Sheet1
| Question # | Subject | Reference (i.e. RFP, SOW, Attachment, etc.) | Specific Question | Government Response | |
| 1 | IMDP requirements | SOW, section 3.5 | |||
| Appendix D | Is there an expectation that the government will further amplify information in the SOW regarding the IMDP CDRL? |
| For example, in previous FYs there were individual SOW sub-sections/requirements for flow diagrams, courseware overview, integrated course schedule, course structure format, assessment (test) design strategy, performance tracking control features that are also removed. The sections provided addition directions, for example, the Flow Diagrams Development section clarified, "The Contractor shall use a Government-authorized Commercial Item flow-diagramming tool and clearly communicate the flow and sequence of instruction in enough detail on branching to depict overall flow." | No. SOW 3.5.1 and CDRL F001 state the requirement. | |||
| 2 | Complex Media | SOW, section 3.5.4 Complex Media | Please confirm that the SETR process in accordance with the Draft SOW will only apply for complex media? |
If yes, how does the government intend to handle the SETR process for complex media when for example complex media only accounts for three hours of over six hundred hours of media in the initial MA Delivery Order (DO)? The SETR process will only apply to complex media. Please note that the SOW is revised to use "ETIM" rather than "SETR" in an effort to avoid using an outside party for traditional SETR events (SRR, PDR, CDR, TRR). These are now SRR ETIM, PDR ETIM, CDR ETIM, and TRR ETIM.
The contractor should indicate in its IMS where complex media SETR events occur.
| 3 | Complex Media | SOW, section 3.5.4.2.2 PDR | Line (12) and following sections use the term "Lesson Design Strategy (LDS)" is this the same as the IMDP design strategy requirements of CDRL F001? | "Lesson Design Strategy (LDS)" is the same as the IMDP. The SOW will be revised to delete all references to "Lesson Design Strategy (LDS)" and to consistetntly use "IMDP" instead. |
| 4 | Complex Media | SOW, section 3.5.4.5.1 Logic Tables | When does the gov't plan to release the information for the A008 Logic Tables CDRL? |
Are logic tables replacing story boards for complex media?
Also, "Figure 3. Complex Media (e.g., PC Simulation, Augmented/Mixed/Virtual Reality and Immersive Virtual Environment) Content Conversion Process" shows Logic Table Development after CDR. Confirm whether Logic Tables are a requirement as Entry Criteria of CDR. The Govt will provide an example Logic Table at DO RFP. Contractor format is acceptable for Logic Tables, which do replace storyboards, but only for complex media.
Logic Tables are an entry criteria for CDR ETIM and SOW Figure 3 will be revised to show that.
| 5 | IMS | Draft N61340-20-R-0037, page 76 | Item "c) Schedule" requires a "sample IMS" while sub-item c) Schedule, 2." requires an "executable IMS". Request Govt clarify the IMS requirement. | The Government will clarify the IMS requirement. The final solicitation will request a real, executable IMS. The word "sample" will be removed from the first paragraph under "Schedule." | |
| 6 | GFI | SOW, section 1.7, page 19 | Does the Govt intend to provide "DO specific" GFI prior to or with RFP release? | The Govt will provide DO-specific FRD workbooks as GFI at RFP. The Govt will provide DO-specific MCDs as GFI as soon as they are available, which, for some ratings, will be after DO award. The Govt does not intend to provide existing courseware as GFI. | |
| 7 | LMS | Draft DO1, MA Rating, page 1 | Does the Govt intend to provide the ATLAS PRO LMS as GFI/GFS? | No. The Government will provide access to a test bed at NAWCTSD for TRANET-U VDI content for the Contractor to test training materials. NAWCTSD intends to also have a testbed for TRANET-C VDI content by summer 2020. | |
| 8 | MA DO Award | Draft DO1, MA Rating | Does the Govt intend to award this DO with base contract award or is it considered "optional" or a "sample task"? | The Government fully intends to award the Basic IDIQ contract along with a real, executable delivery order at the time of the award of the IDIQ. The rating for the delivery order that will be awarded may no longer be MA, but possibly paths for a different rating. See final solicitation for first delivery rating. | |
| 9 | Media Type Requirements for MA DO Award | Draft N61340-20-R-0037, Section L Part B 3.6 page 86 | |||
| Draft N61340-20-R-0037, Section L Part B 1.1 page 76 | Section L Part B 3.6, Delivery Order Pricing indicates the following: The offeror shall include the same unit prices identified in the CLIN Pricing form (Attachment L-6) for the IFIT – IMI 1, IFIT – IMI 2, IFIT – IMI 3, IFIT – Complex Media, SDIT – IMI 1, SDIT- IMI 2 and SDIT – IMI 3 in Ordering Period 1. |
| Recommend that 1.1(b) be updated to include requirements for all media types not already listed (IFIT IMI 2, SDIT IMI 3). The additional media types should be included in an offeror's response to demonstrate their design approach and ability to develop all media types required under the RRL FY21 program. | The Government believes that an offeror's approach to design for these media types will be a good indicator of an offeror's abiilty to successfully perform the other requirements of the contracted effort. | |||
| 10 | Page Limit | Draft N61340-20-R-0037, Section L Part B 1.1(c) page 76 | ||
| Draft N61340-20-R-0037, page 72 | Recommend Section L Part B Sub Factor Technical Approach 1.1(c) Schedule NOT be included in the Volume 1: Technical page count (40 pages). | Agreed. The page count does not include the proposed IMS, Section L.A.3.0 will be updated to reflect this. | ||
| 11 | Travel CLINs | DRFP Page 86, 3rd para. | Para says" Pricing for CLINs 1020 and 2020 are estimates based on the Government’s understanding of the travel necessary to perform the requirements of the impending contract." | |
| Clarification: Do you mean CLINs 1019 and 2019 here? | Yes, the travel CLINs, (1019 and 2019) will have Government estimates provided. | |||
| 12 | Top Secret Clearance | SOW page 14, Table 1, row 6; SOW page 32, Section 3.2; SOW page 33, Section 3.2.1 | SOW page 14 says the CTM rating will be classified at TS/SCI. SOW page 32 then says the DD-254 for this effort will be SECRET-NOFORN). SOW page 33 (section 3.2.1) then discusses the process for developing Top Secret content for the CTM rating. | |
| Clarification: If the contractor is expected to process TS content, the DD-254 will need to indicate a TS requirement, and the Prime will need to hold a TS clearance. Please clarify if the Prime needs to 1) hold a SECRET clearance at award, or 2) hold a SECRET clearance within 30 days of award, or 3) Hold a TS clearance at award, or 4) Hold a TS clearance within 30 days of award or 5) Other? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |||
| 13 | Developer's Test Seat | SOW page 19, Section 1.8 | SOW Section 1.8 states "The Government will provide a developer’s seat, within the test bed, for the Contractor to debug training materials tested. " | |
| Question: Where will the test bed be located? | The SOW is being revised to read, "The Government will provide access to a test bed at NAWCTSD for TRANET-U VDI content for the Contractor to test training materials." NAWCTSD intends to also have a testbed for TRANET-C VDI content by summer 2020. | |||
| 14 | CTM Analysis | SOW page 47-50, Section 3.5.2.1 and subsections | SOW Section 3.5.2.1 addresses analysis tasks that are to be performed for the CTM rating. This analysis is unique to the CTM rating and not accommodated within the generic CLIN structure. | |
| Question: Under what CLIN are we to price the unique analysis work done for this rating? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |||
| 15 | ICW Hours | Attachment L-5, last page (f.3) | The cell states "Proposed hours under this solicitation: (5,378 x …". These 5,378 seem to be a carryover from a prior RFP. | |
| Question: Is 5,378 the correct hours for this solicitation? If not, what number should be shown? | This is a carryover. The correct hours will be finalized and included with the final RFP. | |||
| 16 | Estimated contract value | Attachment L-5, Page 1, Item b | Item b states: The instant solicitation (i.e., this solicitation) is estimated at a total of $86 million, inclusive of Options." This seems to be a carryover from a prior solicitation. | |
| Question: Can the government please provide an estimated total for this instant Solicitation - N6134020R0037? | This is a carryover. The Government will provide the estimated total for this instant solicitation at final RFP. | |||
| 17 | CLIN QTYs | Attachment L-5, Page 3, F.2 Magnitude; row 1, 2nd column | The referenced cell states "1. Proposed total dollar amount of the prime or principal team member on the instant solicitation. This amount should match the amount identified in Section L.B.1.1.c." |
Clarification: Because there is no government estimate for the total value, and no CLIN Qtys for us to do our own pricing, we are unable to determine the most relevant past performance examples to use to address magnitude. This is the first critical step to make a bid or no-bid decision. Providing industry with the Government $ estimate or CLIN Qtys as soon as possible will allow all potential bidders to make a solid bid or no-bid decision.
| The Government will provide the hours of IMI and estimated total for this instant solicitation with the posting of this Draft RFP Q&A. | |||||
| 18 | Scope | DSOW 1.0 | Bullet 3 states: "Scheduling the converted and/or improved content closer in time to when the training will be put into practice in the work environment." | ||
| Will the government please clarify who schedules the delivery of content that will be put into practice in the work environment? | As the SOW states, this item is an "example of the broader S2025 goals." It is not a specific requirement within this SOW. The Govt will schedule timing of training delivery. | ||||
| 19 | Coordination with 3rd parties | DSOW 1.4.4 | Will government establish ACA's with 3rd party contractors, to support design and development of complex media solutions? | The Government is identifying potential contractors who could support in this manner, will have information identified at Final RFP. | |

| 21 | GFI | DSOW 1.7 | Please clarify by what medium the government will provide classified content GFI; both Secret and Top Secret. Will applicable GFI be provided to contractor via AIM Portal? If so, at what point will government sponsor contractor access to the AIM portal? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |
| 22 | Government-Furnished Software, Tools and Equipment | SOW 1.8 | Sow 1.8 States: "The Government will provide a developer’s seat, within the test bed, for the Contractor to debug training materials tested." | ||
| Please clarify if the number of developer seats will be flexible to accommodate the scope of deliverable. | There will be 2 TRANET-C seats and there are a total of 6 TRANET-U seats that are currently set-up, with the ability to setup 6 additional if needed. | ||||
| 23 | Government Documents | DSOW 2.1, Table 6 | Can/will the government provide to bidders, as part of final RFP docs, a copy of the RRL Analysis Standard Operating Procedure (SOP) for Sailor 2025 to ensure adequate information to bid the specific government established processes that will be required during execution on this FFP contract? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. As such, there is no longer a need to provide the RRL Analysis SOP | |
| 24 | Online Management System (OMS) | DSOW 3.1.3 | Does the government expect OMS to support classified materials and iterative content artifacts? If so, does the government expect that at the Secret level, Top Secret level, or both? | The OMS shall not support classified materials. | |

Media assets, content, and files that are not expressly created or written by the Contractor shall be accompanied with copyright permission requests and copyright granted documentation. The Contractor shall cultivate and maintain a copyright database (to be included in the Software Product Design CDRL A002) to record and track information and documentation pertaining to copyright content. Delivery shall be in accordance with CDRL A002." | ||
| Will the government please confirm that if copyrighted materials are provided by the Government, that the government will also provide the required copyright information? | If the Government provides copyrighted materials to the contractor, the materials will be appropriately marked as copyrighted. | ||||
| 28 | Classified Processing and Access to Classified Systems | DSOW 3.2.1 | Is the classified network referenced in 3.2.1 a standalone network (LAN) established and operated by the contractor or is this a network owned and operated by the government that the contractor will connect to and access (Host/Node WAN)? | SOW 3.2.1 refers to the contractor's LAN. | |
| 29 | Classified Processing and Access to Classified Systems | DSOW 3.2.1 | Given the TS/SCI requirements of CTM and government direction to execute analysis and content conversion at the Center for Information Warfare Training (CIWT), will the government provide bidding contractors with insights at RFP, of available authoring and/or conversion software, tools and equipment, that can be planned to support the immediate requirements for the CTM rating? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |

| 55 | Past Performance Magnitude/Complexity | RFP Section M, Part B, Past Performance Evaluation Relevancy Ratings | |||
| RFP Attachment L-5, Relevancy Information, b. Total Dollar Amount of Past Performance Contract | Can the USG clarify the evaluation criteria for the required magnitude/complexity to obtain the most relevant past performance rating? For example: 1,000 courseware hours/dollar amount for a single past performance reference, OR a minimum number of courseware hours/dollar amount for a single past performance reference. | Offerors should provide past performance references that most closely resemble the proposed dollar amount anticipated to be proposed by the Prime or Principal Subcontractor. Please see Section M for what will be considered for Magnitude and complexity. | |||
| 56 | Complexity | RFP Attachment L-5, f.3 Complexity of Effort | Will the USG provide an estimated number of courseware hours for each rating prior to release of the final RFP? | Yes, an Attachment (1) Appendix (A) will be provided prior to the release of the final RFP that will outline the amount of courseware hours and by IMI level based on the data known at that time. | |
| 57 | Pricing | SOW 3.5.2.1.1 and RFP Attachment L-6 CLIN Pricing Form | SOW 3.5.2.1.1 indicates CTM is the only Rating that will require Analysis. Will the final pricing form include a separate CLIN for CTM Analysis? | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |
| 58 | NAICS | RFP Section L, Part B, 3.0, 3.4 (a) ix., Page 85 | The referenced Draft RFP section indicates that Prime contractors must be registered as a Small Business under NAICS 541330 to be eligible for award. Will this requirement appear in the final RFP? | No. This was an error. This is not a SB Set-aside and thus the final RFP will be updated to remove this requirement. | |
| 59 | Contractor Eligibility | N/A | Proposing unit pricing by Interactive Multimedia Instruction (IMI) level, rather than by Rating, facilitates an even playing field among potential qualified contractors. Any conflict of interest related to previous analysis work would not be a concern. Will contractors that have conducted analysis on the FY21 Ratings be eligible to conduct CC for those same Ratings? | Contractors and subcontractors on contract to provide Analysis products in support of any FY 21 CC rating were advised in those contracts that delivering Analysis products in support of those ratings contracted for would preclude them from supporting future RRL Content Conversion efforts, as a prime or subcontractor, for those same ratings. At this time, a further review of this is being conducted and the outcome of that review could prompt a provision to be included directing all offerors affirm whether an Organizational Conflict of Interest (OCI) or potential OCI exists, and if one does that Offerors will be required to submit an adequate OCI mitigation plan in accordance with a solicitation provision, which will be subject to approval by the Contracting Officer. It is advised to communicate as early as possible with the Contracting Officer to identify whether an OCI or potential OCI exists and discuss whether said OCI or potential OCI can be mitigated based on the facts presented and potential OCI Mitigation plan to be provided. | |
| 60 | Past Performance Magnitude/Complexity | Section M, 2.0, Past Performance, Past Performance Rating: Relevancy and Magnitude paragraphs | Will the Government modify the past performance requirement to allow total dollars for all Task Orders from a multiple award IDIQ? The current requirement only allows a single task order from a multiple award IDIQ; however, a contractor’s total performance on a multiple award IDIQ would demonstrate the ability to handle the proposed work. | At this time, the Government does not anticipate changing the language as outlined in the solicitation. | |
| 61 | Pricing | RFP/SOW | In order to run a contract of this size and magnitude, there is typically a dedicated PMO staff that supports overall management, administration, and quality asurance of all DO's. Many contracts dedicate a seperate CLIN for costs associated with PMO support. Incorporating these costs across each CLIN not ony inflates the per unit cost of each item but presents a risk to the offeror since there are no guarenteed minimums to spread these costs across. Respectfully request the government create a seperate PMO CLIN. | The Government has considered this approach. However, the Government will not be incorporating a separate CLIN for overall support of each delivery order or the IDIQ. All costs associated with overall management, administration, and quality asurance of all DO's should be incorporated into the IMI unit price. | |
| 62 | Place of Performance | RFP/SOW | Is there a requirement for the Offeror to have an office within a specified proximity to NAWCTSD and/or any other Navy facilities? | No. | |
| 63 | pricing | pricing | Will the government consider an additional set of CLINS for Classified (TS/SCI) work based on the fact that compensation levels for personnel at this level of classification garner higher salaries. If not, will the government allow for the offeror to provide a % increase over the priced CLINS to accommodate pricing and staffing for the TS/SCI work. | CTM requirements will no longer be a part of the FY 21 CC effort. The RFP and corresponding attachments will be updated to reflect this update. | |
| 64 | Past Performance | RFP/SOW | Past Performance Magnitude - Does the value of each past performance have to meet the same dollar threshold of the total contract value, or can the combined past performance values total the total contract value to meet magnitude requirements. | There is no requirement for a past performance contract reference to meet the dollar threshold of the total contract value. See Section M as it relates to magnitude to determine what the Government will evaluate in regards to past performance contract references and the subject solicitation requirement. | |
| 65 | Contractor SMEs | IDIQ SOW | Para. 3.1.7 indicates that the Contractor "shall employ personnel who are recent SMEs in the domain areas specific to the applicable ratings..." Could the government define the timeframe they consider as "recent" SMEs in the domain area? | Within 5 years, to be consistant with past performance. | |
| 66 | Past Performance | RFP | At Section L, Part A, Section 1.0, (Page 71), the RFP defines “offeror” as the contractor with its CAGE code identified on the Standard Form (SF) 33 and that only the offeror and “principal subcontractor”, also defined in that paragraph, “will be used in past performance evaluations”. This paragraph, by itself, does not eliminate consideration of the past performance by the contractor so identified that may have occurred at its locations different than the location indicated by the CAGE code on the SF 33 for this RFP. However, at its Page 78, the RFP adds additional language that does require that such past performance by the same contractor, the same corporate entity, not be considered. | The Government does not believe removing the address portion of this language is warranted at this time but will further discuss other options to ensure appropriate consideration is given for past performance work. The intent of this language is to ensure the prime or principal subcontractor who is identified in the submission of the offeror's proposal is the same contractor, by reference to the same CAGE code, DUNs number, corporate name and address. This will ensure proper credit and consideration is given to the same contractor instead of a contractor claiming work that another corporate entity completed under a different CAGE code, DUNs number, corporate name or address has. |
a. Section L.B.2.1.k)3 asks to identify the contractor's role in the proposed in the FY 21 CC (identify either Prime if you are a prime, or Principal Subcontractor). Section L.B.2.1.k)14 asks to identify where the contractor performed the predominance of the work performed. For example, in a service support contract, the prime contractors address (as linked to its CAGE code and DUNs number) might be in Orlando, FL but the Government base where the support services are provided might be in Tampa, FL. Section L.B.2.2.d) requests the offeror identify the prime or principal subcontractor's location and division (to include CAGE and DUNS) that will be performing in the FY 21 CC effort and compare it to the past performance contract reference it has submitted for consideration in the proposal. Section L.B.2.2.d) further notes "Location and Division of the past performance contract reference shall be the same as the Location and Division performing this instant solicitation." Each section
b. The benefit is to ensure past performance credit is not provided to a contractor who did not perform the work as outlined by the CAGE Code, DUNs Number, Address and corporate name. By potentially considering a different CAGE Code, DUNS Number, address and corporate name, this deviates from how the Government acknowledges and evaluates past performance of contractors (e.x. CPARs are provided on prime contractors by CAGE Code and DUNS number). By deviating from this process, the Government assumes unnecessary protest risk that negatively impacts the end user and taxpayer.
c. The last paragraph of Section L.B.2.1(b), "Past performance contract references where supplies and services were sold or transferred between corporate divisions, subsidiaries, or affiliates of a contractor will not be considered unless the interorganizational transfer is identified in the form of a written agreement between the corporate divisions, subsidiaries, or affiliates -- such as a subcontract, purchase agreement, modification incorporating a novation agreement, job order, or similar type written agreement – with the prime or principal subcontractor's CAGE code, DUNS number, or corporate name and address on the cover page of the written agreement" identifies what the Government requires in response to this question. The Government is still considering updating Section L & M language to allow for consideration of supplies or services that were sold or transferred between corporate divisions, subsidiaries, or affilitiates of a contractor but to factor the appropriate weight and consideration in the evaluation of past performance. Any potential updates will be addressed in the final solicitation release.
At Section L, Part B, Section 2, Subsection 2.1.b) (Page 78), the RFP states that “The government will not evaluate the past performance of any company other than the prime and principal subcontractor.” This requirement is not objectionable. However, the next sentence imposes an address restriction that is not logical to ensure compliance with this requirement. The two sentences together appear as follows:
“The government will not evaluate the past performance of any company other than the prime and principal subcontractor. Thus, the CAGE code, DUNS number, or corporate name and address of a prime or principal subcontractor must match the CAGE code, DUNS number, or corporate name and address on the cover page of the prime’s or principal subcontractor’s past performance contract reference proposed for past performance evaluation.”
The paragraph following this passage indicates that this requirement is included so that the government can avoid “being subjected to a potential protest”.
Will you delete the “and address” restriction to the consideration of past performance by a contractor that is a single corporate entity? This will allow consideration of relevant experience by a large corporation that performs work in different locations and that may even, as an organizational strategy, concentrate capabilities at certain locations whose work is then provided to another part of the corporation to fulfill a customer contract requirement for that capability. Such strategic leveraging of corporate capabilities enhances the quality of the competition the government is seeking and in no way provides an unfair advantage over other competitors.
If the Government is unwilling to delete this restriction, please explain:
a. why the required information at the RFP’s Section L, Part B, Section 2, Subsection 2.1.k)3 and k)14 at Page 80 along with its Subsection 2.2d) at Page 82 is not sufficient to ensure the past performance offered is relevant to the performance proposed;
b. the benefit to the end user or the taxpayer for eliminating consideration of past performance occurring at corporate addresses other than the address indicated by the companies CAGE Code on those prior contracts so long as the offeror provides reasonable assurance that it is the entity legally responsible for the past performance referenced;
c. the rationale for prohibiting consideration of past performance of a corporate entity as relevant in an offer made by that same corporate entity but allowing consideration of past performance of a subcontractor as relevant even though that performance was at a different location than and with no corporate control common to the offeror submitting the proposal.
| 67 | Past Performance | RFP | At Section L, Part B, Section 2, Subsection 2.1.b) (Page 78), the RFP appears to allow for consideration of past performance by an offeror that had provided relevant performance to another part of its corporate family identified as “corporate divisions, subsidiaries, or affiliates”. But, the RFP then requires proof of agreements that occur between separate corporate entities but are nonsensical for a corporate entity to have with itself. Will you revise this requirement to accept a statement from a corporate officer that the past performance claimed was performed by the corporation as represented in its proposal so that that all of its relevant past performance may be considered? |
| The Government will consider this request and factor it into the final solicitation release. | |||

Rolland, Audrey L CIV USN NAVAIRWARCENTRASYSDI (USA): Rolland, Audrey L CIV USN NAVAIRWARCENTRASYSDI (USA):
| Boeing was not specific enough in their citation. I believe they are referrig to Section L, Past performance para 2.2, g) Supporting Documentation, but would need to confirm. | In the Draft Order, Past Performance Section 2.2, last paragraph; What is the true intent the USG is trying to achieve with this section? | This section addresses the need to identify, via a written agreement as identified in the paragraph, the responsibilities of the party receiving the work who is not a prime contractor to be able to objectively delineate what work was completed. Identification of a Cage code, DUNS number, or corporate name and address as a way to validate performance as would be the case on any contract that is being considered. | ||
| 69 | MCDs | DO 1 SOW | In the Draft Order, Military Characteristics Documents (MCD), MA Rating Complex Media Requirement, what information, requirements, and other directions are included in MCDs? Having information at the beginning of an effort makes developing the end product more efficient and accurate. In support of this, are the MCDs available at the time of DO award instead of five months later for all ratings except the CTM, which we understand will be developed by the awardee? | |
| Anticipate that an MCD will include: 1. REQUIREMENT (Operational Situation, Training Situation, Evolution of Requirement) |
2. TRAINING ANALYSIS (Assumptions, Methodology, Training Goals)
3. TRAINING DEVICE DESCRIPTION (Functional Characteristics to be Modeled: Training Scenarios, Performance Capabilities, Target Performance Characteristics, Physical Environment, Instructor/Operator Station (if applicable), Degree of Fidelity)
4. TRAINING DEVICE SUPPORT (Technical Manuals, Training Course, and Training Documentation Requirements)
5. TRAINING DEVICE TESTS AND EVALUATIONS (Acceptance Tests and Evaluations, Training Effectiveness Evaluations)
At this time the Govt anticipates MCDs will not be available at DO award for several DOs.
| 70 | MCDs | DO 1 SOW, table 2 | In the Draft Order, Military Characteristics Documents (MCD), Table 2 – MA Rating Complex Media, The table is labeled "Table 2 – MA Rating Complex Media"; however, the bulleted lists states the information is from the "FRD". Are the bullet points in Table 2 the information we can expect from the MCDs or are the bullet points from the FRD, in which case the MCD will provide "requirements beyond the data in the FRD"? | |
| Until MCDs are available, the only significant data the Govt can provide is from the FRD. That is what is provided on Table 2. The MCD will provide greater detail on complex media requirements. | ||||
| 71 | General | General | In the Draft Order, Military Characteristics Documents (MCD), Attachment (2) - Draft FY21 CC MA Rating DO - 10 Feb 2020; For staffing and planning purposes, understanding at a high level the additional rating requirements is important. Can the government provide Draft Delivery orders for the other ratings? | The Government anticipates providing a planned timeline when DOs and Ratings will be put on contract prior to final RFP submission. Taking that into account as well as the final Attachment (1) Appendix (A) should provide the information needed for staffing and planning purposes. Be advised, this information is for estimating purposes and subject to change |
| 72 | Sample FRD | Section J of RFP | In the RFP, Section J, page 59, the List of Attachments references "Atch (1), Appendix A FRD Supporting Data Workbook, MA", but the attachment was not provided. Is this document available for review during the draft RFP period? | Data will be provided prior to release of the final RFP. |
| 73 | Past Performance | Section L page 79 | In the RFP, Section J, page 79, Please confirm the process for CPAQs. Should the Principal Subcontractor or Prime Offeror send the CPAQ to their Prime Program Manager with instructions for that Program Manager to send the completed copy to Ms. Audrey Rolland and Mr. Ricardo Elias? | For Past Performance Contract References where your firm served as SUBCONTRACTOR: CPAQs should be provided to the PRIME contractor's Program Manager for the referenced contract. Once complete, the Prime Contractor PM will send the CPAQ directly to Ms. Rolland |
For Past Performance Contract References where your firm served as PRIME: CPAQS should be sent to the contract PCOs, ACOs and PM who was assigned as the Assessing Official in CPARS. Once complete, those individuals will provide the completed CPAQS directly to Ms. Audrey Rolland.
| 74 | Past Performance | Section L page 80 | In the RFP, Section J, page 80, Please clarify row 9. What is meant by production vs development as it relates to acquisition phases? Should this be the type of work as it relates to the ADDIE process? | Row 9 will be removed from the Final RFP. |
| 75 | Sample FRD | SOW Appendix A | Draft Statement of Work, Section 1.5 List of SOW Appendices, page 18. Can the government provide Appendix A for each rating to allow Offerors to understand the total scope, the split of the work by IMI level, the amount of work that is classified vs unclassified, etc. | The Attachment (1) Appendix (A) is being finalized with data that is available. Once that data is available it will be provided prior to final RFP if not by then. |
| 76 | General | Draft SOW | Draft Statement of Work, General Question; Variations within IMI levels and interpretation of what these levels are, could lead to inaccuracies in pricing. Companies that may have been involved in the initial evaluation of the IMI / PS would have better insight into the fidelity of training. Can samples of IMI 1-4 to be converted / updated be provided to ensure offerors would have a better understanding of the fidelity for the different levels of IMI? | SOW Appendix C (Terms and Definitions) and SOW Appendix I (Content Conversion Media Type Characteristics) provide the baseline for what constitutes each "Level" for RRL Content Conversion. These align with the media and fidelity characteristics in the GFI FRD workbooks. |
| 77 | General | Draft SOW | Draft Statement of Work, General Question; having to adjust to different schoolhouse development processes may require the offeror to use varying tools and approaches. Will standardization of developmental requirements and tools be allowed to reduce risk to successful delivery and increase potential synergies that may be gained in content conversion and standardization? | The Govt intends common stylistic conventions and standards rather than separate requirements for each schoolhouse. The GFI Style Guide will provide further guidance and will be provided upon contract award. |
| 78 | General | Draft SOW | Draft Statement of Work, General Question; will offerors have the ability to capture lessons learned from ongoing RRL efforts to ensure future content delivery standardization? | The intent of this question is not clear. Please provide a more direct question at final RFP. |
