About this file
This document provides an amendment to a federal solicitation and answers to questions from industry. The solicitation being amended is for operation and maintenance support of the Sea Fighter (FSF-1), a wave-piercing catamaran operated as a technology demonstrator by the Naval Surface Warfare Center Panama City Division. The amendment answers two questions, confirming that contingent hire letters are required for all key personnel regardless of current employment status, and that the Electronics Technician position is exempted from this requirement. No extension to the response deadline is granted. The original solicitation seeks an 8(a) contractor to provide crew staffing and support for the Sea Fighter over a five-year period consisting of a one-year base and four one-year options.

QUESTIONS/ANSWERS PART IV
1. The answer to question #1 posted with Amendment 0003 on 10 Feb 2020 requires contingent hire letters be submitted for all key personnel (and no non-key personnel) REGARDLESS IF THEY ARE CURRENT EMPLOYEES. This is a new requirement from the previous solicitation instructions. The previous solicitation instructions required the contingent hire letters only for key personnel (excluding the Electronics Technician) who are NOT current employees.
Due to this new offer requirement issued on 10 Feb 2020 described above, we believe it is reasonable and necessary to extend of the offer due date to enable offerors a reasonable amount of time to obtain hire letters from these personnel. We are only being provided three days to obtain these hire letters from the date this new proposal requirement was issued. Although these persons are current employees, a couple of them are currently assigned to projects in remote areas and are unable to provide their signature on a hire letter within the three days allowed after this new proposal requirement was issued. Therefore, we respectfully request a reasonable extension of the offer due date to 21 Feb 2020.
Government Response: Contingent hire letters are required for all Key personnel who are not current employees. Per Section L 3.2.2.3.e.b: “If the proposed key personnel are not current employees of the Offeror or proposed Subcontractor, a signed copy of the acceptance letter shall be provided”. No Extension will be is given at this time.
2. Please also confirm that the Electronics Technician is still exempted from the requirement to provide contingent hire letter with offer (as previously confirmed in answers provided with Amendment 0001).
Government Response: Per Section L, 3.2.2.3.e.b: “a signed copy of the acceptance letter shall be provided (excluding Electronics Techincian, which is due post-award).”
