The project drawings are divided into Volume 1 (Waterfront) and Volume 2 (VMF).
There is no guidance within the project specification, RFP, or drawings indicating what work is to be priced in these two
CLIN's.
Is all the scope shown in Volume 2 to be included in CLIN 2?
This scope includes, for example:
1. Contractor's laydown area and its associated clear and grub, and TESC measures.
2. Extension of the 2 lane road connecting the P834 project to Sturgeon Street.
If there is scope included in the Volume 2 drawing package that is to be provided in CLIN 1, please clarify the division of scope. 50

This area would need to be logged/cleared to create usable laydown space. Given the current bid date and 180 day evaluation period, award of the contract would be anticipated in March of 2021. Per spec, logging is not allowed annually from April 01 through Sept 23. This means the specified laydown area will not be available for use until after
Sept 23, 2021. Is there another staging area the Government will make available to the contractor prior to Sept 2021? 66
A temporary small staging area will be provided for this time between contract award and logging operations.
Location and size are unknown at this time.

Qualifications of Coating Contractors and Facilities requires that the coating facility be SSPC QP3 and SSPC QS1 for shop coating.
There is currently no shop in WA, OR or Idaho that has SSPC QP3 and SSPC QS1 certifications.

Therefore, there is no shop that is qualified the coat the piles in the Pacific NW for TPP Pier.
Would it be acceptable to use a coating specification for the piling similar to FY17 MCON P-834 Seawolf Class Service Pier
Bangor? There area number of facilities locally in the NW that can provide coating and inspection per the P834 spec which will be more efficient and economical for NAVFAC. 80 No, the coating shall be as specified in section 09 97 13.26.

East wall of room 114 designates wall type as B1. Is wall type for the wall that borders between room 114 and rooms
119, 120, 121, and 122 all B1?
Lid framing in rooms 120, 121, and 122 should be similar to detail C2/AB501, where 1 layer of gypsum board attaches to metal joinsts. Yes, the south wall of room 114 between rooms 119-122 and is noted as such on AB101 (see wall tag in room 121)

What are the requirements and expected duration of inspection for vessels entering the project site? 100
Security requirements are similar to all other gates on base which vehicles/vessels are subject to inspection. All personnel must be properly badged for the area. Vessel inspections typically do not exceed 1 hour not including gate openings which must be scheduled.

All Oily Waste & Sanitary Sewer piping and fittings
(risers) above trench lids shall be the same material as the carrier piping (as indicated on
Detail C1 / MW502) and fittings (of the double wall piping) below the trench lids, and the exterior surfaces of riser piping and fittings above the trench lids must be epoxy coated as specified in
Section 09 96 00 for ferrous surface coatings.

Drawing EW602 – Note 2 says to provide MV gear per 26 05 48.00 10. However, Spec section 26 05 48.00

Drawing EW602 describes generator and switchgear sequence of operation. Does that mean the MV gear is generator paralleling gear? If so it seems like the MV paralleling gear would come with the generator.
Please clarify if the MV switchgear is Government furnished. 105
Per the sequence of operations given on Sheet EW602, the medium voltage gear shall allow closed transition and extended operation in paralell with the utility. Refer to
Specification Section 26 32 13.00 20 for required upgrades to the existing generator to work with the new gear to allow closed transition and paralelling. MV gear is provided by contractor.

Section C1 on SB 301 gives foundation detail occurring at metal building column ad the window panel through grid line E.
According to SB 02 this footing is 6 ft wide and 2’-6” deep carrying a 5 inch slab on grade per C1/ SB301.
A cut, C1 /AB301 , through the same area on drawing AB103, shows details at building perimeter of A3 and A4 on AB501.
In these details the metal building wall appears to sit on a curb out board of the slab with rigid insulations sandwiched between this curb and the foundation.
Please confirm there is no curb on top of the 5 inch SOG and that rigid insulation would be placed to the exterior of the
SOG and of the footing. 182

What are the charge weights and stand-off distances for the project? Translucent Panel Spec 086045, paragraph 1.1 (last sentence) states, “Systems must meet requirements of UFC 4-010-01”. Then in paragraph 1.2, the last line item, it references the 2012 edition of the UFC 4-010-01/DOD Minimum
Antiterrorism standards for Buildings. I cannot get pricing on the translucent panels until I have this information. The blast requirements could change the bay spacing, could require stronger mullions and potentially double walled perimeter I beams. 183

Modulating gas burners carry a 40% turndown ratio, which correlates to a 32 degree max temperature rise at minimum airflow.
