About this file

This document is a detailed evaluation addendum for a federal contract opportunity related to commercial products and commercial services. The government intends to award a Firm Fixed Price (FFP), Indefinite Quantity, Indefinite Delivery (IDIQ) contract with a one-year base period and one-year option, utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. Offerors will be evaluated on three primary factors: (1) Price - assessed for fairness, reasonableness, and understanding of work, with total evaluated price determined by multiplying estimated quantities by unit pricing, (2) Technical Capability - rated as either acceptable or unacceptable based on a detailed technical evaluation submission, and (3) Past Performance - evaluated on relevance and recency of previous contract work within the past five years, with ratings of acceptable or unacceptable.

Key requirements include submitting a total price for work, completing the Contractor Technical Evaluation attachment, providing technical descriptions and supporting documentation, and including past performance references. The solicitation emphasizes that proposals must meet all requirements, with no tradeoffs permitted between price and non-price factors. Offerors are advised that their initial proposal should contain their best terms from both price and technical perspectives, and proposals exceeding evaluation criteria will not receive higher ratings. The government reserves the right to not award a contract if it is not in the best interest of the government.

52.212-2 Addendum Evaluation—Commercial Products and Commercial Services Nov 2021

The Government intends to award a Firm Fixed Price (FFP), Indefinite Quantity, Indefinite Delivery

(IDIQ) contract with a period of performance of one (1) base year and one (1) option year.

This requirement is being solicited as a competitive, unrestricted action (Full and Open Competition).

In accordance with FAR 15.101-2, an award will be made to the responsible offeror whose technically acceptable quote has the lowest evaluated price, representing the best value to the Government.

Offerors who fail to possess the required technical capability will not be considered for award and the other elements of their offer will not be evaluated. The Government also reserves the right to not award a contract if a contract award is not in the best interest of the Government.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price –

• The Government will evaluate the Offeror’s proposed price to determine whether it is fair, reasonable, balanced (using FAR 13.106-3[a]) and whether it reflects the Offeror’s understanding of the work and ability to perform the contract.

• The Government will multiply the estimated quantities provided in the schedule by the unit pricing proposed to determinate the estimated amount for each line item.

• The estimated amount for each line item will then be added together to determine the total estimated price which will become the evaluated price.

o Offerors will need to submit a total price for the work to be completed as well as a price for each line item listed in the Attachment 1 - Statement of Work. The

Government will evaluate offers for award purposes by adding the total price for all

Contract Line-Item Numbers (CLINS) including the base and option CLINs.

• Evaluation of options shall not obligate the Government to exercise the option(s).

ii. Technical Capability-

• TECHNICAL CAPABILITY: The Government will evaluate the offeror’s technical capability as either acceptable or unacceptable, based on their submission of

Attachment 2 – Contractor Technical Evaluation.

• Please provide a technical description of the services being quoted in sufficient detail to evaluate compliance with the requirements listed in Solicitation N4215825QN079 and

Attachment 1 - Statement of Work (SOW).

• Your submission may also include product literature, catalog descriptions, or other documents relevant to the capability/performance of the services offered.

• Evaluation of technical capability will be based on Attachment 2– Contractor Technical

Evaluation.

Adjectival Rating Description

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

• The Attachment 2– Contractor Technical Evaluation document should be completed, signed, submitted in accordance with the requirements listed in Solicitation N4215825QN079.

iii. Past Performance

• The Government will assess the degree of confidence it has in each offeror’s ability to perform the services described in Attachment 1 - Statement of Work (SOW) based on the offeror’s demonstrated record of past performance.

• That degree of confidence will be assessed based on the relevance of the offeror’s past performance and the recency of that past performance.

• Relevance is determined by those aspects of an Offerors history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the

Offeror will successfully satisfy the current requirement.

• Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information. Per

Addendum to FAR 52.212-1, Offerors shall provide Past Performance references from the past five (5) years.

• In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR

15.305 [a][2][iv]). Therefore, the offeror shall be determined to have unknown past performance.

Adjectival Rating Description

Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (see note above).

Unacceptable Based on the offeror’s performance record, the

Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the

Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Proposals that exceed the evaluation criteria will not receive higher ratings. If an offeror fails to meet all solicitation requirements, the Government may not make an award to that offeror. The LPTA source selection process does not permit tradeoffs between price and non-price factors.

The offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint.
