A-RFP
| Item # | Subject | Question/Comment/Request/Recommendation | Reference(s) | Date | Government Response | Response Date | A | |
| A-1 | Government Ownership | 1) The RFP includes the standard clause for Data Rights, 52.227-14, 52.227-17, and 52.227-19 and numerous DFARS clauses. None of these clauses refer to ‘Government ownership”. In Section M, Part B, Section 1.3, titles “Software and Hardware Government Ownership”, the RFP states that the Government will evaluate the offeror’s proposed licensing agreements, training system design approach, system architecture, proprietary and nonproprietary software elements, and system modularity. None of these evaluation factors suggest Government ownership. What specific evaluation factors will the Government use and how will the scoring criteria be described in the final RFP? | ||||||
| 2) Further, if the Government desires ownership of any part of these systems or software, does the Government propose to license the systems or software back to the contractors for other use? | Section M, Part B, Para 1.3 | 6-Mar-17 | A.1 RFP Section M.B.1.3 will be renamed and the term "Ownership" will be removed. It is the Government's intent that offerors propose respective data rights that align with their technical proposal. |
A.2 The data rights proposed will be evaluated to determine to what extent the types of rights and the mix of rights proposed provide the best value to the Government to include life-cycle support.
A.3 The term "Ownership" will be removed.
| 28-Apr-17 | 1 | |
| A-2 | Data Rights | 1) Of the data rights included in the standard FAR clause 52.227-14, does the |
Government evaluate some rights with higher factors than other rights? In other words, would unlimited rights be considered “outstanding”, while GPR is “good” and limited rights is “marginal”? How will commercial software be evaluated compared to proprietary software with any class of rights?
2) Will the Government include any preferred system block diagram as a required element of a contractor’s proposal? If not, what factors will the Government use to evaluate each contractor’s system architecture? Section M, Page 34, 55 6-Mar-17 A.1 The data rights proposed will be evaluated to determine to what extent the types of rights and the mix of rights proposed provide the best value to the Government to include life-cycle support.
A.2
| The Data Rights Evaluation Critera have been revised to better articulate the Government's requirement. | 28-Apr-17 | 2 | ||||
| A-3 | Evaluation of Past Performance/Proposed Rights/Ownership | There is a great deal of emphasis in the current RFP Section M on adjectival ratings for Past Performance and the weighting thereof. Past performance is the least weighted factor in the Best Value criteria for NSST. The extent of rights/ownership industry is required to propose is one of ½ of the most highly rated criteria (when combined with Technical) however, there is no adjectival rating(s) for proposed right/ownership. Does the Government intend to use the adjectival ratings as described in Section M for proposed rights/ownership? If not, how will the Government assign ratings to types of licenses/ownership? | Section L&M | 14-Mar-17 | A.1 RFP Section M.A.3 wording is anticipated to be revised. |
| A.2 The adjectival technical ratings are utilized for all technical evaluation factors. | 28-Apr-17 | 3 | |||
| A-4 | FBO | I just checked FEBBIZOPPS and didn’t see any NSST updates; will the final RFP be available via other means? | 14-Mar-17 | Final RFP will be posted on fbo.gov when approved for release. The Government anticipates release of the formal solicitation by the end of April 2017. |
Author: Author:
| Lou, what do you want to put for a release date? | 28-Apr-17 | 4 | ||||
| A-5 | Pricing | Please clarify how the RFP SECTION B - Supplies or Services and Prices that contains the FFP and CPFF CLINS is to be completed? We understand that RFP ATT L-1 pricing needs to be completed but we do not believe it is clear how this relates to the Section B CLINS. | RFP and ATT L-1 Section B | 23-Mar-17 | Solicitation (and the following contract) section B which identifies the contract line item (CLIN) structure allows for the types of delivery orders (DOs) under the indefinite delivery/indefinite quantity (ID/IQ) contract. |
The initial DO award will be issued utilizing CLIN 1002 of the basic ID/IQ award. The initial DO will have a CLIN structure that represents what is being procured under the instant DO.
| Future DOs will utilize the basic ID/IQ CLIN structure as appropriate. For example: If a future new training requirement exists where it is appropriate to issue a DO on a cost reimbursable basis, the basic contract CLIN 2002 would be utilized. The resultant DO would then have a CLIN structure developed that is appropriate for the effort. | 28-Apr-17 | 5 | ||

C-PRF
| Item # | Subject | Question/Comment/Request/Recommendation | Reference(s) | Date | Government Response | Response Date | C |
| C-1 | VMS Software | It may be more cost effective for the Government to provide the VMS 9.4 software as GFE, as opposed to each contractor negotiating this separately with the OEM. Could the Government please investigate this alternative? | PRF 3.1.3.5.b | 6-Mar-17 | All offerors shall assume no GFP in the development of proposals. Future decisions about GFP will be made after contract award. | 28-Apr-17 | 1 |
| C-2 | Database Requirements | Can the government clarify the scope of the term database source data? | PRF 3.1.7 | 10-Mar-17 | CDRL A003 (SPS) ANNEX TO EXHIBIT A003 provides specific database source data content and formats required. | 28-Apr-17 | 2 |
| C-3 | Engagement Orders | The PRF states that the NSST devices shall simulate weapon states and behavior based on standard Navy commands. |
Can the Government please provide the ‘STANDARD NAVY COMMANDS’ referenced in this requirement?
| PRF 3.1.3.3.14.2 | 23-Mar-17 | The current legacy system weapons simulation supports three (3) weapons postures and eleven (11) weapon command states. The weapon appearance and behavior models are different based on the active weapons posture and command state respectively. | 28-Apr-17 | 3 | |

| D-1 | NSST_DO01 WBS attachment | Are any deviations allowed on attachment 10 other than the ‘add’ references on the attachments? | WBS | 10-Mar-17 | The WBS Instructions tab provides specific instructions that are to be followed. Per instruction 2, "Contractors shall not add or modify level 1, 2, 3, 4 WBS tasks/milestones without prior Government approval." | 1 | |
| D-2 | Regarding the IMS and CDRLs there are references to ie 7 days prior to "xxxx". Is the definition that goes through the whole IMS calendar days meaning we "work" also all Saturdays and Sundays, or is this specifically related to weekdays only? | 14-Mar-17 | Per the CDRL Annex item b. "Unless otherwise specified in block 16, all “days” are in calendar days." These are required MS Project dependencies and do not imply weekend work is required. Events involving Government personnel should not be scheduled on weekends or holidays. Contractor work on weekends and holidays is at contractor discretion. | 2 | |||
