PART II - SITE OPERATIONS AND MATERIAL SUPPORT PACKAGE (MSP) INFORMATION
1. TRAINING SYSTEMS & EQUIPMENT (TS/E) NORMAL OPERATING HOURS AND SCHEDULING REQUIREMENTS.
1.1 Government Scheduled Use (GSU).
Government Scheduled Use (GSU) can be found in each attachment for each trainer under paragraph 3, Normal Operating Hours and Scheduling Requirements.
2. MATERIAL SUPPORT PACKAGE (MSP).
2.1 Specific Inventories.
Inventory listings of these items are available at each training system and equipment location. Specific Inventories of all GFP, physically verified by the Government and Contractor, shall be formally turned over to the Contractor on or about the CSD for a given training system and equipment, for which the Contractor shall sign for and accept their custody. These inventories shall reflect both the existence and condition of these assets, and shall become the baseline inventory and the standard against which the Contractor is measured when the GFP is returned to the Government. (See PWS, Part 4, Paragraph 4.50, Material Support Package.)
2.2 Government Furnished Facilities (GFF).
2.2.1 GFF Coverage.
GFF consist of maintenance, storage, office, and trainer spaces.

Contractor will be reimbursed for these items.
3.2 Fire Fighting Preventive Maintenance Gases.
Contractor must procure at its expense all items, materials, gases, etc. required to perform all preventive maintenance actions necessary for calibration and alignment (e.g., span and zero gas used for calibration of the propane detection system). These items include, but are not limited to, certain test gases that are expensive. Exception: if the government requires the use of the contractor procured test gases when performing a re-host or other modification to the trainers, then the contractor may request reimbursement through the consumables contract line item.
4. CALIBRATION.
4.1 TSC Cal Lab.
The TSC Cal Lab shall be used to conduct any necessary calibration for all FF / DC gages. The Contractor shall coordinate the calibration of the gages with TSC Cal Lab as required.

1. DESCRIPTION.
1.1 General.
The training system simulates Class A, B, and C shipboard fire emergencies in a realistic environment, using live, computer-controlled propane-fueled fires. These simulated fire emergencies are staged, under program control in structures called fireplace compartments that are built to resemble equipment or locations aboard ship where actual fires can occur. Fireplaces simulating shipboard components are as follows: (1) Class A Fireplaces (Combustibles): Storage Compartment, Mattress, Storage Locker, Trash Can, Ventilation Duct, and Clothes Dryer; (2) Class B Fireplaces (Oil Based): Oil Spray/Bilge, Prop Shaft, and Deep Fat Fryer; (3) Class C Fireplaces (Electrical): Motor Generator, Radar Console, Electrical Panel, and Wire Bundle. In addition, trainer smoke for the fireplaces is simulated, non-polluting, non-toxic and is provided under operator or scenario control for realistic training in a visibility-impaired environment. The fires can be controlled from a smoldering state to full involvement, and are controlled to respond realistically to the trainee’s application of extinguishing agents. Each fireplace consists of a mock-up of the item that is involved in the fire, one or more burner head assemblies, and agent collector/detector sensors. A propane burner control assembly in an adjoining room provides a controlled source of propane to each burner head assembly. A standard agent collector/detector sensor assembly is used for all fireplaces, augmented by additional sensors, as required for special purposes.
1.2 Trainee Station.
There are thirteen (13) trainee stations located within the eight (8) training compartments where fires are generated in mockups which duplicate actual shipboard fires. The configuration allows the trainee to attack a fire and extinguish it while having to maneuver around obstacles surrounding the area.
1.3 Instructor Operator Station.
Each Instructor Operator Station (IOS) is equipped with one (1) monitor, trackball/keyboard, and mouse for controlling their associated compartment fires and monitoring of the environment to prevent unsafe conditions. In addition, indicators showing the results of trainee operation of simulated equipment are located on these monitors. Controls are provided for introduction and cessation of fire, smoke, and ventilation fans. All fuel flow ignition controls can be secured in an emergency at the IOS or at remote locations within the trainer. Temperature and propane alert levels for each training compartment are monitored at the IOS. An audio system allows for communications between the IOS operator and personnel located within the trainer. There are two (2) IOSs located in the control room.
1.4 Computer System.
The original Personal Computer (PC) based design of the trainer control system has been replaced by a PACSystems RX3i manufactured by GE Intelligent Platforms (GE-IP) for a PLC System based design. This PLC System design has been integrated into the existing peripheral systems and provide complete control of all inputs and outputs of the trainer through an integrated IOS. The software used to read inputs from the fireplaces and CCPs, compute fireplace states, and drive outputs to control the training scenarios run on a single PLC System that has Input/Output (I/O) nodes in each compartment or group of compartments. The fireplace control, trainer control, and trainer safety code from the baseline Ada software was converted to Function Block Diagrams (FBD) to run on the PLC System.

BASIC FIRE FIGHTING TRAINER

The training system simulates aircraft fires onboard ship in a realistic environment, using live, computer-controlled propane-fueled fires. These simulated fire emergencies are staged, under program control in the structure called training deck. In addition, trainer smoke for the fireplaces is simulated, non-polluting, non-toxic and is provided under operator or scenario control for realistic training in a visibility impaired environment. The fires can be controlled from a smoldering state to full involvement, and are controlled to respond realistically to the trainee’s application of extinguishing agents.
1.2 Trainee Station and Mockups.
1.2.1 Trainee Station.
There is one (1) trainee station referred to as the training deck and is constructed of concrete. The configuration allows a group of trainees to attack a fire and extinguish it while having to maneuver around obstacles surrounding the area. The burn area is 52 x 36 feet centered, leaving two (2) 30 feet wide and two (2) 15 feet wide areas for staging. The deck burn areas are water decks. A Generic mockup representing both a fixed wing aircraft and a helicopter is placed in the center of the deck area. Eight (8) deluge nozzles are installed in the water deck, flush with the grating to simulation onboard ship equipment. The minimum operating temperature of the water deck is 32 º F (degrees Fahrenheit) dry bulb. The water required to operate the fireplace is capable of being drained or refilled in less than one (1) hour. The fireplace is completely surrounded by grating to allow the drainage of excess AFFF or water.
1.2.2 Mockups.
Generic mockup: the Generic mockup is a continuous structure six (6) feet high. The mock-up includes the fuselage from the nose to a point 11 feet aft to represent a helicopter; an additional seven (7) feet is attached to this forward section to facilitate fixed wing training. There are two (2) six (6) foot wings that are installed with the front edge 11 feet back from the front of the mockup. The mockup has doors configured to allow for the rescue of mannequins from the pilot and copilot areas of the helicopter configuration. Weapon Mockups: two (2) Sidewinder Air Intercept Missiles (AIM) 9 D/G missiles are attached to the wing sections. Weapon mockups: One (1) MK 82-83 series bomb and one Phoenix AIM 54 missile mockup can be attached to the wing tips of the Generic mockup. The Phoenix AIM 54 missile and the MK 82-83 series bomb will be on the deck. Manikin mockups: two (2) manikin-for-rescue were designed, fabricated, and furnished with the trainer. They are positioned in the Generic mockup as crew members would be in operational aircraft. During training exercises, the manikin-for-rescue are lifted from the mockup by trainee fire fighters in the same way that crew personnel would be rescued during an operational disaster.
1.3 Instructor Operator Station.
The Instructor Operator Station (IOS) controls the deck fires and monitoring of the environment to prevent unsafe conditions. In addition, indicators showing the results of trainee operation of simulated equipment are located on these monitors. Controls are provided for introduction and cessation of fire and smoke. All fuel flow ignition controls can be secured in an emergency at the IOS or at remote locations within the trainer. Propane levels alert below the training deck are monitored at the IOS. An audio system allows for communications between the IOS operator and personnel located within the trainer. There is one (1) IOS located in the control room.
1.4 Computer System.
The original Personal Computer (PC) based design of the trainer control system has been replaced by a PACSystems RX3i manufactured by GE Intelligent Platforms (GE-IP) for a PLC System based design. This PLC System design has been integrated into the existing peripheral systems and provide complete control of all inputs and outputs of the trainer through an integrated IOS. The software used to read inputs from the fireplaces and CCPs, compute fireplace states, and drive outputs to control the training scenarios run on a single PLC System that has Input/Output (I/O) nodes in each compartment or group of compartments. The fireplace control, trainer control, and trainer safety code from the baseline Ada software was converted to Function Block Diagrams (FBD) to run on the PLC System.

AIRCRAFT FIRE FIGHTING TRAINER

The Damage Control Wet Trainer (DCWT) is a trainer which simulates shipboard Damage Control emergencies in a realistic environment that mimics the compartments of a ship. Multiple training tasks can be accomplished including shoring, pipe patching, bulkhead plugging and patching, space evacuation, dewatering, decontamination, gas free engineering techniques and Repair Locker Leader instruction in a controlled environment. These simulated emergencies are staged, under instructor control in nine compartments that make up the Damage Control Wet Trainer. Four (4) compartments are considered “wet” spaces and are utilized during wet trainer operations. The remaining spaces are “dry” spaces and are utilized as either support spaces during wet training evolutions or for decontamination, gas free engineering techniques and Repair Locker Leader instruction.
1.2 Trainee Station.
The trainee stations are located within the training compartments and consist of locations where controlled flooding and leaks are generated in the mockups to duplicate actual shipboard emergencies. The configuration allows the trainees to track and repair an emergency while having to maneuver around obstacles surrounding the area. Staging areas sized to hold a minimum of 10 people as well as storage for on-site damage control and protection equipment is located outside of and adjacent to the training compartment. The maximum class size is 60 students, 20 personnel per area in the training compartment.
1.3 Instructor Operator Station.
The instructor (or operator) stations contain the valves, gauges, lighting controls, emergency stops and viewing ports for all equipment included in the trainer. In addition, indicators showing the results of trainee operation of simulated equipment are located on these panels. All water flow may be secured in an emergency manually from locally operated valves.

1.5 Other.
1.5.1 Water Chemistry.
The DCWT includes all necessary water flow, lighting and ventilation to the training compartments. Additionally, it includes automatic filtration and chemical treatment to maintain the water chemistry within NAVMED P-5010-4 (Rev. 6-2002) standards.
The contractor shall perform preventative and corrective maintenance to the water treatment system which includes, but not limited to: the chlorinator, sensors, pump, piping, and valves. Chlorinator maintenance includes monthly inspection, electrode cleaning, testing and calibration, in addition to semi-annual peristaltic pump tube replacement and chemical replenishment as needed:
Water Chemistry. Contractor shall maintain water chemistry, to include: mixing chemicals and adding chemicals to maintain required chemical balance and chlorine levels, in accordance with Manual of Naval Preventative Medicine, Chapter 4 Swimming Pools and Bath Places 4 (NAVMED P-5010-4). Contractor shall perform System Readiness Test (SRT) with water chemical testing results reported daily before and after each training evolution to the COR office. When water chemistry is out of established acceptable range of ph of 7.2- 8.0, Free available chlorine (FC) of 1.5-5.5 ppm, Total available chlorine (TC) 1.5-5.5 ppm, and Combined chlorine at 0 ppm, the trainer is considered out of commission (OOC). The Contractor shall procure chemicals and other items needed to test the water used for training. The Contractor shall submit a summary of the daily results in the monthly report in the format provided. If a deviation occurs on any day of the month, immediate notification of the COR is required.

6. LINES OF DEMARCATION
6.1 General. This section identifies the major dividing points between Contractor and Government responsibilities relating to utility services. The COR can provide the Contractor with further clarification on these interfaces. Generally, Contractor’s responsibilities for maintenance shall begin at the earliest leg off a main for the purpose of use to the trainers.
6.2 Process Water. Contractor is responsible for maintaining the process water system. Commencing at the upstream side Altitude Fill Control Valve #6 located upstream and attached to 10,000 gallon water storage tank, including the 10,000 gallon water storage tank, process water pump and above ground process water distribution piping.
6.3 Process Water Return. Contractor is responsible for operating and maintaining the entire process water drainage system, including all drains and above ground piping to collect the wastewater from all the FFTSs, a pump lift station, two wastewater equalization tanks and two tank waste discharge pumps.
6.4 Ventilation System. The Contractor is responsible for maintaining a minimum exhaust system.

1. FACILITIES.
This section identifies the major facility systems and equipment the Contractor will be responsible for organizational level and corrective maintenance.
1.1 Heating, Ventilation, Air Conditioning (HVAC) System.

· Ventilation and air conditioning for the trainer buildings are stand-alone systems for which the Contractor is responsible.
· System includes: piping, wiring, ducting, thermal insulation, louvers, ducts, registers, mounting and holding hardware, controls, indicators, interlocks, alarms, fans, blowers, motors, valves, dampers, fittings, adapters, and filters.
· Heat for the Fire Fighter support facility is provided via the facility-wide propane system that will be maintained by the Contractor; responsibility shall commence at the interface points delineated in paragraph 2.0.

1.6 Carbon Dioxide CO2 Transfer and Re-Charge System.

1.8 Natural Gas.

1.9 Eyewash/Showers.
The Contractor is responsible for maintaining all Eyewash/Showers.
2.0 LINES OF DEMARCATION
2.1 General.
This section identifies the major dividing points between Contractor and Government responsibilities relating to utility services. The COR can provide the Contractor with further clarification on these interfaces. Generally, Contractor’s responsibilities for maintenance shall begin at the earliest leg off a main for the purpose of use to the trainer, and includes all Facilities and systems within the fence line, both above and below ground, of the Fire Fighting and Damage Control Training Facility compound. It also includes demarcation points external to the fence line as indicated. These interfaces apply to the entire compound, and include each of the training system and equipment.
2.2 Control Air System.
Not applicable.
2.3 Domestic Water.
Contractor is responsible for maintaining the domestic water system, which parallels the process water system, and provides cold water to the Utility Building, each of the training system and equipment, and the 1.5 inch water line at the waste water equalization tanks Additionally, the piping downstream of the ball valve (including the valve) on the supply side of the DMW1 two (2) inch water meter at the toilet and laundry building is part of the system.
2.4 Electrical.
Contractor is responsible for maintaining all electrical and ground systems within the Fire Fighting Training System (FFTS) compound. Power, in the form of 12KV service, is provided to a substation where it is transformed to 480V/277V service and distributed throughout the compound. Contractor’s responsibilities commence at the disconnect switch for the distribution panels, and include all electrical services provided through the panel, transformers and low voltage services. This includes the exterior lighting system serving the compound.
2.5 Heating, Air Conditioning, Ventilation System.
The Contractor is responsible for maintaining the HVAC systems, including the controls for those systems of the 19F1B, 19F3B, 19F4A, and DCWT; exhaust fans servicing the FFTS compound buildings; and one (1) heating and ventilating package serving the toilet and laundry building.
2.6 Natural Gas.

2.7 Pressure Sewer.

2.8 Process Sewer.
