About this file

This is a Questions and Answers document for Solicitation N4523A26Q5727, addressing prospective contractors' inquiries regarding a Floating Crane Fire Suppression System Maintenance, Repair, and Re-Certification Services contract. The document clarifies key procedural and technical matters relevant to the Navy's solicitation issued by PSNS & IMF in Bremerton, WA for the Period of Performance from 17 August 2026 through 16 September 2026.

The Q&A addresses site access and walkthrough procedures, confirming that prospective contractors may conduct facility inspections at the floating crane barge machinery house, with base access requirements and a three-day processing period for visitor requests submitted via industrial security (psnsimf_code1120_industrial_security@us.navy.mil). Regarding technical documentation, the government acknowledges that component photographs and readable part/model numbers are not available in the solicitation package, but notes that system photos can be requested, original fire suppression system drawings are provided in attachments, and OEM battery information is included from the original system drawings. The document clarifies that while exact sensor models and malfunctioning unit quantities cannot be definitively determined, the basis for firm-fixed-price quoting should account for initial contractor inspection and verification of the three 100-pound CO2 cylinders, control panel components, detectors, and backup battery systems. Questions must be submitted by 12:00 PM Pacific Time on 04 August 2026, with quotes due by 9:00 AM Pacific Time on 10 August 2026 to Emily Hamilton and Amanpreet Johal at the provided Navy email addresses.

Questions and Answers for Solicitation N4523A26Q5727 – Floating Crane Fire Suppression System Maintenance, Repair, and Re-Certification Services

1. Our prospective fire-protection subcontractor would like to walk through the floating crane barge machinery house to verify the Kidde CO2 system components and prepare accurate pricing. Would a site walkthrough be permitted on Monday morning, August 3, 2026? If so, please let us know the available time, required attendee information or forms, access requirements, and the government sponsor or check-in instructions we should follow.

A site walkthrough is available. PSNS has a requirement for base access, and I have included the PSNS CIA Access Visitor and Sponder Guide, as well as the required form. If a vehicle is required, the Vehicle Request form has been added to the attachments. 3 days are required for review of visitor requests.

Industrial Security/Physical Security Information:

SPONSORS Please submit vehicle and personnel request as per instructions via psnsimf_code1120_industrial_security@us.navy.mil - if no response with 10 days please call.

1. The available package does not include component photos or part/model numbers, and a service provider needs this information to price the replacements accurately. Could you please provide photos of the system and readable data plates/model or part numbers for:

· The three existing 100-pound CO2 cylinders and hoses

· The control panel and smoke, thermal, and flame detectors

· The backup battery If those details will instead be confirmed only during the contractor’s initial inspection, please clarify the intended basis for firm-fixed-price quoting.

System photos can be requested by the prospective contractor.

Note the following constraints:

· Power was secured on the crane during photography.

· Part numbers are not visible on the physical detectors.

· The backup battery photo is blurry. I have attached a snippet of the OEM batteries called out in the system’s original drawings.

· We are currently unable to determine the exact model or quantity of the sensors that are malfunctioning.

The original fire suppression system drawings have been added to the attachments.
