A-RFP
| Item # | Subject | Question/Comment/Request/Recommendation | Reference(s) | Date | Government Response | Response Date | A | |
| A-1 | Pricing Instructions – Main Display Costs | The previous DRAFT Attachment L-1 stated that NSST-3, NSST-4, and NSST-5 pricing should not include Main Display Costs. This appeared to be a correct approach in arriving at the TEP, on the assumption that the Main Display Refresh pricing was to be used to add the required number of visual systems for these types of NSSTs. We note that this approach has now been removed in the FINAL Attachment L-1. Are the costs of the NSST device visual display systems now to be included in the system pricing? If so, then we request that the Government revisit (reduce or eliminate) the numbers of channels included in the Main Display Refresh section. In our opinion, keeping them as they are, will result in an abnormally high number of visual channels, which in turn drives up the TEP to an artificially high number. | Attachment L-1 | 1-May-17 | Main Display Costs are now excepted in RFP Section C.1.2.a: | |||
| "a. The contractor shall deliver NSST-1, NSST-2, NSST-3, NSST-4, and NSST-5 systems IAW PRF 170003 section 3.1.4.1 with the exception of PRF 170003 requirements 3.1.4.1.3.1.a, 3.1.4.1.4.1 a, and 3.1.4.1.5.1.a." | 1 | |||||||
| A-2 | Technical Volume | The RFP requests dollar values of Small Business targets in section 1.1.7.1, however in section 1.0 it states that the Technical volume shall not contain any reference to price aspects of the offer. Please clarify which is correct? | Section L Part B 1.0 and 1.1.7.1 | 1-May-17 | RFP Section L.B.1 note will be revised to reflect the following: Note: This volume shall not contain any reference to price aspects of the offer with the exception of the small business targets submitted in the Small Business Annex. | 2 | ||
| A-3 | Pricing | Is our interpretation correct that we do not fill in RFP Section B pricing as part of our proposal response? | RFP Section B | 1-May-17 | Section B pricing is to be submitted using DO 0001 tab in solicitation attachment L-1. | 3 | ||
| A-4 | IMS | Is there any requirement for a DO1 IMS to be submitted with the proposal? | RFP | 1-May-17 | No. | 4 | ||
| A-5 | D0001 item number definitions | Request clarification of what SOW items are included for L-1 price attachment tab - D0001 item numbers. All items point to SOW paragraph 3.2.1.1 |
-01 -Requirements baseline -02-Design baseline -03-Training Systems Development, Test, and Acceptance -04-Device Installation –San Diego L-1 Price Attachment, tab D0001 CLIN pricing 2-May-17 The DO 0001 tab in solicitation attachment L-1 will be updated to reflect the following references:
0001 Requirements Baseline IAW SOW 170002 Para 3.2.1 (FFP) 0002 Design Baseline IAW SOW 170002 Para 3.2.2 (FFP) 0003 Training System Development, Test, Acceptance IAW SOW 170002 Para 3.2.3 (FFP)
| 0004 Device Installation - San Diego IAW SOW 170002 Para 3.2.4 (FFP) | 5 | ||
| A-6 | D001 pricing -What NSST configurations are required to be priced? | 1-What does the L-1 D0001 tab price include? |
2-Is it for 2 NSST 4’s and 1 NSST 3 per sec 3.2.4, page 54, of the 170002 SOW or something else?
The confusion is the detail task paragraph of 170002 does not explain what systems are covered. The CDR section of the 170002 SOW lists all NSST configurations. The L-1 tab D0001 price tab SOW paragraphs are not found or not specified.
3-Additionally what design information is expected for a priced CDR with DOOO1- is it designs for all systems and all locations, systems for all of San Diego, or only option systems (2/NSST-4’s, 1/NSST-3)for San Diego?? L-1 price attachment, tab D0001;
170002 SOW paragraph 3.2.4 2-May-17 1/2-DO 0001 CLIN 0004 shall be priced in accordance with the requirements identified in SOW 170002 Paragraph 3.2.4. The DO 0001 tab in solicitation attachment L-1 will be updated to reflect the following references:

| A-7 | L-1 Pricing attachment vs section B supplies and services | Can the government further explain the total price evaluation? |
1-There seems to be no reference to the D0001 L-1 TAB in the total evaluated price description below 2-Where is it described what should be in the ‘Offeror’s proposal Section B The Total Evaluated Price is determined as follows:
Total Evaluated Price = total price from summation cell (tan color cell) of CLINs in Section B of offeror’s proposal from RFP Attachment L-1 + total price summation cell (tan color cell) for future efforts from RFP Attachment L-1 + 5% estimate for delivery orders to be issued under the cost plus fixed fee CLIN 2001+ 5% estimate for incidental training system technical support 3-Offeror believes the ‘future efforts’ reference in the description equates to the total systems pricing. Is that correct?
| 4-What is the ‘summation cell (tan color cell) of CLINs in Section B of offeror’s proposal from RFP Attachment L-1” refer to? Offeror believes this to be D0001. Is that correct? | L-1 pricing attachment | |
| N61340-17-R-0020 NSST Final Section B, paragraph 3, total evaluated price | 2-May-17 | 1-Solicitation Section M.B.3 "Total Evaluated Price" will be revised to reflect the following to remove ambiguity: |

Total DO 0001 Price = Summation of all DO 0001 CLIN pricing Total System Price = Summation of offeror proposed menu pricing and estimated quantities of menu priced items 5% estimate for delivery orders to be issued under the cost plus fixed fee CLIN 2001 = $2,240,000.00 5% estimate for incidental training system technical support = $2,240,000.00
2-See response in question A-6. DO 0001 section B pricing references will be updated to remove ambiguity.
3-Yes. Solicitation Section M.B.3 "Total Evaluated Price" will be revised to remove ambiguity.
| 4-Yes. Solicitation Section M.B.3 "Total Evaluated Price" will be revised to remove ambiguity. | 7 | ||||||
| A-8 | Past Performance Questionnaire, Att L-4 | Att L-4 Past Performance Questionnaire listed in Final RFP appears to continue to represent in Para 3b technical requirements for evaluation that between the Draft and Final documents were removed. Does the PPQ form need to be updated to reflect current technical requirements and eliminate technical requirements that were removed from the Draft requirements? | Att L-4, Para 3b | 2-May-17 | The past performance questionaire identifies a representative sample of program characteristics for the NSST Systems and Support ID/IQ to assist the Government in developing a past performance confidence assessment rating. Modifications to Volume 1, Evaluation Factors for Award, have no impact on the past performance volume. The PPQ form will not be revised at this time. | 8 | |
| A-9 | Proposal Format | Will the government allow smaller font for tables and graphics as long as is legible? | L-Part A General Instructions, Section 2.0 (p)1 | 2-May-17 | Format shall be as specified in section L unless formally amended. | 9 | |
| A-10 | Cross Reference Matrix (CRM) | If a cross reference matrix (CRM) is submitted, will it count against the technical volume page count? | L-Part A General Instructions, Section 3.0 | 2-May-17 | In solicitation section L.A.3 paragraph 2, the statement "Annexes do not have page limitations." will be revised to state "Annexes and Cross Reference Matrices do not have page limitations with the exception of the Data Rights Annexes." | 10 | |
| A-11 | Use of Historically Black Colleges or Universities (HBCU) and Minority Institutions (MI) | Will the government consider removing the requirement for the use of Historically Black Colleges or Universities (HBCU) and Minority Institutions (MI)? The use of these institutions require a long setup and paperwork that could impact performance. | L-Part B Specific Instructions, Section 1.1.7.1 | 2-May-17 | Solicitation section L.B.1.1.7.1 requires offerors to address their "strategies for utilizing" SB concerns to include the among others, HBCUs and MIs. There is no requirement that offerors use every socio-economic identified. Offerors should use their business judgment to select a small business utilization strategy in accordance with the solicitation. | 11 | |
| A-12 | Special Handling Requirements | As these documents are limited distribution are they ITAR. Do they have special handling requirements within our organization? | 2-May-17 | There is no ITAR data in the solicitation attachments, but offeror's must be able to properly handle ITAR data during the execution of the contract per requirements in the solicitation.
