N61331-17-R-0004 Questions and Answers #2 Question 1:

Solicitation SF33, Box 9 provides that sealed offers in original and 1 copies are required, however Section L, 2.0 Instructions for Submission of Offerors lists only electronic submission. Please provide instruction for electronic submission for both prime and subcontractors, and whether or not an original and hard copies are required.

Response 1:

Proposal shall be submitted in accordance with Section L, Additional Instructions, Subsection 2.0.

Question 2:

On page 87 of 95 in the RFP it states “To assist the Contractor with the scope of this requirement, the following Government estimate is provided” in regards to the labor hours to be proposed on this effort. By providing only an “estimate” of hours to be proposed only, this potentially provides the incumbent a competitive advantage to submit a proposal with less hours and less costs based on their inside knowledge of the current workforce providing these services. Will the Government please consider the same amount of hours to be proposed by all offerors as a “shall” amount to be proposed as opposed to an “estimate” amount to be proposed?

Response 2:

This estimate is provided as a baseline for proposal purposes. The information provided in the Non-Price proposal should be sufficient to address the proposed labor hours, labor mix, and staffing.

Question 3:

Please confirm that it is acceptable to deliver the Small Business Subcontracting Plan, as required in Section HQ L-2-0009 (page 83 of 95), within the Non-Price Proposal, Volume II, Factor 3.3 Subcontracting section response. Please also indicate if there are any page limitations or outside of page count for this volume.

Response 3:

In accordance with FAR 52.219-9, the Small Business Subcontracting Plan may include dollar values and as such should not be included in the Non-Price Proposal. Any applicable page limitations are stated in Section L.

Question 4:

The Government’s estimate by task area and hours provided (page 87 of 95) does not indicate which tasks/hours are intended for government site and which are expected to be contractor site. Would the Government please provide that allocation?

Response 4:

Although work under this contract may take place on Government site, in accordance with Section 3.11 of the Statement of Work, “The Government will not provide any space under this Contract” referring to office, lab, or other space as the Contractor’s primary work location.
