This amendment is being issued to:
1) Correct clause 252.237-7024;
2) Make changes to Attachment 1, Section C 0200000, item 2.7.1.1 Contract Security Manager and Section C 0401060, item 2.17 Management. Changes have been made in red; N44255-14-R-9021_Attachment 1_Section C_REVISED has replaced previous attachment.
3) Provide responses to the following Pre-Proposal Inquiries (PPIs):

1 RFP Section I, Page 37, paragraph (b) references a written Continuation of Essential Contractor Services plan to be provided with the proposal but references an attachment that is not included. Is this plan required? If so, please provide the referenced Attachment?
Clause 252.237-7024 has been updated.
There is no attachment to list the essential contractor services. The essential contractor services that must be continued are armed guard security and harbor patrol services.
This clause must be complied with.
2 RFP Section L.5, page 49: Please allow the use of smaller than 11pt font in tables, charts, graphics, headers and footers.
Contractor to use 11 point font for all technical information provided to the government.
3 RFP Attachment 1 0200000, Paragraph 2.5,
2.8.3 and Annex 0401060 2.1.8, 3.1: Are guards allowed to drive personal vehicle to the various posts after arming with Navy weapons page, or are they required to be transported in contractor vehicles?
Once the guard is armed they cannot utilize their personal vehicle with a GOV weapon, staff must be transported in a contractor vehicle meeting the security vehicles requirements per OPNAVINST 5530.14 series.
4 PWS 2.12.9, Annex 0401060 2.12.9, Attachment 5, J-0401060 10 Is the training requirements for the new contract different from those on the old contract?
The current RFP lists the required training for the new contract in Annex 0401060 2.12.9, Attachment 5, J-0401060 10 . There are differences between the old and new contract.
5 RFP Attachment 1 Annex 0401060, Paragraph 3.2.2.2: Please advise:
a) Whether the Government or the contractor pays for Coxswain Training?
b)When the cost of this will be negotiated or shall the bidder include it in the cost proposal submitted to this solicitation?
c)Whether all coxswains attend a single training session or whether more than one course/session will be required. If the former, who will provide harbor security?
d)Whether this requirement is to be met prior to start of contract?
e)Whether the coxswain training is a new higher requirement or that current personnel have the required certification, that is to say will the Government recognize the training certification of current coxswain and boat officers?
a)The Contractor pays for all training including all Coxswain training.
b). Bidder should include this in the cost proposal.
c). Contractor shall conduct waterborne patrols when a ship is at the pier and as required by OPNAVINST 5530.14 series, CNIC INST 5530.14 series, and CNIC
5530.5 series. Contractor will still need to provide security when a vessel is at the pier while training is conducted on other coxswains.
d) At the start of the contract the requirements must be met for OPNAVINST
5530.14 series, CNIC INST 5530.14 series, Federal, state and local laws, rules and regulations to include: 46 USC 526 Motor Boat Act, USCG Navigation Rules, and PL- 92-500 Federal Water Pollution Control Act and after the start of the contract the requirements in CNIC 5530.5 series must be met.
e) The training in CNIC 5530.5 is a new higher requirement requiring certification.
6 RFP Attachment 1 0200000 PWS, paragraph 2.8.6 Are all bidder employees required to have a Secret clearance prior to the bid submittal date? If not, can a clearance be obtained within the 30 days of phase in?
Bidders are not required to have a clearance to bid on the proposal . RFP Attachment 1 0200000 PWS, paragraph 2.8.6 requires contractors to complete and turn in the DD254 upon award of the contract, an interim facility clearance will be given after meeting all requirements. Contractor will be able to work off interim until final is given.
7 RFP Attachment 1 Annex 0401060, paragraph 2.17: Please clarify the role/roles of the Contract Security Manager (CSM) and whether it is the Government's intent to allow the CSM be effectively "triple-hatted"? We understand that the CSM may also serve as Quality Control Manager (QCM), however the reference paragraph indicates that he also serves as the day shift supervisor. Additionally. please also advise whether the CSM is a uniformed and armed position.
Attachment 1, Section C, paragraph 2.17 has been updated. Please see N44255-14-R- 9012_Attachment 1_Section C_REVISED for clarification. The CSM is not a uniformed or armed position.
8 RFP Attachment 1 0200000 PWS, paragraph 2.7.1.1 Is the CSM required to be physically present on site Monday though Friday during normal business hours or just available by phone. If it is only available by phone, we request further clarification to question 9 above as to who will fill the position of day shift supervisor.
Attachment 1, Section C, paragraph 2.17 has been updated. Please see N44255-14-R- 9012_Attachment 1_Section C_REVISED for clarification.
9 RFP Attachment 5 J-0401060-14: Please clarify the Anticipated Post Manning Summary requirement for Post 1 (Main Gate). This does not appear correct based on our understanding.
RFP Attachment 5 J-0401060-14: Post Manning Summary is correct at this time for Post 1 (Main Gate).
10 Will medical and psychological records for incumbent employees be available to the successful offeror or are they protected by HIPPA or other privacy rules? This goes phase-in planning and cost.).
Only training records will be given to new contractor.
11 RFP Attachment J-0401060-08 Please clarify whether the patch requirement is for one company shoulder patch and one NAVMAG shoulder patch, or one company patch and one US Flag?
RFP Attachment J-0401060-08 Uniform shoulder patches will be of uniform design and size with company name and logo. If only one shoulder patch is worn, it will be on the left shoulder with the only other authorized shoulder patch being the American flag.
12 RFP Attachment 1 0200000 PWS, paragraph 2.8.3: Is the contractor required to have CAC cards and NCACS or does CAC meet the requirement?
RFP Attachment 1 0200000 PWS, paragraph 2.8.3, 2.8.3.1, 2.8.1.2, 2.8.3.3: If the contractor has a CAC then the requirement is met.

16) Is the contractor required to pay overtime for the Guard mount that is included in the total hours per year?
Refer to the Collective Bargaining Agreement in section J-0200000-02, Attachment 3, in regard to Overtime.
14 What is the current weapon being used on the contract? Is this considered a weapons platform change or transition from the previous contract?
Weapons are listed under ATTACHMENT 0401060-12 WEAPONS. This is not considered a weapons platform change or transition from the previous contract.
15 Will the Government provide Safes and Clearing barrels or does the contractor have to provide those items?
Government provides gun Safes and Clearing barrels co-located for both DOD personnel and contractors to utilize.
The time and due date for proposal submission remains unchanged, 18 August 2014 at 10:00 am Pacific time.

C.2 CONTRACT TYPE
Award of this solicitation will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract.
C.3 SERVICE REQUIREMENTS
The outcomes to be achieved include all labor, management, supervision, tools, materials, equipment, facilities, transportation, and other items necessary to effectively provide armed guard and harbor patrol services. Specific requirements are stated in the attached Performance Work Statement (PWS). The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts.
C.4 NAICS CODE
The NAICS Code for this procurement is 561612, Security Guards and Patrol Services. The small business size standard is $19,000,000.00.
C.5 COMPETITION ENVIRONMENT
This procurement is available for full and open competition.
C.6 PRIOR CONTRACT INFORMATION
The contract issued as a result of this solicitation will replace contract N44255-09-D-5000, which is due to expire on 30 September 2014. The following information applies to the previous contract. C.7 PERFORMANCE WORK STATEMENT
This solicitation incorporates by attachment a Performance Work Statement (PWS) developed by using NAVFAC performance-based specifications. The PWS consists of Annexes 0100000 General Information, 0200000 Management and Administration and 0401060 Security Operations. The contractor will be required to meet the specifications in those annexes.
After award of the contract, each task order request for proposal will be issued with its own performance work statement and any applicable supporting performance requirement documents.

SECTION I - CONTRACT CLAUSES
The following have been modified:
252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)
(a) Definitions. Essential contractor service and mission-essential functions have the meanings given in the clause at 252.237-7023, Continuation of Essential Contractor Services, in this solicitation.
(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services during periods of crisis. The offeror shall--
(1) Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed;
(2) Address in the plan, at a minimum--
(i) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;
(ii) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;
(iii) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;
(iv) Any established alert and notification procedures for mobilizing identified ``essential contractor service'' personnel; and
(v) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
