This document is a Performance Work Statement (PWS) for providing propane services at Naval Air Station Whidbey Island (NASWI) in Oak Harbor, Washington. The PWS outlines the requirements for the contractor to provide and maintain liquefied petroleum gas (LPG) tanks of various sizes, as well as deliver propane to the facilities at NASWI. The estimated period of performance is four years, with one base year and three option years. The contractor must provide LPG tank certifications, coordinate all on-site work with the government, and comply with all applicable laws and regulations. Propane delivery must be made during normal business hours, Monday through Friday, and delivery tickets must be signed by the receiver and a copy provided electronically. The government will only pay for the tank, equipment rental, and propane delivery, with a maximum price of $0.55 per gallon over the Anacortes Enterprise Rate, plus any applicable Washington Climate Commitment Act (CCA) Green Energy surcharge.
