GOVERNMENT RESPONSE: This question relates to Past Performance. Contractor's input shall speak to subcontractor effort as it relates to relevant PAST performance.

CONTRACTOR QUESTION 10: Page 95, Section L., Para 3.0 states, "Past Performance submission is limited to nine (9) pages (3 pages per reference contract)." Does an introduction to Past Performance count as part of the page count requirement or can it be exempted from the page count?

GOVERNMENT RESPONSE: Yes, any "introduction" will be counted towards the nine (9) page limit.

CONTRACTOR QUESTION 9: Page 95, Section L, Para 3.0 Proposal Contents states, "If subcontractor contracts are submitted, the offer must clearly indicate the percentage of work that the subcontractor(s) will perform under each task/category of effort throughout the course of the contract." How can prime contractors quantify a % of work for subcontractors listed in their Past Performance submission when the quantities of specific work to be procured is unknown until the Task Order RFQs are released?

CONTRACTOR QUESTION 8: Due to the 2 holiday weeks that immediately followed release of the RFP, many vendors and subcontractors were not available to respond to requests for information or data. Will the government consider a two week extension of time to submit proposal responses?

GOVERNMENT RESPONSE: See Amendment 0002

CONTRACTOR QUESTION 13: Section L, 1.0, page 91 states “questions be submitted no later than 14 January 2019”. In the same paragraph, it states “Navy reserves the right to not answer any requests received after 08 January 2019”. Please advise if the due date to ask questions is 08 January or 14 January?

GOVERNMENT RESPONSE: See Amendment 0002.

CONTRACTOR QUESTION 14: Section L, 4.0, page 96. Are the tabs and dividers used to separate Volume sections excluded from the page limits?

GOVERNMENT RESPONSE: No. Tabs and dividers are not included in the page count.

CONTRACTOR QUESTION 11: Page 98, Section M, Subfactor 1 states, "The contractor’s ability to accept, manage, and complete emergent requirements commencing production efforts within two hours of notification and completing all work within the performance period will be evaluated." Please clarify whether this requirement excludes OCONUS tasking.

GOVERNMENT RESPONSE: Commencing production efforts within two hours of notification does not apply to OCONUS efforts.

CONTRACTOR QUESTION 12: Willl the Governemnt waive the Note section requiring awardees to be current MSRA/ABR holders, as this has always unfairly created a void of companies who like our can provide services while discriminating against proven small and disadvantaged businesses thouroughly capable of rendering these much needed assistance services thru both in house and proven subcontract supply chains already deployed and now rendering similar services at NNSY and abroad to all government agencies successfully up to 10 million annually?

GOVERNMENT RESPONSE: No. The requirement for MSRA/ABR will not be waived. In accordance with DFARS SUBPART 217.71, activities shall enter into master agreements for repair and alteration of vessels when ship repair work is contemplated. An active MSRA or ABR number is required in order to be considered for award of a DELIVERY ORDER, however, this does not preclude interested Contractors from submitting proposals and to be considered for award under this RFP.

CONTRACTOR QUESTION 16: Section L.4.0 Proposal Format (p 96) references each Volume should contain the following items in addition to the other information required by this solicitation: Cover Letter (3 pages), and Table of Contents. Please advise whether the Table of Contents is excluded from the page limitations for Volumes I, II, and III.

GOVERNMENT RESPONSE: Yes, the Table of Contents are excluded and Volumes have been renumbered. See Amendment 0002.

CONTRACTOR QUESTION 15: Section L.4.0 Proposal Format references each Volume should contain the following items in addition to the other information required by this solicitation: Cover Letter (3 pages), and Table of Contents. (pg 96,97) However, on page 96 the Cover Letter is listed as Volume I. Please advise that the Cover Letter is only for Volume I, and that Volumes II and III include a Cover Page that meet the requirements of the “first page of the proposal” outlined in FAR 52.215-1(c)(2)(i-v).

GOVERNMENT RESPONSE: See Amendment 0002.

GOVERNMENT RESPONSE: See Amendment 0002

Would the Government please clarify its requirement?

CONTRACTOR QUESTION 26: On page 95 Section II. Non-Price Factor 2: Past Performance there is a list of items that the Past Performance shall contain, however these items vary from the information required on Attachment J17 Past Performance Information Form. For example J17 only asks for one customer point of contact, but the requirements on page 95 asks for three different points of contact (COR/TPOC/PM). GOVERNMENT RESPONSE: Attachment J17 has been revised. See Amendment 0002.

CONTRACTOR QUESTION 30: Contractor respectfully requests a two-week extension to the current due date. The basis of our request is the impact to our working time from the number of major holidays in the current window from time of release to the due date: Christmas, New Years, and Martin Luther King Day.
