About this file

This is a Vehicle Pass Request form used by Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington to authorize vehicle access to the controlled industrial area. The form requests detailed information about vehicles requiring access, including vehicle year/make/model, license plate numbers, and the specific reason for access. Vehicles are categorized into three pass types: Service Pass (for active services performed directly from the vehicle such as water trucks or generators), Laydown Pass (for equipment staging in designated areas, requiring approval of an outage request), and Load/Unload Pass (for temporary vehicle access during loading or unloading of materials or equipment).

Key administrative requirements include that all companies must have their name on rental contracts, vehicles must be inspected at the Commercial Vehicle Inspection Station unless waived, and specific detailed reasons for vehicle access must be provided in the request form. Contractors must submit requests via Microsoft Teams to the 'PSNS VEHICLE ACCESS' channel and direct questions to the Industrial Security Office at (360) 476-0831, (360) 476-0087, or (360) 476-8867. Safety protocols prohibit vehicles from being left in fire lanes, on railcar tracks, or blocking doors and exits. This form is referenced as PSNS&IMF 5530/25 (Revised 10/2023) and implements PSNS&IMFINST M-5530.1.

VEHICLE PASS REQUEST FOR ACCESS TO THE CONTROLLED INDUSTRIAL AREA

ADDITIONAL INFORMATION AND GUIDANCE

LOAD/UNLOAD PASS:

Affords the ability for vehicle access for purpose of dropping off or pickup up equipment, materials, or tools. Vehicles with this type of pass may be left unattended for only a short period during loading and unloading. License plates are not required on the pass so companies may transfer into other company registered vehicles.

LAYDOWN PASS:

Laydown areas are for equipment staging and assigned by project. These areas are not for ‘parking’. Intent of a laydown pass is for larger vehicles with staged equipment or materials, or utility vehicles.

SERVICE PASS:

Intended active services provided directly from the vehicle (Water truck, Generator Truck, etc.) or those which most of the equipment being carried is for active work and cannot reasonably be transported in and out on a frequent basis.

NOTES:

RENTAL VEHICLES: Company name must be on the rental contract, and need for access must meet one of the categories above.

INSPECTIONS: Unless otherwise waived, all vehicles accessing the shipyard must be inspected by the installation at the Commercial Vehicle Inspection Station (CVIS).

SPECIFIC REASON (Block 12): Reason provided should list detailed uses for the vehicle(s) submitted. Include types of equipment transported, location(s) of staging (Laydown and Service Passes).

SAFETY: Vehicles approved for access may not be left in fire lanes, on railcar tracks, or blocking doors, exits, etcetera.

PSNS ASSIGNED SPONSORS SUBMIT VIA MS TEAMS ‘PSNS VEHICLE ACCESS’.QUESTIONS: CALL (360) 476-0831, (360) 476-0087, or (360) 476-8867
