1. SCOPE:

1.4 Security Classification of Equipment, Components, Spaces, and Documents: Contractors and subcontractors are subject to the applicable provisions of National Industrial Security Program Operating Manual, DOD 5220.22-M (0584-LP-179-6400) for access to NNPI or other classified spaces.

3. REQUIREMENTS:

3.1 The following requirements must be observed, in addition to the specific requirements of the Job Order, for work accomplished on Naval submarines located at Naval Station Norfolk VA and Norfolk Naval Shipyard, Portsmouth VA.

3.2 Submit one legible copy, in hard copy or approved transferrable media, of a list of materials to be used on the job order to the SUPERVISOR prior to commencement of productive work.

3.2.1 Unless otherwise specifically approved by NAVSEA, the use of any materials furnished or installed shall be those designated as "permitted" on Appendix A of 2.2.

3.2.2 Instruments, equipment, fittings, paint, insulation, adhesives, or other items containing material or components that would give off noxious fumes at its operating temperature or at any temperature below 200 degrees Fahrenheit shall not be installed or applied.

3.3 All work must be performed in accordance with 2.1.

3.4 A work authorization form (WAF) is required to authorize the start of work. The WAF shall be filled out and presented to the watch/duty officer, who will authorize the work and assign a serial number. The WAF

will remain in the work authorization log, and maintained by Ships Force, until the work is complete and the WAF is cleared by the ship.

3.4.1 Submit the original copy of the completed WAF upon job

completion to the SUPERVISOR.

3.5 Service lines running through hatches shall have quick disconnects installed.

3.5.1 Install identification tags on lines to indicate ship's name, hull number, location, WAF serial number, and purpose.

3.6 Contractor personnel requiring access aboard ship must attend training to ensure familiarization with posted, verbal and written radiological control instructions (to include, do not enter any area or space posted with a sign that has a magenta colored radiation symbol on a yellow background; do not touch any yellow bands, tools, bags, wrappings, clothing).

3.6.1 Contact Ships Force via the SUPERVISOR to arrange for the training. Training may be provided by the Commanding Officer's designated representative of either the ship or RSG.

3.6.2 Submit one legible copy, in hard copy or approved

transferrable media, of a completed list of personnel trained by Ship's Force (SF) to the SUPERVISOR. List is due prior to commencement of work aboard the ship, and shall be signed by SF.

Submit updates to the list each time personnel are added and trained.

3.7 Contractors and their subcontractors must comply with the National Industrial Security Program Operating Manual (NISPOM)(DoD 5220.22M) for verification of all U.S. citizens.

3.7.1 Requests for access by non-U.S. citizens will be coordinated with Private Yard Security (MARMC Support Code 1110) and SF.

3.7.2 Establish procedures to comply with 3.7, 3.7.1, and the requirements of NAVSEAINST 5500.3A (Control of Access to Vessels by Non-US Citizens).
