About this file
This document provides a work completion certification template for use on federal naval contracts. The template outlines requirements for developing an Event Readiness List to track objective quality evidence for work items, reports, inspections, and schedules. Contractors must submit the initial Event Readiness List before work begins and provide weekly revisions throughout the availability. The template also requires developing a Work Completion Certification Memorandum for each key event, certifying all work, testing, and reporting is complete and exceptions are documented. Contractors must submit memorandums prior to key events for approval. This template standardizes processes for certifying work on naval maintenance contracts.
The related federal contract opportunity is a solicitation for hull, mechanical and electrical pierside assists contracts with the Department of the Navy. The Mid-Atlantic Regional Maintenance Center intends to award multiple indefinite delivery/indefinite quantity contracts set aside for small businesses to provide depot-level repairs, maintenance, and alterations for naval vessels in the Norfolk, Virginia area. The contracts will have a one-year base period and four one-year options, for a total five-year period of performance. The solicitation is expected to be posted on December 10, 2018.

4.1 Definitions:
4.1.1 Work: Any product or service associated with the repair, modernization, alteration, maintenance, Fleet Technical Assistance, or assessment accomplished on equipment or systems during surface ship maintenance availabilities or other maintenance opportunities to include the following:
4.1.1.1 Any action that actually or potentially changes
(including disassembly for purposes of inspection or repair) the approved configuration of any part, component, or ship’s system (including removal).
4.1.1.2 Any action (including specified by Technical Work
Documents) that removes or affects the ship’s ability to operate ship’s systems or components in accordance with ship’s systems/operating manuals.
4.1.1.3 Any testing (including component, system, and higher
stages) or inspections (no matter how intrusive) required to establish, maintain or re-establish certification.
4.1.1.4 Any design, engineering, planning or configuration

to, reviewed and approved by the NSA Chief Engineer. The NSA and LMA are responsible for thorough and rigorous management of this Key Event and minimizing exceptions. In the event of incomplete work, an evaluation by the Ship’s CO, NSA and TYCOM must be performed to determine if the incomplete work will impede the remaining availability scheduled events. Exceptions must be approved by the NSA Chief Engineer, with written or electronic concurrence by the NSA Project Manager, the Ship’s CO and TYCOM. The NSA Chief Engineer, based on a technical assessment of the risk associated with any work still in progress, may combine Work Complete, Dock Trials and Fast Cruise certifications into a single certification.
4.1.3 Work Completion Certification: Process used to provide
reasonable assurance that products and services have been planned, executed and tested in accordance with correct technical requirements, that any nonconformance have been adjudicated by the local TWH and NAVSEA-05 (as applicable), and that any exceptions to completion have been jointly reviewed and concurred with by the local TWH, Maintenance Team Project Manager, Ship's Commanding Officer, TYCOM, Port Engineer, and the NSA in support of the availability certifiable Key Event(s).
4.1.4 Work Completion Certification Exception: ERL Work Item(s) and Work Item(s) Activity tied to the certifiable Key Event that are incomplete at time of event certification. Incomplete is defined as;
(1) non-accomplishment of authorized/scheduled work and testing, or
(2) authorized/scheduled work and testing that is physically accomplished, but the OQE has not completed internal review by the LMA or has not completed government review and acceptance.
4.1.5 Commercial Industrial Services (CIS): Contracts developed and awarded to private contractors by either Fleet Logistics Centers or RMC contracts departments to provide work or services onboard Navy Ships.
4.2 The term “Maintenance Activity” (MA) and/or “Executing Activity” (EA) are used interchangeably and are synonymous with the JFMM applied/defined terms “Industrial Activity”, “participating activity”, “technical activity”, and “maintenance provider” (also an NSI 009-60 term), and GSO-092’s “activity responsible” and the S9095-TSTP Manual’s “designated activity”.
4.3 Special reports request of paragraph 3.1.4 will typically average one request per week.
4.4 The Supervisors Point of Contact for Technical Work certification during CM or EM availabilities will be the MARMC 224 Integrated Test Engineer (ITE) or Project Support Engineer (PSE).
