See Amendment 0001 for additional information regarding security requirements.
Access to the base is required to hand deliver proposals. If an offeror has issues getting on the base to submit a proposal, they are to contact Dave Howell at 757- 771-5058 or Alex Nienberg at 757-762-3343 to arrange delivery.
CONTRACTOR QUESTION 7:
Would we get any confirmation from Navy once our past performance documentation have been submitted?
GOVERNMENT RESPONSE:
Yes. The Governmnet will confirm receipt of any Past Performance Questionniares submitted on behalf of their firm.
CONTRACTOR QUESTION 8:
Can you clarify what is meant by "Property management system" in page 95, Note 1 under additional requirements?
GOVERNMENT RESPONSE:
See FAR 52.245-1(b) which is incorporated in the solicitation.
CONTRACTOR QUESTION 6:
Once awarded, and required to submit a proposal, are we going to be reimbursed for the travel and per diem during the bidding phase?
GOVERNMENT RESPONSE:
Bidder/proposal costs are not seperatley priced and are not reimbursable.

Do we need a badge to be able to get access to the base for documentation submission?

CONTRACTOR QUESTION 1:
The question is for volume 2 of the past performance guidelines, can the offeror use jobs that were completed over a year ago? What is the year limit of time where the contractor can go back and bring forth previously completed jobs?
GOVERNMENT RESPONSE:
Offerors shall submit past peformance in accordance with Section L of the solicitation.

CONTRACTOR QUESTION 2:
For the submarine vessels, are there any specific tools or materials that cannot be used?
GOVERNMENT RESPONSE:
All work shall be accomplished in accordance with the terms and conditions within the solicitation.
CONTRACTOR QUESTION 3:
Regarding pricing proposal, under "Undisclosed work -materials, since we do not have an idea which material it would be, how do we put a cost to it? Do we assume the worst case price considering all the items listed?

CONTRACTOR QUESTION 4:
Due to the current market/supply chain issues, some products that are currently not in your spec might become options but meet all the navy standards and mil-spec requirements, especially for emergency work, will this be an issue or we can use products as long as it meets the spec requirement.
GOVERNMENT RESPONSE:
Products or materials shall meet the requirements in accordance with the solicitation.
