CONTRACTOR QUESTION: (ONE QUESTION PER PAGE)
Is the 50 nautical mile restriction mentioned in the place of performance portion of the solicitation a definite factor for rejection if a contractor’s facilities lie approximately 10 miles outside of it?
DO NOT WRITE BELOW THIS LINE
SPEC CHG: Y/N DWG/REF CHG. Y/N RQMTS CHG: Y/N MAT'L CHG: Y/N
TECHNICAL REVIEW: SERIAL NO:
Answer:
No. Any vendor whose facilities lie approximately 10 miles outside of the 50 nautical mile limit will not be excluded from competition based on facility location alone. It is not an evaluation factor.
However, the Government seeks to keep the radius reasonably within the original guideline and requests that prospective vendor facilities be no further than 75 nautical miles from Bangor, WA.
ALL REQUESTS FOR CLARIFICATION MUST BE RECEIVED BY THE ISSUING OFFICE POC
NO LATER THAN 3 JULY 2015 AT 12:00 P.M. PACIFIC STANDARD TIME.
DATE OF REQUEST: 7/1/2015 QUESTION NO: 8
ITEM NO: TITLE: Dry Film Thickness ISSUING OFFICE POC (CODE 441):
Dennis R. Bailey, Jr.
PARA. NO: Section II PAGE NO: 2 CONTRACTOR:
Task 1.11 - One cannot have a wet DFT (a wet dry film thickness). Do you want both readings; one with a wet mil gauge and the second after drying with an electronic mil gauge? Or will a single reading, DFT, suffice with an electronic mil gauge?
TECHNICAL REVIEW: SERIAL NO:
Answer:
Single DFT w/ electronic mil gauge will suffice.
DATE OF REQUEST: 7/1/2015 QUESTION NO: 9
ITEM NO: TITLE: Fuel/Booming ISSUING OFFICE POC (CODE 441):
Dennis R. Bailey, Jr.
PARA. NO: Section II PAGE NO: 3 CONTRACTOR:
Task 3.8 - Can the government pump off the 500 gal, or close to it, after haul out as this would preclude the cost of booming the vessel in the water to transfer fuel? The booming of the vessel per Government requirements will probably cost more than the fuel is worth. Is it feasible to pump the fuel off into a tote and pump it back onto the vessel after cleaning the tanks?

SPEC CHG: Y/N DWG/REF CHG. Y/N RQMTS CHG: Y/N MAT'L CHG: Y/N
TECHNICAL REVIEW: SERIAL NO:
Answer:
Vendor will need to pump fuel off the vessel, however, it does not need to be in the water to do so (thus most likely alleviating the booming requirement). Previous vendors have conducted fuel pumping once vessel was lifted out of water. Similarly, the Government will provide fuel for refuel at conclusion of work - this has also previously been done while the vessel was out of the water.
Requirement in SOW is to dispose of fuel, as past performance has shown that the small quantity of remaining fuel pumped off the vessels was not reusable.
DATE OF REQUEST: 7/1/2015 QUESTION NO: 10
ITEM NO: TITLE: Electrical Power Requirements ISSUING OFFICE POC (CODE 441):
Dennis R. Bailey, Jr.
PARA. NO: Section VIII PAGE NO: 5 CONTRACTOR:
240 volts is usually only for single phase and III Description of Vessel calls out the electrical as being 3 phase electrical, which would imply 208 volts. If we do need 3 phase we will need to bring in a generator which is quite a price increase over 1 phase, 240 volts. Do we assume 208 volt, 3 phase?
TECHNICAL REVIEW: SERIAL NO:
Have verified w/ Port Ops that the electrical requirement is single phase, 240V.
DATE OF REQUEST: 7/2/2015 QUESTION NO: 11
