PART II - SITE OPERATIONS AND MATERIAL SUPPORT PACKAGE (MSP) INFORMATION

1. TRAINING SYSTEMS & EQUIPMENT (TS/E) NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS.

1.1 Government Scheduled Use (GSU).

Government Scheduled Use (GSU) can be found in each attachment for each trainer under paragraph 3, Normal Operating Hours and Scheduling Requirements.

2. MATERIAL SUPPORT PACKAGE (MSP).

2.1 Specific Inventories.

Inventory listings of these items are available at each training system and equipment location. Specific Inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given training system and equipment, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government. (See PWS, Part 4, Paragraph 4.50, Material Support Package.)

2.3 Government Furnished Facilities (GFF).

2.3.1 GFF Coverage.

GFF consist of maintenance, storage, office, and trainer spaces.

2.3.2 GFF Square Feet and Contractor Custody.

3. CONSUMABLES.

3.1 Contactor Responsibility.

The Contractor shall purchase and account for the consumables necessary for firefighting and damage control training. Note: Excludes consumables required for scheduled maintenance. Consumables include the following:

Contractor will be reimbursed for these items.

3.2 Fire Fighting Preventive Maintenance Gases.

Contractor must procure at its expense all items, materials, gases, etc. required to perform all preventive maintenance actions necessary for calibration and alignment (e.g., span and zero gas used for calibration of the propane detection system). These items include, but are not limited to, certain test gases that are expensive. Exception: if the government requires the use of the contractor procured test gases when performing a re-host or other modification to the trainers, then the contractor may request reimbursement through the consumables contract line item.

1. DESCRIPTION.

1.1 General.

The training system and equipment MMR is a basic Shipboard Fire Fighter Trainer which simulates Class B, and C shipboard fire emergencies in a realistic environment, using live, computer-controlled, propane-fueled fires. These simulated fire emergencies are staged, under program control in structures called fireplaces that are built to resemble equipment or locations aboard ship where actual fires can occur. Fireplaces simulating shipboard components are as follows: (1) Class B Fireplaces (Oil Based): Oil Spray/Bilge, and (2) Class C Fireplaces (Electrical): electrical panel; (3) Trainer smoke for the fires is simulated, non-polluting, non-toxic smoke and is provided under operator or scenario control for realistic training in a visibility impaired environment.

1.2 Trainee Station.

The trainee stations are located within the training compartments and consist of locations where fires are generated in mockups which duplicate actual shipboard fires. The configuration allows the trainee to track a fire and extinguish it while having to maneuver around obstacles surrounding the area. Staging areas sized to hold at least 15 people as well as storage for on-site firefighting and protection equipment are located outside of and adjacent to the training compartment.

1.3 Operator Interface Panel (OIP).

The operator interface panel (OIP) and hand held pendant is used to control the firefighting equipment.

1.4 Computer System.

The live fire training systems are automatically controlled utilizing programmable logic controllers (PLC), a scenario control panel, and handheld control unit. The PLC has its control components distributed among all fire control equipment as necessary to provide individual control of each fire as well as a safety interface to monitor the entire trainer for safety conditions and shut down trainer operation if required. This includes monitoring the trainer’s gas detection and emergency stop systems, and monitoring and controlling the trainer’s gas supply and ventilation system. The scenario control panel permits the operator to set up, initiate and monitor training exercises, and to monitor trainer safety conditions and systems. Handheld control unit connectors are located at each burn building.

Note: Local climate temperatures fluctuate during the summer. If temperatures exceed 90ºF (degrees Fahrenheit) on the Wet-Bulb temperature index, the Government will have to discontinue training. 6 . LINES OF DEMARCATION

In building 1426(MMR), Propane lines and electronic equipment in direct support of the fire trainer which includes, but not limited to Fireplace Hardware Module (FHM1), Vent Fan Controller(VFC1), Smoke generator(SG1), Remote Burner Control(RBC1/RBC2), Fuel Regulation and Control Station(FRC1), Block and vent, solenoid valves, pilot boxes, water pit, and hose reels are the maintenance responsibility of the contractor.

Failure of any fireplace subsystem shall the render the affected fireplace not operable. These include pilot and main flame assemblies, agent detection assemblies. Refer to the table above for further details.

Failure of any system or subsystem to be in the propane piping and propane assemblies shall render the entire trainer not operable. Refer to the table above for further details.

Failure of any safety system in shall render the entire trainer not operable. Refer to the table above for further details.

Failure of the Processing Water Systems will make the trainer inoperable.

ATTACHMENT 1

ADVANCED FFT - MAIN MACHINERY BUILDING

1.1 General.

Training system and equipment Flight Deck Trainer was designed to simulate aircraft fires onboard ship. It consists of an open training deck measuring 80 feet x 60 feet. The training deck is constructed of concrete. The burn area is 23 x 58 feet. The deck burn areas are water decks. A Generic mockup representing a helicopter is placed in the center of the deck area. The training deck is designed as a standard training floor. Two (2) flush deck nozzles are installed in the water deck below the grating. The minimum operating temperature of the water deck is 32 degrees (dry bulb) Fahrenheit. The water required to operate the fireplace is capable of being drained or refilled in less than one (1) hour. The fireplace is completely surrounded by gratings to allow the drainage of excess water.

1.2 Trainee Station and Mockups.

1.2.1 Trainee Station.

The Generic mockup is a continuous structure six (6) feet, three (3) inches high and fourteen (14) feet long to represent a helicopter. The mockup has two (2) access points configured to allow for the rescue of mannequins from the pilot and copilot areas of the helicopter configuration.

1.2.2 Weapon mockups. One (1) bomb mockup located on the flight deck. Mannequins-for-rescue: One (1) mannequin-for-rescue (GFE) is designed, fabricated, and furnished with the trainer. It is positioned in the Generic mockup as a member would be in an operational aircraft. During firefighting training exercises, the mannequin-for-rescue are lifted from the mockup by trainee fire fighters in the same way that crew personnel would be rescued during an operational disaster.

1.1 General.

The Damage Control Wet Trainer (DCWT) is utilized to train and evaluate damage control team performance in the identification, reporting, and repair of flooding casualties resulting from piping ruptures and ship collision. In addition, the training system has the capability to familiarize students with the physical characteristics of ship’s compartmentation, and procedures for controlling flooding / progressive flooding. The environmental simulation includes typical sounds as well as sounds of pump operation through the startup, running, and shutdown phases. Ship damage will result in flooding the simulated compartment. Shipboard type communication and alarm systems, and battle lanterns are used by the trainees to effectively react to the damage situation. A classroom is provided where trainees are given preliminary instructions in damage control and is later used to review and critique the trainees' damage control performance. Primary consideration has been given to the safety of personnel. An emergency drain system is provided to rapidly empty any flooded compartment in the event of an emergency. All potentially hazardous electric circuits are kept above the maximum level of the flooded compartment.

1.2 Trainee Station.

The trainee station is a getwet compartment in a water-tight steel structure configured to represent a shipboard environment. Ladders, and equipment mockups, battle lanterns, communications equipment, loud speakers and other equipment complete the illusion of an operating ship. The trainer contains hull valve controls, submersible pump connections, communications equipment, loud speakers, and damage control equipment lockers.

1.3 Instructor Operator Station.

The Instructor station is located on the East side first deck of the trainer. The instructors are able to monitor activities in the get wet compartments through the individual space port holes.

1.5.1 Water Chemistry.

The DCWT includes all necessary water flow, lighting and ventilation to the training compartments. Additionally, it includes automatic filtration and chemical treatment to maintain the water chemistry within NAVMED P-5010-4 (Rev. 6-2002) standards.

The contractor shall maintain preventative and corrective maintenance to the water treatment system which includes, but not limited to: the chlorinator, pump, piping, and valves. Chlorinator maintenance includes monthly inspection and chemical replenishment as needed:

Water Chemistry. Contractor shall maintain water chemistry, to include: mixing chemicals and adding chemicals to maintain required chemical balance and chlorine levels, in accordance with Manual of Naval Preventative Medicine, Chapter 4 Swimming Pools and Bath Places 4 (NAVMED P-5010-4). Contractor shall perform System Readiness Test (SRT) with water chemical testing results reported daily before and after each training evolution to the COR office. When water chemistry is out of established acceptable range of ph of 7.2- 8.0, Free available chlorine (FC) of 0.5-3.0 ppm, Total available chlorine (TC) .5-3.0 ppm, and Combined chlorine at 0 ppm, the trainer is considered out of commission (OOC). The Contractor shall procure chemicals and other items needed to test the water used for training. The Contractor shall submit a summary of the daily results in the monthly report in the format provided. If a deviation occurs on any day of the month, immediate notification of the COR is required.

Note: Local climate temperatures fluctuate during the summer. If temperatures exceed 90ºF (degrees Fahrenheit) on the Wet-Bulb temperature index, the Government will have to discontinue training. If temperatures continually exceed this Wet-Bulb temperature limit, the Government will adjust working hours to accommodate fleet training requirements.

6. LINES OF DEMARCATION

In building 1428 (DCWT), water fill, suction and electronic equipment in direct support of the wet trainer, which includes, but is not limited to, supply pump, return pump. Filtration system, piping system and actuator valves are the maintenance responsibility of the Contractor.

2.0 LINES OF DEMARCATION

2.1 General.

This section identifies the major dividing points between Contractor and Government responsibilities relating to utility services. Generally, Contractor’s responsibilities for maintenance shall begin at the earliest leg off a main for the purpose of use to the trainer or to areas designated for the contractor use of maintenance. Differences in maintenance responsibility as referenced in equipment categories and/or lines of demarcation may be encountered. In such cases where differences occur, the site COR with support of the Surface FF/DC COMS Government IPT, shall render appropriate maintenance responsibility guidance as required.

2.2 Air Compression System. : The Contractor is responsible for the operational (DORT) and preventive maintenance to the Air Compression System.

2.3 Facility Water. Not applicable.

2.4 Trainer and Facility Electrical.

The Contractor is responsible for trainer specific electrical systems. The Contractor is responsible for all equipment and components being supplied as part of the trainer starting at the load side of the breaker.

2.5 Heating, Air Conditioning, and Ventilation System. The Contractor is responsible for operational (DORT) and preventive maintenance of the trainer Ventilation System.

2.6 Process Water Waste. The Contractor is responsible for operational and preventive maintenance of the Process Water Waste System. A wastewater log shall be maintained to indicate pumping times and operator notification at the treatment plant prior to pumping. Industrial Waste Water Discharge Certificate shall be current at all times.

2.7 Process Water Supply System. The Contractor is responsible for operational and preventive maintenance of the Process Water Supply System. Demarcation for FFT fire hose stations shall commence at the fire hose connection point.

2.8 Propane System. The Contractor is responsible for the refilling of the propane tank and operational (DORT) maintenance of the propane system. The FFT COMS contractor shall inform the COR and TA of any maintenance and cathodic protection concerns.

The items identified in the below subparagraphs will be Government furnished and maintained by the Contractor. Replacement of these items will be provided by the Government.

NOTES:

(1) Contractor must have a program in place in order to properly monitor maintenance requirements. This program must be detailed, accurate and holding contractors accountable for all maintenance requirements. This program will be able to track all SCBA’s, SCBA bottles, and all training support gear within the FFTs and DCWT compound. Including, Fire Protective Gear (FPG), gloves, helmets, P-100’s, Portable Exothermic Cutting Unit (PECU), firefighting helmets, etc.
