1. Purpose. To provide updated guidance for hazardous materials control and management (HMC&M) at the Naval Surface Warfare Center, Panama City Division (NSWC PCD). This document contains significant changes and should be read in its entirety.
2. Cancellation. NSWCPCDINST 5100.33A.
3. Background
a. References (a) through (h) mandates Navy-wide implementation of Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP) procedures in order to control, track, and reduce the variety and quantities of hazardous material (HM). References (b) and (c) require the establishment of Hazardous Minimization (HAZMIN) Centers to facilitate the central management of all HM at the facility.
Regional Hazardous Inventory Control System (RHICS) is the automated data processing system to support cradle-to-grave HM and hazardous waste (HW) management. Navy policy, Federal law, and Presidential Executive Orders require that Commands establish business practices to carefully manage and control the storage, use, and disposition of HM and HW. When fully implemented, CHRIMP and RHICS provide significant value to activities and the Navy in these areas.
17 Apr 2010
b. Comprehensive and vigorous management of HM and HW is a prerequisite for protection of personnel, the environment, and Navy resources. Reference (d) provides detailed guidance on CHRIMP implementation roles and responsibilities.
4. Scope
a. This instruction provides a functional system for compliance with mandated instructions. It updates responsibilities and procedures for proper management of HM procured by all NSWC PCD operations, to include contractors.
b. For purposes of this instruction, HM does not include explosives, radioactive material, medicinal, or non-regulated HM (consumer commodities). A list of non-regulated HM is online at https://nswcpcweb.nmci.navy.mil/AdminResources/FISCJ_Detach_PC/d etach_home.asp
5. Definitions
a. Hazardous Material (HM). HM is any material, which because of its quantity, concentration, or physical, chemical, or infectious characteristics, may pose a substantial hazard to human health or the environment when released or spilled to the environment. Oils are defined as HM for the purpose of this instruction.
b. Hazardous Waste (HW). Any discarded liquid, solid, or gaseous material, which meets the definition of HM and/or is designated HW by the Environmental Protection Agency (EPA) or state. Reference (e) provides detailed information.
c. Authorized Use List (AUL). A list of HMs approved for each code aboard NSWC PCD. For each HM listed, the AUL must include the stock number, item name, manufacturer’s name, the specific identification (ID) provided by the material safety data sheet, and the process in which the HM will be utilized.
d. Material Safety Data Sheet (MSDS). MSDSs are HM documents prepared in accordance with reference (f). They list hazardous chemicals, physical and chemical characteristics and hazards, primary routes of entry, applicable precautions for safe handling, applicable control measures, emergency and first aid procedures, MSDS preparation date, name, address, and telephone number of the chemical manufacturer. Copies of MSDSs may be obtained from the HAZMIN Center.
https://nswcpcweb.nmci.navy.mil/AdminResources/FISCJ_Detach_PC/HM/HM_Home.asp
e. Outstanding Materials List (OML). A list of all HMs issued to a particular Code. For each item listed, the report gives the Barcode Number, Stock Number, Name, Quantity, and Expiration date. This list should be used to monitor inventory and track expired items.
f. ESAMS. Enterprise Safety Applications Management System. ESAMS is the Navy wide Safety database used to manage Safety programs such as safety training, inspections, deficiencies tracking, mishaps, etc.
6. Operating Procedures
a. Codes to whom the HM was issued will be held accountable for proper training, handling, storage, and RETURN of ALL HM containers to the HAZMIN Center for proper disposition.
b. HM will only be issued to those individuals who are authorized in writing by the manager/supervisor and only if the HM is listed on the AUL.
c. HM request must be submitted on a HM Request/Order Form available electronically at: https://nswcpcweb.nmci.navy.mil/ AdminResources/FISCJ_Detach_PC/detach_home.asp
(1) Provide specific information on the form to ensure correct procurement.
(2) Ensure limited quantities of HM are requested and substitutions of less hazardous materials are used when applicable.
(3) A normal issue of HM will be the amount required to accomplish a specific maintenance action or up to a 30 day supply.
(4) Ensure there are no prior issues of the requested HM that remain unaccounted for. HM requests for prior issues of the same material will not be granted until the prior issue is accounted for, either by return or justification as to why the return is not feasible.
(5) Complete “Dollar Amount Not To Exceed” in order to ensure actual cost does not exceed 10 percent of your anticipated cost.
(6) Use the “Remarks” section to indicate specific needs such as material certifications, certificates of conformance, criticality of shelf-life expiration, etc.
d. The customer must ensure the requested HM is on their AUL. If not, a Justification for Procurement of New HM shall be completed by the customer. The completed form, with a copy of both the HM Request/Order Form and the MSDS, shall be submitted to the HAZMIN Center for approval by the NSWC PCD Safety Office and the Naval Support Activity, Panama City (NSA PC) HW Manager.
The form is available at: https://nswcpcweb.nmci.navy.mil/ AdminResources/FISCJ_Detach_PC/detach_home.asp
e. Once the customer has been notified by the HAZMIN Center that their HM is ready for pick up, the customer shall ensure there is a HAZMIN Center barcode attached to each container and that an issue document for the HM has been obtained from the HAZMIN Center. DO NOT accept the HM if the HAZMIN Center barcode is not affixed to the container(s) and/or an issue document has NOT been received.
f. Any HM container/item not bar-coded is in violation of this instruction and shall be taken to the HAZMIN Center for AUL verification and bar-coding. An exception to this is when the items are smaller than the barcode.
g. Ensure all containers, whether empty or the product is no longer needed, are returned to the HAZMIN Center for proper disposition. Under no circumstances shall containers be left outside the HAZMIN Center. When HM is returned to the HAZMIN Center you may request a copy of the “return” document for validation purposes.
h. Information regarding batteries may be found in reference (e) and at https://nswcpcweb.nmci.navy.mil/AdminResources/; HAZMIN Page;
Hazardous Material; NSAPC Non HMC HM Required Purchases.

When new hazmat material enters the work center/code, either the Work Center Supervisor, Hazmat POC, or designated Hazmat Trainer must brief the Hazmat’s associated MSDS information to all personnel who will be using said Hazmat prior to the Hazmat being used. The brief should cover all sections of the MSDS.
(6) Point Of Contact (POC) Training. When the Safety Office and the HAZMIN CENTER has been properly notified of a new POC by a given work center, the Safety Office Hazmat Specialist will provide training to said POC. The training is to familiarize the POC with their duties as POC, forms, and reports they are to use and procedures for obtaining and turning in Hazmat.
