Draft Evaluation Criteria RFP Section M – 1.0 Technical Approach
Mobilization The government will evaluate the likelihood that the offeror’s proposed mobilization approach will result in uninterrupted services. As part of the government’s evaluation, the government will assess the viability of the offeror’s plan to implement hiring, acquire security clearances and physical access requirements so that services are not interrupted.
Draft Evaluation Criteria RFP Section M – 1.0 Technical Approach
Recruitment and Retention The government will evaluate the offeror’s proposed technical approach to assure that it reflects a sound management approach and understanding of the contract requirements to obtain the quality of professional services needed for adequate contract performance, to include an assessment of the offeror’s ability to provide uninterrupted high-quality work. The government will evaluate how well the offeror’s proposed approach is likely to result in recruiting and retaining qualified personnel. In addition, the government will assess the likelihood that the offeror will be able to replace qualified personnel with other qualified personnel in the event of turnover.
Draft Evaluation Criteria RFP Section M – 2.0 Past Performance Past Performance CAGE code of Prime or JV Three Records Recency (within 5 Years of proposal due date) Relevancy – Scope, Magnitude, and Complexity A Predictor of Future Performance for the Solicitation More relevant past performance will typically be a stronger predictor of future success and have more influence on the Past Performance Confidence Assessment than past performance of lesser relevance. Additionally, recent performance will be considered more relevant than older performance.
Addressing Past Performance Problems The degree to which the offeror can demonstrate that it has successfully applied systemic improvement to resolve past performance problems will be evaluated.
Draft Evaluation Criteria Relevancy Ratings Relevancy of each contract submitted will receive one of the ratings below:
Draft Evaluation Criteria Past Performance (continued) Any contract deemed to be “Not Relevant” will receive no further consideration, with no opportunity to submit a replacement.
Past performance effort of a principal team member generally will not be considered as significant as past performance effort of the prime offeror.
Performance under government contracts is generally considered more relevant than performance under commercial contracts.
Draft Evaluation Criteria Past Performance (continued)
The government will evaluate the offeror’s demonstrated past performance for that past performance contract in the following areas:
Quality of Service
Cost Control
Management
Draft Evaluation Criteria Past Performance (continued)
If an offeror proposes the resources of a principal team member, the offeror will not receive past performance credit of the proposed principal team member unless the offeror’s proposal demonstrates how the resources of the principal team member – its workforce, management, facilities, or other resources – will in fact be provided to perform at least 20% of the proposed total cost for the contract, excluding the prime offeror’s profit. Merely stating that the offeror has access to the resources of a principal team member is insufficient.
Draft Evaluation Criteria Performance Confidence Assessment Rating
Draft Evaluation Criteria
COST
Cost Plus Fixed Fee Level of Effort
Most Probable Cost: A cost realism analysis will be done on the offeror’s proposal, including the proposed cost for the six months Option to Extend Services IAW FAR 52.217-8.
The cost proposal shall be evaluated to determine if it is complete, reasonable, and contains no unbalanced pricing.
If proposed costs are considered to be unrealistic, including unrealistic direct and indirect labor rates, the offeror's proposed costs will be adjusted upward or downward to reflect more realistic costs for evaluation purposes.
Discussion Items
Organizational Conflict of Interest Guidance:
Federal Acquisition Regulation (FAR) section 9.502(c)
NAVAIR clause 5252.209-9510, Organizational Conflicts of Interest (Services)
Generally, the rule of thumb, is that if you have a current contract within the NAWCTSD’s building, you are not eligible to be the awardee for the iCSS contract. You are highly encouraged to communicate with the Contracting Officer on your individual effort, should you have concerns. Every acquisition is unique and based on it’s own merits.
Facilities
Current contract:
- Most employees do not physically work within the DeFlorez building.
New contract:
All or most employees will NOT be allocated work space within DeFlorez. The contractor will be responsible for office space.
For proposal submission purposes, assume NO contractor personnel will be physically housed by the Government.
Questions?
NOTE: Remarks and explanations at this conference shall not qualify the terms of the solicitation. The terms of the solicitation and specifications remain unchanged unless the solicitation is officially amended in writing.
