About this file

This document is a Pre-Proposal Inquiry Log related to Solicitation N4425524Q8001 for Propane Services at Naval Air Station Whidbey Island, Oak Harbor, Washington.

The key details are:

  • The incumbent contract number is N0040621P0050.
  • The government only pays for the tank, equipment rental, and delivery, with the vendor allowed to charge no more than $0.55 per gallon over the Anacortes Enterprise Rate (AER) plus a $0.49 per gallon Washington Green Energy surcharge.
  • Monitors are allowed to be placed on the tanks to automatically fill when reaching 30% capacity, but there are no tanks currently set up with dispensers for filling smaller tanks.
  • No site visit will be held, and the pre-proposal inquiry cutoff date is August 6, 2024 at 10:00 am Pacific time.
  • The Washington Climate Commitment Act surcharge is optional, and the pricing should be a fixed price based on the AER and the contractor's propane margin.
  • All tank locations are easily serviceable, and access coordination with the government representative is required for any on-site work.

"The Government only pays for tank, equipment rental, and delivery. Vendor may charge no more than $0.55 per gallon over Anacortes Enterprise Rate (AER) and shall include the Washington Green Energy per gallon surcharge of $0.49 per gallon. No other fees apply."

Please confirm if the $0.49 per gallon surcharge is part of or in addition to the stated $0.55 per gallon over Anacortes Enterprise Rate.

For example, if the surcharge is part of the $0.55, and the AER is $1.00, the maximum allowable charge would be $1.55 per gallon. However, if the surcharge is in addition to the $0.55, the maximum charge would be $2.04 per gallon.

The Washington Clean Climate Act (CCA) fee Intiated 1 January 2024 and is a optional propane service provider fee separate of the stated $0.55 per gallon Anacortes Enterprise Rate(AER). See PPI#7 for more information on the CCA initiative.

Government Generated: Is the Washington Climate Commitment Act surcharge mandatory from propane providers?

No. See Revised Attachment A - WP 1 of 1 revised and SF30 AMD001. The CCA doesn’t impose any fees on fuels, so any surcharges you’re seeing are the result of your fuel supplier’s response to the CCA. The CCA puts a price on greenhouse gas emissions, and some companies choose to pass on actual or projected costs to end users. Companies may also choose to absorb all or some costs-- the ability to pass on costs can be limited by market competition. https://ecology.wa.gov/Air- Climate/Climate-Commitment-Act

Can you please confirm that the price per gallon should be fixed, as opposed to a fixed markup over the Anacortes Enterprise rate? The Performance Work Statement mentions not marking up the price per gallon more than 0.55 over this index, however, SF 1449 mentions a fixed price.

Propane prices requested in the RFQ are to be fixed price for base and all option years. The Anacortes Enterprise Rate less the OPIS car average is provided.

Pricing submitted should be based on the AER and the contractor propane margin price. See Attachment A - WP 1 of 1 for link to assist in establishing historical fuel price trends.

We want to be 100% certain we can replace the applicable tanks and service them as well. Since these tanks have previously been serviced, we assume we will be able to do so as well. However, any confirmation (pictures or otherwise) that no modifications have been made to the area around the tanks which could hinder our ability to service them is appreciated.

All tank locations are easily serviced with a standard propane truck with hose reel. Previous service contracts also showed no issue with the locations of the tanks. All tanks are located within 30 feet of paved or improved gravel parking areas.

10 N/A N/A N/A Can you confirm approximately how close our vehicles can get to the tanks?

See response #9 above. 002

"Propane levels shall not be lower than 30% at any time."

Since propane tanks are only filled to 80%, keeping the tanks at 30% is close to having to keep them half full. The 30% level is when we ask our Will Call customers to place orders. The tanks are set up either to on a fixed or forecasted delivery schedule so fills will be made as needed.

Can the 30% requirement be removed from this bid?

No. See Attachment A - WP 1 of 1, 2.4.

This is a 'no less than' volume to ensure tanks meet mission requirements.

14 2 of 7 3 3.1 Government Generated: Do any LPG tank locations have restricted area vehicle locations.

Yes, See Attachment A - WP 1 of 1 Rev, 3.1 Tank locations table and 1.8
