five (5) years of the RFP release date
Relevancy Scope - Supporting SOW paragraphs Instructional Media Design Package (SOW 3.5.1) IMI Media Types (SOW 3.5.2) Performance Support and Structured On-the-Job Training Media Types (SOW 3.5.3) Complex Media Types (SOW 3.5.4) Train the Trainer (SOW 3.5.6) Course Pilot (SOW 3.5.7)
Magnitude: The prime or principal subcontractor shall compare the total relevant dollar amount of the past performance contract reference to the amount it is proposing to complete for the instant solicitation requirement (this amount shall match the amount identified in Section L Part B Volume 3 (Price) 3.1(a)(i) Offeror Summary Table.
Past Performance Relevancy Ratings Very Relevant Relevant Somewhat Relevant Not Relevant
Demonstrated Past Performance CPARS – Contractor Performance Assessment Reports CPAQs – Contractor Performance Assessment Questionnaires
Once the Gov’t has compiled assessments of the relevance and demonstrated Past Performance for each submitted contract reference, the Gov’t will assign a Performance Confidence Assessment Rating.
Performance Confidence Assessment Ratings:
Substantial Confidence Satisfactory Confidence Unknown Confidence (Neutral) Limited Confidence No Confidence
