NAVIGATION, SEAMANSHIP, AND SHIPHANDLING (NSS) TRAINING SYSTEMS AND SUPPORT
SOLICITATION N61340-17-R-0020
SITE VISIT-INDUSTRY DAY
The NSS Training Systems and Support effort is anticipated to require an in-depth understanding of the current training systems for potential offerors to effectively compete and successfully perform. As a result of this, the Government intends to conduct two site visits for industry partners to better familiarize themselves with the facilities and trainers that are scheduled for replacement, upgrade and support with the NSS Training Systems and Support effort. At the site visit, potential offerors will be given the opportunity for a site visit and technical data review at the respective sites listed in section A below. The site visit will be limited to discussion of aspects associated with the requirements for this effort to include the statement of work (SOW) and performance specification (PRF) as well as associated site specific information such as facilities and existing trainers.
The site visits will be conducted at the Surface Warfare Officer School (SWOS) on Naval Station Newport located in Newport, RI and Norfolk Naval Station in Norfolk, VA. The two sites provide a representative sample of the type of trainers and facilities expected to be encountered during performance of this effort.
Following the site visit, the Government intends to conduct an industry day with the date and time to be determined (TBD). The industry day will consist of questions associated with the complete solicitation package inclusive of sections L & M.
FEDERAL ACQUISITION REGULATION (FAR): 52.237-1 Site Visit
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
A. Site Visit Locations and Dates:
*Exact building/room number location for the site visits (if changed from above) will be provided by the NAWCTSD POC in paragraphs identified above upon receipt of visitor requests.

B. Attendance Requests: To request access for the site visits, e-mail the site POC identified in section A and copy the NAWCTSD POC. The format for access requests is identified in appendix B below.
C. Attendees: All prospective offerors are urged to attend the site visits however, each company is restricted to four (4) attendees.
D. Subcontractor Requests: Subcontractor attendance at the request of a prime contractor is to be requested through the prime contractor. Subcontractor attendees count toward the limit of attendees.
E. Visit Requests: Send electronic Visit Requests for the Site Visit, no later than 96 hours in advance of the scheduled visit, on contractor letterhead, to the site and NAWCTSD POC highlighted in section A above. The visit requests must include name (as it appears on individual's driver’s license), Title, driver’s license number and state issued, City and State of Residence, Home or Office phone number, Social Security Number, place of birth, and citizenship of each visitor.
F. Security Requirements: Security clearances are required to attend the site visit in Newport, RI. In order to attend the site visits, each offeror shall submit visit requests for those company officials who will attend. A Joint Personnel Adjudication System (JPAS) Security Management Office (SMO) code has been provided for submission to complete the access request.
I. If a prospective offeror does not have the appropriate clearance to gain access, email the site POC and NAWCTSD POC identified in section A as soon as possible and significantly earlier than the minimum 96 hour visit request submission noted in section E. Late communication of access issues as a result of insufficient clearance credentials will not be grounds for postponing the site visits.
G. Questions: Questions generated at the site visit shall be submitted in writing in accordance with the questionnaire in appendix A. At no time will the government answer questions regarding the solicitation to a single potential offeror without providing the answer to all potential offerors. The government will not engage in "side-bar" question and answer sessions with any individual potential offeror. Questions submitted formally will be answered and distributed to offerors through the NSST Q/A Tracker prior to solicitation release and via a solicitation amendment following formal solicitation release.
H. Note: Failure of a prospective offeror to attend the conference/site visits or to submit any questions will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. All prospective offerors are advised that this solicitation will remain unchanged at the conclusion of the conference, unless this solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the conference constitute grounds for a claim after award of the task order.
I. Attendance Costs: The Government is not responsible for, nor will the Government pay, any portion of the costs associated with attendance at the respective site visits by prospective contractor personnel.
