About this file

This is a visitor access guide for PSNS & IMF (Portsmouth Naval Shipyard & Inactive Ships & Industrial Maintenance Facility) in Bremerton, Washington, detailing requirements and procedures for obtaining facility access to the Controlled Industrial Area (CIA).

Non-PSNS employees require a PSNS sponsor to request access through the Personnel Security Manager (PSM) system or via PSNS & IMF Form 5512/127, with requests requiring full names, full Social Security numbers, and citizenship information submitted at least 5 working days in advance. Badge colors are categorized by access level: Green badges provide general unclassified CIA access; Yellow badges permit controlled nuclear information areas with required security clearance and Restricted Data access; Red badges allow the most comprehensive access including nuclear work areas. Contractors requiring classified access must provide current DD254 documentation and have classified work on a valid contract; unclassified contractor work requires proof of a paid PSNS contract or approved government service agreement. Foreign nationals are restricted to escorted access only and require NAVSEA approval via special security plan with 14 working days processing time. All visitors must present original U.S. citizenship documentation (birth certificate, naturalization form, or valid passport), wear issued NAVSEA badges center-chest at all times within the CIA, and enroll CAC or TWIC cards at the Naval Base Kitsap Visitor Control Center. Vehicle access to the CIA is limited to U.S. government vehicles, delivery vehicles, and registered contract vehicles, with the Commercial Vehicle Inspection station inspecting all contractor and delivery vehicles unless exempted by Industrial Security. Photography is prohibited, and the guide references PSNS&IMF policy 5530.1E and NAVSEA 5510.2E as governing authorities.

1. WHO MAY ACCESS PSNS FACILITIES?

PSNS employees, Personnel stationed on vessels in the CIA, Official visits, Government project planning, and Contracted work. To gain access approval, all non-PSNS employees must have a PSNS sponsor verify need for access. Vessel Security Managers or similar designated personnel may act as sponsors for non-production visits if for official business when berthed in the CIA.

***PSNS & IMF does not allow tours (unless approved by the Shipyard Commander), solicitors, sales demonstrations or unsponsored visitors within the Controlled Industrial Area (CIA) ***

***Photography is not authorized. Cameras of any kind are not authorized in certain areas ***

Sponsors are ultimately responsible for their visitors and must have working knowledge of where the visitor is going and purpose for the visit.

2. HOW DOES SOMEONE REQUEST/OBTAIN ACCESS?

a. Personnel not already assigned to a NAVSEA shipyard (Portsmouth, Norfolk, Pearl Harbor)

Internal PSNS Sponsor is required to submit access requests via Personnel Security Manager (PSM) https://syapps.psns.navy.mil/psm and specify type of visitor (Government or Contractor). Each code with frequent requests should have personnel designated with access to this system.

When the PSM account holder is out and the request is urgent, PSNS & IMF Form 5512/127 may be completed and sent via encrypted email to psnsimf_code1120_industrial_security@us.navy.mil for Bremerton access.

Vessels in the CIA sponsoring official visitors should use the 5512/127 form and route via the Command Security Manager’s team.

For Detachment access, form requests should be sent to the Site Security Officers:

San Diego- Lawrence Rosenblatt, lawrence.e.rosenblatt.civ@us.navy.mil , or Ethan Davis ethen.m.davis6.civ@us.navy.mil

Everett – TDY Position is in the hiring process.

Yokosuka Japan – Deo Pineda, deogracias.g.pineda.civ@us.navy.mil or Dan Zapata, daniel.m.zapata.civ@us.navy.mil

*Requests require the use of full name, Full SSN and known citizenship of each visitor. The badging system is not capable of using EDIPIs, etc.

Unless a production or other emergency, submit 5 working days in advance of the proposed visit start date.

* Classified access will require a DISS visit sent to SMO 002515

** Contractors requiring classified access also require a current DD254 sent to INDUSEC for review.

PSNS & IMF utilizes the current Common Access card (CAC), PIV-I or DBIDS card in addition to a NAVSEA badge for perimeter access. NAVSEA Badge colors correspond to the access

Badge Color Guidance-

· Green: Most restrictive. Allows general unclassified CIA access (access to most facilities as well as surface ships). Does not allow access to Main Machinery Rooms (MMR) of Nuclear Propulsion Plants.

· Yellow: Allows Access to all Green Badge and Controlled Nuclear Information Areas as authorized by the sponsor ICO security department. . Also requires a security clearance and ‘Restricted Data’ (RD) as an available access in their DISS record.

· Red: Allows access to all Green & Yellow Badged Areas and Nuclear Work Areas, Engine room, MMR’s of Submarines and Carriers as authorized by the sponsor ICO Security Department. Also requires a security clearance and ‘Restricted Data’ (RD) as an available access in their DISS record.

*Internal area access (OSA, CNIA, NWA) can be approved via the respective Area Manager/sponsor after the NAVSEA badge is issued.

a. Personnel from other NAVSEA shipyards (PNSY, PHNSY, NNSY) Shipyard to shipyard travel.

Prospective visitor(s) must work via their home Code 1120 prior to travel. Their security rep must submit a PSM request and a matching DISS visit request. These visitors will then gain access with their CAC and home NAVSEA badge, if current.

PSNS&IMF cannot offer a different method of access if these travelers do not accomplish the above steps prior to travel. Other SY travelers will be referred back to their home Code 1120 if they arrive without already doing so.

Other shipyard representatives Norfolk: Patrick McGirl Portsmouth: Wesley Sanborn Pearl Harbor: Kanani Borges or Kat McMillan

3. My visitor was approved, how do they get badges and into PSNS? Do they need to bring anything?

a. Visitors retrieve their PSNS badges at the Naval Base Kitsap Visitor Control Center (B981 located at west end of NBK). If visiting the detachments, the Site Security Office will issue the badge. When approved for access, the following applies:

***Issued NAVSEA badge must be worn, center-chest area, at all times while in the CIA or and other PSNS & IMF property/buildings***

b. Visiting government or military must also bring their CAC. Transportation workers may use a TWIC card in place of a DBIDs or CAC.

c. Unescorted access is limited to U.S. Citizens. Government personnel meet this requirement with a current security clearance. Visitors without a current security clearance must have ORIGINAL proof of citizenship documents (i.e. US birth certificate, Naturalization form or Current US Passport/Passport Card, enhanced driver’s license). CAC cards, Military Retirement ID cards, Dependent IDs, or regular driver’s licenses ARE NOT acceptable forms of US Citizenship.

d. Badges are only pre-printed and delivered to a sponsor if the visitor, or if one of the visitors in a group, is a minimum of an O6 or GS15 (or equivalent).

d. **A criminal background check is also required, which occurs on the day of arrival, for all non-government visitors who do not have an active security clearance.

e. For sensitive visits, the owning/sending organization must enter a visit request via DISS to SMO Code # 002515 (Puget). For DOE, a standard DOE visit request form is acceptable.

f. Once issued a NAVSEA Visitor Badge, visitors with CAC or TWIC cards will have the chip data enrolled these cards into the PSNS & IMF Perimeter Security System at a kiosk located in the Naval Base Kitsap Visitor Control Center or at the Detachment Security Office. Contractors will receive a DBIDs card for enrollment. *If VCC not available, these cards will be enrolled at B445 inside the CIA.

-To enroll, visitors must know their 6-8 digit PIN provided when issued the *Card (for CAC cards, this is the same PIN used to access NMCI computers). *DBIDS does not require this step.
-CIA turnstiles with access from the community require the use of a 4 digit PIN which is arranged at the time of enrollment.

- Turnstiles with access from inside the installation do not require a PIN.

- CIA Security System utilizes a Proximity type chip reader. Place card face down with the chip lightly touching the numeral “8” on keypad and hold until turnstile disengages or you are prompted for a PIN (depending on the gate you are at).

4. What contract work qualifies for access? What if contractors say they require Red or Yellow badges?

a. Contractor access requires a paid contract by PSNS (usually C400); OR providing a paid service by PSNS or other approved Government agency. For bids or job-walks, C1122 scrutinizes access requests to limit to the date of the bid and ensure a valid mission need exists. Request process for unclassified work is the same as for other unclassified visits w/ the exception of additional supporting documents.

For Red or Yellow Badges, Contractors must be on a classified contract with work at PSNS. Badges are based on Need-To-Know and reason for access, not a person’s clearance eligibility. Sponsors shall request the most restrictive badge, which allows access to the location required to accomplish the visit. Red or Yellow Badges require security clearance and valid need for access to the area.

PSNS C1122 Industrial Security Office must receive the following documents with the request (If not already on file):

Red Badges: The DD254, with Block 10b checked, and the contract SOW (Statement of Work). If block 10b is unchecked on the DD254, the workers may be eligible for Yellow badges.

Yellow Badges: Block 10k must indicate need for NNPI, NSI, and Block 11 checked for classified access. The contract statement of work and DD254 must have the FAR Security Clause 52.204-2. POC’s in step (2) for verification and approval 8 working days in advance of the visit start date.

*Unclassified Green badge requests for contractors do not require this information.

Note: A security plan is required for green badge contractor access to CNIA/NWA. Sponsor must submit security plan at least 5-7 days in advance for routing and approval.

5. Ships stationed near PSNS detachments may have badges when: In a CNO maintenance availability, or (b) when needing access to PSNS spaces for project related issues (meetings, etc.).

6. What about Foreign Nationals? The contractor assigned the work is not from the U.S.

a. Foreign Nationals are eligible for escorted access only and require NAVSEA approval via a special security plan. PSNS will only forward Foreign National requests if they are critical to production (i.e. technical repairs). This process adds 14 working days to the request, so plan ahead!

b.

7. The visitors/contractors are requesting vehicle access:

a. PSNS only allows the following type of vehicles access to the CIA:

· U.S. GOVT Vehicles

· Delivery Vehicles

· Contract Vehicles performing equipment/tool drop-off or a maintenance service (Must be registered to the company)

Sponsors may request a vehicle pass through Code 1122 Industrial Security, with a copy of the vehicle registration- it must have the company name listed, via MS Teams or email if access to the Teams page is not working

Rental vehicles acquired by the company must have the rental agreement in the company’s name to qualify for access.

Vehicle passes are currently picked up in B445, second floor.

*The base will inspect all contractor and delivery vehicles at the Commercial Vehicle Inspection (CVIS) station prior to base access unless given an exemption from Industrial Security.

A PSNS employee or trusted agent may escort a delivery/contract vehicle without a pass from the CVIS inspection for one-time drop off or pick up of materials only. Frequent access will require a pass.

8. My visitor/ contractor only requires base access for NAVSUP, DLA, and NEX building deliveries. Does PSNS/ Code 1122 approve those requests?

a. No. All of the above guidance is for PSNS owned areas (including detachments) and the CIA only. Non-PSNS commands and other facilities located outside detachments require installation sponsorship and approval since they are a separate entity using the BAVR system- (bavr.cnic.navy.mil). Direct specific questions about accessing those facilities to the POC at that command.

9. Does PSNS process requests for Bangor (TRF)? Are the request processes the same?

a. Access to TRF requires a request through their security office. A separate credential is also required. Direct those questions to the appropriate sponsor or TRF security: TRFB.Security.fct@navy.mil

****Secretary of the Navy, NAVSEA, PSNS, and DOD policies govern the above guidance and policies. Pass and ID clerks provide screening and access services, but are not PSNS employees. If not addressed above, questions regarding PSNS/ CIA access should be directed to Code 1122 through the PSNS sponsor or trusted agent****
