II. SCOPE OF THE WORK TASKS 1 THROUGH 4:
Task 1, Bottom Paint system restoration of hulls and Hamilton Jet drives
Current Condition: Vessels are moored in Hood Canal year round. Paint system currently on the vessel is two primer coats (Seaguard MP, Seaguard 5000HS) and two coats of antifouling (Seaguard Ablative Antifouling Coating” product number, N51R301, N15B301 and P30), by Sherwin Williams. Vessels complete paint systems were applied in 2010. Paint system was restored in 2011, 2012, 2013, and 2014.
Product: “Seaguard Ablative Antifouling Coating” product number, # P30. Paint is heavy metal free, environmentally friendly and approved by the Coast Guard and the US Navy for vessel hull applications. Comply with Mil PRF -24647E Type 1 Class 1 and 2, Grade A and B, Application 1.
Paint to be applied as per Enclosures 1, 2, and 3 and good marine paint application practices. A written inspection report of the hull condition is required for each vessel, prior to preliminary work or painting. Incidental repairs cannot be accomplished under this contract. The Material Safety Data Sheet (MSDS) will be presented to the Port Ops TPOC and SWFPAC SO/COR for the paint batch with manufacturer’s application procedures for the coating system.
The Government shall inspect paint type, and proper mil thickness prior to acceptance and payment.
Submit all inspection point photographs in JPEG format to Port Ops TPOC and SWFPAC SO/COR within 24 hours of their accomplishment, via e-mail provided in Section XVII.
Contractor shall apply the anti-foul paint system in accordance with the process steps and enclosures noted below.
1. Haul the vessel out of the water.
Inspection Point: Contact Port Ops TPOC and SWFPAC SO/COR to inspect hull and oversee photography of paint system
2. Identify areas of sea growth on transom and underbody on underwater paint system. Take close up photos no more than five (5) feet from area. Provide three (3) examples if possible. Hold ruler in the photo from an identifiable point on hull for duplication of area in following photos. NBK Port Operations will remove jet drive buckets and zinc anodes per para V.
3. Pressure wash the hull with fresh water to remove all the sea growth.
Inspection Point: Contact Port Ops TPOC and SWFPAC SO/COR to inspect hull and oversee photography of inner paint system
4. Retake photo at same area at same approximate distance after pressure washing. If other sample areas of sacrificial top coat are removed take two (2) more photos of these sample areas with ruler from known point on hull for future duplication after top coat is restored.
5. Block up the vessel to prep for painting. Set blocks as to distribute the weight evenly. If possible, avoid blocking areas of hull with sea growth to eliminate the need to shift/bump the blocks and paint under the blocked areas.
6. Mask off all areas not to be painted, including the underwater hull openings, jet drive assemblies (impellers, shaft, and hydraulic cylinders), and all the exposed hull appendages by using plastic or like material.
7. Remove residual sea growth and residual antifoul by light sanding as needed and by hand tooling around tight areas not easily accessed by the sanding. Prime areas as required. This light sanding and subsequent priming is required only on areas where significant existing bottom paint degradation is uncovered by the pressure washing in step 3. Estimated area is approximately 15 square feet.
8. Apply the first and second coat of Seaguard ablative anti foul paint as per Enclosures 1, 2, and 3 to underwater hull (including removed Hamilton Jet drives).
10. Check DFT’s (Dry Film Thicknesses) to verify the correct paint thickness per coat per the specifications in Enclosures 1, 2, and 3.
11. Contractor shall provide the SO/COR with a daily paint spec sheet w/ relative humidity, and wet & dry DFT readings for each hull painted.
12. Let the paint cure per Enclosures 1, 2, and 3.
13. If necessary, shift/bump the blocks to clean and paint under the blocked areas IAW with steps 7 through 12 above.
14. Allow the paint in the blocked areas to properly dry/cure. NBK Port Operations will reinstall the jet drive buckets and install new zinc anodes per para V.
15. Remove all the plastic/masking materials when paint is completely cured, to prep for inspection and launching.
Inspection Point: Contact Port Ops TPOC and SWFPAC SO/COR to inspect hull and oversee photography of finished paint system
16. Retake photo at same area at same approximate distance after finish coat is complete. Hold a ruler in picture from the same known point or location as previous pictures.
