The following items are applicable to this modification:

AMENDMENT 003

PPI-003

Question:

In accordance with Attachment J-1, Work item 980-90-008, paragraph 3.9.1, the crane lift for the requirements identified in paragraph 3.9 identifies that the maximum crane lift shall not exceed 2,500 pounds, whereas paragraph

3.9.3 identifies a requirement for forklift service, not to exceed 2,500 pounds.

Contractor requests clarification from the SUPERVISOR: Is paragraph 3.9.1 intended to read “25,000 pounds” vice “2,500” pounds? If so, contractor recommends modification to work specification paragraph 3.9.1 to annotate intended scope of work.

Answer:

The requirements of Paragraph 3.9 for crane and forklift services are for the (30 EA) routine lifts of piping, foundations, cabling, tools, materials, and support equipment, etc. which are not expected to exceed 2,500 pounds each lift.

PPI-004

Question:

In accordance with Attachment J-1, Work item 520-11-001, paragraph 3.7.4, Contractor is to preserve surfaces prepared in 3.6.3, prior to installation of waster sleeves, with one coat of MIL-PRF-24647 type II, at 3.0 to 5.0 mils

DFT.

There is no paragraph 3.6.3, therefore no equipment or component surfaces were prepared in accordance with that paragraph.

Contractor recommends issuing modification to work specification to correct paragraph 3.7.4 to read:

Preserve surfaces prepared in 3.7.3, prior to installation of waster sleeves, with one coat of MIL-PRF-24647 type II, at 3.0 to 5.0 mils DFT.

Answer:

Concur with contractors’ recommendation. An Errata will be issued to correct Work Item 520-11-001:

3.7.4 Preserve surfaces prepared in 3.7.3, prior to installation of waster sleeves, with one coat of MIL-PRF-24647 type II, at 3.0 to 5.0 mils DFT.

PPI-005

Question:

Attachment J-1, Work item 528-80-002 paragraph 2.2, references provided by the SUPERVISOR on 02-05-2016 still did not include RLAR 77690/DDG83/1145796

Contractor requests SUPERVISOR provide RLAR 77690/DDG83/1145796 as referenced on 2.2 of Attachment J-1, Work Item 528-80-002.

Question:

PPI-007

Question:

Attachment J-1, Work item 168-80-001 paragraph 2.2, references provided by the SUPERVISOR on 02-05-2016 provided 2.2 RLAR 77228/DDG62/1121292, however it is still password protected and cannot be reviewed.

Contractor requests SUPERVISOR provide RLAR 77228/DDG62/1121292 without password protection, or provide password so contractor can review and incorporate into proposal.

Answer:

SUPERVISOR will provide a non-password protected copy of RLAR 77228/DDG62/1121292.

PPI-008

Question:

Attachment J-1, Work item 264-90-001 paragraph 2.2, references provided by the SUPERVISOR on 02-05-2016 still did not include RLAR 85973/DDG51/1148238, or LAR 85973/DDG77/1150121.

Contractor requests SUPERVISOR provide RLAR 85973/DDG51/1148238, and LAR 85973/DDG77/1150121 as referenced on 2.2 of Attachment J-1, Work Item 264-90-001.

Answer:

Drawings were included under 85973DDG511148238 & 85973DDG771150121 respectively. SUPERVISOR has amended titles to reflect the acronyms RLAR & LAR.

PPI-009

Question:

Attachment J-1, Work item 463-80-001 paragraph 2.2, references provided by the SUPERVISOR on 02-05-2016 still did not include RLAR 76231/DDG61/1123137, or 76231/DDG64/1124508.

Contractor requests SUPERVISOR provide RLAR 76231/DDG61/1123137, or 76231/DDG64/1124508 as referenced on 2.2 of Attachment J-1, Work Item 463-80-001.

Answer:

Drawings were provided under 76231DDG611123137 & 76231DDG641124508. SUPERVISOR has amended titles to reflect the acronym RLAR.

PPI-010

Question:

Paragraph 3.2 states to accomplish preservation requirements (powder coating) for the exterior of the equipment installed in 3.1; which is the door and frame. Are the preservation requirements for the door only (not the frame) as the powder coating on the frame would be affected/altered by hot work during installation?

Is there a specific Table and Line for 009-32 for the interior surface of the doors?

Answer:

1. The preservation requirements are for the door and frame. It is anticipated that the equipment listed in 5.3 will be received already powder coated. If the equipment in 5.3 is not powder coated or powder coated the wrong color, perform the requirements of paragraph 3.2. Repair of the powder coated areas in the heat affected zone will be accomplished in accordance with General Note 62 of NAVSEA DWG 631-7026548 REV. G.

2. The interior of the door is to be covered by paragraph 3.2

PPI-011

Question:

Attachment J-1, Work item 624-11-001 paragraph 2.4, references provided by the SUPERVISOR on 02-05-2016 still did not include Planned Maintenance System, MIP Control Number 6241/002, Maintenance Requirement Card S-3, Balanced Type Non-Watertight Door 6241XN.

Contractor requests SUPERVISOR provide Planned Maintenance System, MIP Control Number 6241/002, Maintenance Requirement Card S-3, Balanced Type Non-Watertight Door 6241XN.1124508 as referenced on 2.4 of Attachment J-1, Work Item 624-11-001.

Answer:

Reference 2.4 PLANNED MAINTENANCE SYSTEM, MIP Control Number 6241/002, Maintenance Requirement Card S-3, Balanced Type Non-Watertight Door 6241XN added to the J-2 References / Tech Manuals Folder.

PPI-012

Question:

Attachment J-1, Work item 992-10-0011paragraph 2.2- NFPA Standard 30, was not provided on reference disc provided by the SUPERVISOR on 02-05-2016.

Contractor requests SUPERVISOR provide NFPA Standard 30 as referenced on work item 992-10-001 of J-1, paragraph 2.2.

PPI-013

Question:

1)Attachment J-1, Work item 980-90-008 paragraph 2.2- 262-8670352 Rev A, was not provided on reference disc provided by the SUPERVISOR on 02-05-2016.

2)Attachment J-1, Work item 980-90-008 paragraph 2.5- LAR 82710/DDG106/1155534 was not provided on reference disc provided by the SUPERVISOR on 02-05-2016.

3)Attachment J-1, Work item 980-90-008 paragraph 2.6- S9324-GY-MMA-010 Rev 5, was not provided on reference disc provided by the SUPERVISOR on 02-05-2016.

4)Attachment J-1, Work item 980-90-008 paragraph 2.7- DOD-STD-2003, was not provided on reference disc provided by the SUPERVISOR on 02-05-2016. Additionally, it is suspected that the intent of this reference was supposed to read “MIL-STD-2003”.

Recommendation:

1)Contractor requests SUPERVISOR provide 262-8670352 Rev A as referenced on work item 980-90-006 of J-1, paragraph 2.2.

2)Contractor requests SUPERVISOR provide 2.5- LAR 82710/DDG106/1155534 as referenced on work item 980- 90-006 of J-1, paragraph 2.5.

3) Contractor requests SUPERVISOR provide 2.6- S9324-GY-MMA-010 Rev 5 as referenced on work item 980-90- 006 of J-1, paragraph 2.6.

4) Contractor requests SUPERVISOR provide 2.7- DOD-STD-2003, or recommends to modify J-1, Work Item 980- 90-008 paragraph 2.7, to read “Mil-STD-2003”.

Answer:

1 and 2) All drawings for ShipAlt 82710K were included with initial solicitation in the Section J Attachments (FINAL) folder: PDF J-5.1, J-5.2, J-5.3, J-5.4, and J-5.5.

1 and 2) J-2 References/Drawings now contains a standalone folder named ShipAlt 82710K Hybrid Electric Drive for all drawings and LAR 82710/DDG106/1155534.

3) Reference 2.6- S9324-GY-MMA-010 Rev 5 added to the J-2 References/Tech Manuals folder.

4) Reference 2.7 will be changed from DOD-STD-2003 to MIL-STD-2003 when Errata is issued.

PPI-014

Question:

Attachment J-1, Work item 992-31-0011paragraph 2.2- 42 U.S.C., Resource Conversation and Recovery Act, was not provided on reference disc provided by the SUPERVISOR on 02-05-2016.

Contractor requests SUPERVISOR provide 42 U.S.C., Resource Conversation and Recovery Act as referenced on work item 992-31-001 of J-1, paragraph 2.2.

PPI-015

Question:

Attachment J-1, Work item 980-90-006 paragraph 2.3, references provided by the SUPERVISOR on 02-05-2016 still did not include RLAR 79686/DDG92/1141874.

Contractor requests SUPERVISOR provide RLAR 79686/DDG92/1141874 as referenced on work item 980-90-006 of J-1, paragraph 2.3.

Answer:

Drawing was provided under 79686DDG921141874. SUPERVISOR has amended the title to reflect the acronym

RLAR.

PPI-016

Question:

Paragraph 3.1 states to accomplish Operational Test of the Tank TLI system for equipment listed in 1.3 using 2.2 for guidance. There is a Test memo for DDG-51 Class ships that cover this requirement 59312-3-005.

Contractor recommends revision to the Work Item; to include Test Memo (59312-3-005) as a reference and performance of a pre-work and post work test using the Test Memo.

Answer:

Concur with contractor recommendation. Test Memo 59312-3-005A; will be added as a reference and to Paragraphs

3.1 and 3.11 for pre-work and post work testing by Errata.

PPI-017

Question:

Paragraph 3.6.1 states to submit one legible copy, in approved media, of a report listing the results of the requirements of 3.5 to the SUPERVISOR. .

Shouldn’t the report be for the inspection results of Paragraph 3.6 and not 3.5? If the SUPERVISOR concurs, contractor recommends issuing modification to specification to correct error as defined above.

Answer:

Concur with contractor recommendation. Paragraph 3.6.1 will be corrected by Errata to report the inspection requirements of 3.6.

PPI-018

Question:

Paragraph 3.5.1 states to submit one legible copy, in approved media, of a report listing the results of the requirements of 3.4 to the SUPERVISOR.

Shouldn’t the report be for the inspection results of Paragraph 3.5 and not 3.4? If the SUPERVISOR concurs, contractor recommends issuing modification to specification to correct specification error.

Answer:

Concur with contractor recommendation. Paragraph 3.5.1 will be corrected by Errata to report the inspection requirements of 3.5.

PPI-019

Question:

Paragraph 3.11 states to accomplish Operational Test of the equipment listed in 1.3.1 through 1.3.4, IAW Chapter 2 of 2.2. There is an Operational Test memo for DDG-51 Class ships that covers this requirement 59312-3-010A.

Contractor recommends revision to the Work Item; to include Test Memo (59312-3-010A) as a reference and performance of a pre-work and post work test using the Test Memo.

Answer:

Concur with contractor recommendation. Test Memo 59312-3-005A; will be added as a reference and to Paragraphs

3.1 and 3.11 for pre-work and post work testing by Errata.

PPI-020

Question:

Paragraph 4.1 of work specification 311-31-001 of attachment J-1 indicates that photographs are attached to the work item in NMD. There were no additional attachments provided with the work item on the J-1 file.

Contractor requests that these referenced photos be provided as indicated in note 4.1 of the work specification.

Answer:

File named: DDG 101 GTG Exhaust Diffuser pictures: added to J-2 References / Drawings Folder.

PPI-021

Question:

Paragraph 3.2.2.1 of work item 259-11-004 of attachment J-1states to Submit one legible copy, in approved transferable media, of a report listing results of the requirements of 3.3.2 to the SUPERVISOR.

Paragraph 3.3.2 does not exist in this work specification.

Contractor suspects that this is a specification error, and was intended to read: Submit one legible copy, in approved transferrable media, of a report listing the results of the requirements of 3.2.2 to the SUPERVISOR. If the SUPERVISOR concurs, the contractor recommends issuing specification change to correct the specification error.

Answer:

Concur with contractor recommendation. Paragraph 3.2.2.1 will be corrected by Errata to report the requirements of 3.2.2.

PPI-022

Question:

Paragraph 3.2.1 states to submit one legible copy, in approved transferable media, of a report listing the results of the requirements of 3.3 and 3.3.1 to the SUPERVISOR.

Paragraph 3.3 states to accomplish the requirements of 009-09 of 2.1 to accomplish weld repairs to the base collector. There is no paragraph 3.3.1.

Contractor suspects that this is a specification error, and was intended to read: Submit one legible copy, in approved transferrable media, of a report listing the results of the requirements of 3.2 to the SUPERVISOR. If the SUPERVISOR concurs, the contractor recommends issuing specification change to correct the specification error.

Answer:

Government concurs. Paragraph 3.2.1 should read:

3.2.1 Submit one legible copy, in approved transferrable media, of a report listing results of 3.2 to the

SUPERVISOR.

PPI-023

Question:

Will the pumping and cleaning required in paragraph’s 3.1 & 3.1.1 of WI 534-11-001 be covered under Cleaning and Pumping; accomplish WI 123-31-001, or should the KTR include additional cleaning of the required pipe section?

Answer:

Work Item 534-11-001 will not be covered under WI 123-31-001.

PPI-024

Question:

Paragraph 3.6.2 states to install the manhole covers removed in 3.1 in their original locations installing new gaskets and fasteners in accordance with 2.2.

Paragraph 3.1 states to protect, blank, wrap, cover, or mask equipment and openings to preclude damage and prevent entry of contaminants into gas turbine engines, uptake spaces, engine room, machinery, equipment, valves, vent systems, and other openings, prior to accomplish this repair.

There is no reference to removing manhole covers in paragraph 3.1. Contractor requests clarification from the SUPERVISOR on intent of this paragraph.

Answer:

Manhole cover is removed under Standard Item 009-23 in order to complete the requirements of this work item.

PPI-025

Question:

Paragraph 3.6.2 of work item 259-11-002 of J-1 states to install the manhole covers removed in 3.1 in their original locations installing new gaskets and fasteners in accordance with 2.2.

Paragraph 3.1 states to protect, blank, wrap, cover, or mask equipment and openings to preclude damage and prevent entry of contaminants into gas turbine engines, uptake spaces, engine room, machinery, equipment, valves, vent systems, and other openings, prior to accomplishing this repair.

There is no reference to removing manhole covers in paragraph 3.1. Contractor requests clarification from the SUPERVISOR on intent of this paragraph.

Answer:

Manhole cover is removed under Standard Item 009-23 in order to complete the requirements of this work item.

PPI-026

Question:

Paragraph 3.2 of work item 262-11-001 of Attachment J-1 tasks the contractor to accomplish the requirements of 009-09 of 2.1 for chemical cleaning of the seawater side of the equipment listed in 1.3, using 2.2 and paragraph

2.6.7.2 of 2.3 for guidance…

009-09 is not required as identified in CNRMCINST 4700.5B, Enc 1 paragraph 7.N(s)b, which excludes the seawater side.

Contractor recommends issuing modification to work item 262-11-001 of J-1 to remove the requirements of 009-09 as defined in paragraph 3.2.

Answer:

The government does not concur with contractor recommendation.

The lube oil side of the cooler will be disturbed while accomplishing the requirements of Paragraph 3.7.

CNRMCINST 4700.5B, Enclosure 1 Paragraph 7 b. (2) (a) defines the MRG L/O Cooler (oil side) as a Critical System Boundary.

PPI-027

Question:

During review of paragraph 4.1 of work item 113-11-001 of attachment J-1, contractor noted that paragraph 4.1 references that this work item is to be accomplished in conjunction with work item 593-11-002.

Attachment J-1 does not list work item 593-11-002 in the work package.

Contractor requests clarification on subject line item for scheduling and integration purposes in accordance with the requirements of NSSI 009-60 and 009-67, as well as the ERL requirements.

Answer:

Work Item 593-11-002 was deleted and rolled into 593-11-001. Work Item 113-11-001 paragraph will be revised accordingly via ERRATA.

PPI-028

Question:

Paragraph 3.5 of work item 123-11-004 of attachment J-1states to Remove existing and install new TLIs, with the follow-on sub-paragraph stating to perform calibrations on subject equipment using 2.2 for guidance.

Contractor requests clarification on subject paragraph: Are the requirements of 009-90 required to be invoked for calibration and testing of Gems Sensor TLIs? If 009-90 is required, contractor recommends modifying work specification 123-11-004 of J-1 to incorporate this requirement.

Answer Requirements of 009-90 are not required to be invoked. Utilize Reference 2.2.

PPI-029

Question:

Paragraph 3.10 of work item 123-17-002 of attachment J-1states to Remove existing and install new TLIs, with the follow-on sub-paragraph stating to perform calibrations on subject equipment using 2.2 for guidance.

Contractor requests clarification on subject paragraph: Are the requirements of 009-90 required to be invoked for calibration and testing of Gems Sensor TLIs? If 009-90 is required, contractor recommends modifying work specification 123-17-002 of J-1 to incorporate this requirement.

Answer:

Requirements of 009-90 are not required to be invoked. Utilize Reference 2.2.

PPI-030

Question:

Paragraph 3.2.2 and 3.2.3 of work item 512-11-001 of attachment J-1 task the contractor to accomplish the following:

3.2.2- Apply prime coat of MIL-PRF-23236 3.2.3- Apply top coat of MIL-PRF-24635

As no tables and lines are specified with regard to coating application, contractor requests clarification of expected Dry Film Thickness (DFT) requirements, as no further instruction is provided in 009-32 paragraph 3.6.2 and its subparagraphs

If the SUPERVISOR does not wish to specify specific criteria for DFT requirements, contractor requests concurrence to follow the manufacturer’s instructions for the coating system being applied.

Answer:

Touch up paint in accordance with Paragraph 3.6.2 of 009-32 and manufacturers F-718.

PPI-031

Question:

Paragraph 3.6 of work item 123-17-003 of attachment J-1states to Remove existing and install new TLIs, with the follow-on sub-paragraph stating to perform calibrations on subject equipment using 2.2 for guidance.

Contractor requests clarification on subject paragraph: Are the requirements of 009-90 required to be invoked for calibration and testing of Gems Sensor TLIs? If 009-90 is required, contractor recommends modifying work specification 123-17-003 of J-1 to incorporate this requirement.

Answer:

Question:

Paragraph 3.6.1 of work item 110-11-001 of attachment J-1 to accomplish the requirements of 009-12 of 2.1, including Table 2, Columns A and B, Lines One through 7.

This paragraph also carries a (G) point.

Contractor requests clarification on the intent of this (G) point as referenced to paragraph 3.6.1. As 009-12, Table 2 reads, does the SUPERVISOR wish to be notified for the (G) point at the start of the welding process, or at completion to validate line 7 only?

Answer:

The (G) checkpoint associated to Paragraph 3.6.1 will be removed by ERRATA.
