(a) The purpose of this amendment is to answer some PPIs, extend the proposal due date, and upload revisions to drawing a specs.
(b). Responses to Pre-Proposal Inquiries are attached. Drawings and Specs will be uploaded to
DoD.Save
(c). All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted in response to the subject solicitation.
Question:
RFI In response to Section 31 62 16.19 Steel Pipe Piles Section 2.1.7 Testing Requirements
Is Ultrasonic testing per ASTM A53 an acceptable method based on the information provided below?
1. AWS D1.1 sec 6 is a hand held ultrasonic test that is calibrated to an IIW Block standard. This process is performed after the pipe is produced and is substantially slower than the pile production. The information gained by ultrasonically testing after the production of the pipe is of very little value to the actual production of the pipe as it relates to the quality control of the weld. Due to the duration a 100% weld test would take, the AWS D1.1 ultrasonic test is designed for statistical weld analysis i.e. 5%, 10% or 25% of the welds. By testing using AWS D1.1 it will take longer than a day to inspect each pile due to the labor involved.
2. API 5L sec. E5 describes the equipment, sample standard, reference indicators and acceptance limits of the “real time” “inline” ultrasonic test. This test is designed to find indications (flaws) that would not be acceptable for the pipes end use as it relates to the transportation of petroleum products which is pressurized. This is an ultrasonic test that is routinely performed by API monogrammed certified production facilities and not by a structural pipe production facilities.
3. ASTM A53 sec. 9 describes the equipment, sample standard, reference indicators and acceptance limits of the “real time” “inline” ultrasonic test. The test is designed to find indications (flaws) that would not be acceptable for the pipes end use as it relates to the conveyance of liquids. This is an ultrasonic test that is routinely performed by structural steel pipe producers. ASTM A53 differs from API 5L in that the calibration sample is prepared by setting up for a 1/32 x 1/32 x 2” long flaw rather that the 1/16 or 1/8” pin hole flaw used to calibrate to the API 5L requirement. This broader calibration indication is a closer resemblance of the actual flaws encountered in DSAW spiral welds. Every indication found utilizing the
API 5L ultrasonic method would also be found utilizing the ASTM A53 ultrasonic method.
Ultrasonic Testing is conducted to detect flaws and determine their magnitude so that they can be repaired. Regardless of what in-line method is used for ultrasonic testing is performed; once a flaw is detected the magnitude of that flaw will be determined by the methods of AWS D1.1. Once the magnitude is determined the repair procedure for both inline testing procedures is exactly the same and in accordance with specifications.
In summary, the current spec limits the production of the piling to API monogrammed mills and a UT handheld method that cannot be integrated into the in-line / real time structural pipe manufacturing process which is not industry standard.
It is our belief that a comparable specification in line with ASTM A53 will find the indications required to assure a structural product that will perform as an ASTM A252 grade 50 pipe pile with the additional assurances listed above. It is also our belief that every indication found utilizing the API ultrasonic method would also be found utilizing the ASTM A53 ultrasonic method. Given this additional information, will the owner consider accepting inline ultrasonic testing in accordance to ASTM A53, section 9?

The coating length for steel pipe piles is estimated per pile on sheet SW601, however, Section 31 62
16.19 2.4 COATING OF PIPE PILING states that piles should be coated to 20’ below the mudline and include a 5’ tolerance, unless noted otherwise in the drawings.
Please confirm that the coating lengths shown on SW601 are the lengths to be used for estimation purposes.

Please provide picture, dimensions, weight and model number of existing generator
Answer: See Solicitation Amendment #004, "100kW Generator Photo Collection" for several photos of inside and outside the generator. Model number for the generator is HC734A 1110kW Genset. Caterpillar serial no. 24Z02276.

Sheet Keynote 1 calls out the provision/installation of two breakers to existing Panel B.
Please provide the panel schedule for Panel B including A.I.C. rating and manufacturer.
Answer:. Assume breaker is 22kA for pricing. Field verify once project is awarded for exact breaker details.
Question – Reference: Plan Sheet EW611, Detail A2
Detail A2/EW611 calls for existing generator WFFG 1100KW to have governor and voltage regulator replaced with new units.
Please provide manufacturer part numbers for the new governor and voltage regulator that will allow closed transitions and parallel operation.
Answer: Per specification Section 26 32 13.00 paragraph 2.2.2 & 2.2.3 Contractor to select new governor and voltage regulator as required to perform the sequence of operations on the drawings and match this paticular engine.
Question –Reference: Plan Sheet EW601, EW602, EW603
Plan sheets referenced above have "Preliminary Not For Construction" stamps and the words "Under Pier
Lighting Submittal - Not For Construction - 07/12/19". Plan sheet EW602 contains power and equipment data for installation of the Waterfront Fuel Farm Switchgear and Generator. Please clarify what sheets are
"Not For Construction".

Answer: Specification Section 02 65 00, Underground Storage Tank Decommissioning, states: “The
Subsurface conditions are represented in GeoEngineers Draft report titled 'Underground Storage Tank
Pre-Decommissioning Environmental Services…”. Please provide the described report to aid in preparation of proposals.
Question - Specification Section 31 00 00 Earthwork states: “The subsoil investigation report is available to the Contractor.” Please provide the described report to aid in preparation of proposals

Specification 26 08 00 3.1a calls out tests to be performed on the generator by the start-up engineer.
Please provide specification for load bank testing.
Answer: Load bank is required to preform the test spelled out under 26 32 13.00 paragraph 3.5.2-e.
Contractor to determine the load bank to adequately preform the test specified.
Question - Reference: Plan Sheet EW602
Sheet Keynote 9 calls for contractor to pickup generator from behind Building B2001. Please provide location of Building B2001.
Answer: Generator location is shown on GW001 as building number B1056. However B1056 nameplate was from its former life and is not an offical building number anymore. Note building B2001 is at this location.

Please provide plan legend for SCADA cables.

Question - On page 12 the RFP, Section (4) Factor 4 - Safety, the requirements state that five years of safety data (EMR, DART, TRC) are to be given on Attachment E, but Attachment E only has three years
(2017, 2018, 2019) listed. Please clarify if three or five years of data is requested on Attachment E and provide an updated Attachment if necessary.

Question - Ref: Section 01 57 19. The included file with the ESA/MMPA Monitoring Plan requirements appears to be corrupt or is otherwise not readable in PDF. Please provide a clean copy of this document.

Question - Section 01 57 19 references the final Marine Mammal Monitoring Plan that will be provided to the contractor after award. Please provide the MMMP document so proposers can quantify and price the monitoring work or provide details for the types, locations, and number of monitors proposers should include as a basis for bids.

Question - The PWE (pressure washer enclosure) is shown on drawing AB111 but it is not addressed on the structural drawings. What is the foundation required for the PWE? Is it a 6” unreinforced concrete slab? Please provide details and dimensions.

Question - The Door Schedule on AB602 indicates that door number 114-3 is an “Overhead Coiling
Counter Height”. The elevations on AB302 and AB602 along with the AB101 plan view and C1/AB301 appear to show a counter. However, there is no counter detailed or specified. Is a counter required at this location? If so, is it plastic laminate, solid surface, stainless steel or some other material? If a counter is required in this location, please provide details.

Question - On CS102, Keynote 30 is called out in two locations. One is pointing to a location that is called out on drawing EB101 as a Pad Mounted Transformer. Should Keynote 29 be called out at this location instead?

Question - The Keynote hexagon on A4/AB111 is blank. Should this be keynote 2?

Question - Keynote 22 on CS101 calls out “concrete ramp (4,000 psi)”. Is any steel reinforcing required?
What is the concrete thickness? Can we assume that the concrete entry pad detail per A1/CS501 can be applied and that the ramps are 6” thick with no reinforcing?

Question - C4/AB502 shows expanded metal mesh. Expanded metal mesh is also called out by keynote
1 on elevation A2/AB404. We do not find a specification for this material. Please provide.

Question - Sheet note 3 on drawing AB101 states: “Provide 8’-0” H. ¾” painted plywood protection board at all pre-engineered exterior walls, typ”. The same note occurs on AB603. The Room Finish
Schedule on AB603 shows ¾” plywood wainscot on some but not all pre-engineered exterior walls
(rooms 108, 109, 110, 111, 112, 113 and 114). Are we correct in assuming that the Room Finish
Schedule governs?

Question - The Finish Schedule on drawing AB603 calls for high impact protection wall panel wainscot
(WP1) in rooms 104, 105 and 106. It seems odd that the Women’s Room would get wainscot but the
Men’s Room would not. Are we correct in assuming that room 103 should get WP1 and 106 should not?

Question - Aluminum guardrail is shown on top of the retaining wall per A2/SB501. We do not find a specification for this material. Please provide.
