About this file

This document is a Questions and Answers file for a calibration and repair services contract for Fluke Electronics issued by Norfolk Naval Shipyard. The Q&A addresses technical details about equipment calibration and repair services, including specific requirements for calibrating Molbox and Molbloc units in air and nitrogen, clarification of model numbers for test equipment like P3224PSI Deadweight Tester, and confirmation of service locations for Fluke Electronics repair facilities in Everett, WA, Phoenix, AZ, and American Fork, UT.

Key points from the Q&A include confirmation that calibration and repair services must meet NAVSEA requirements, with Fluke Electronics retained as the Original Equipment Manufacturer (OEM) with proprietary rights to calibrate and repair the test equipment. The document references an amended solicitation (N4215825QN085) for a Firm Fixed-Price, Indefinite Quantity, Indefinite Delivery (IDIQ) contract with a one-year base period and one option year. The contract will be competitively awarded using Lowest Price Technically Acceptable (LPTA) criteria for electronic and precision equipment repair and maintenance services.

Answer #1: No, calibration and repair services must be independently verified to meet all NAVSEA requirements mandated in OPNAVINST 3960.16 or authorized by special waiver by the NAVSEA 09M31 TAMS Technical Warrant Holder.
