Request for Information (RFI) Question
No. Question Government Response
05 Do you require any new 670/671 area codes for the new numbers?
All current and subsequently provisioned telephone numbers will be prefixed with the 671 area code, consistent with our existing numbering plan.
Regarding cellular coverage in the designated command buildings. Given the suspense date, which is 0400, Friday March 20th, it would be practically impossible for the offeror to provide a site walk in each building to determine coverage.
Can you advise if the local MNOs already have these buildings covered? Since Guam, CNMI, FSM and Yap are not considered to be “local” carriers for the US based MNOs, we would be using the local providers network to provide coverage.
For the most accurate and up-to-date confirmation on building coverage, verify directly with the local Mobile Network Operators (MNOs). They have access to detailed, real-time network data and can provide the definitive answer on service availability at those specific locations.
07 Can you please confirm the incumbent provider, and/or provide the current task order?
Current service provided under Blanket Purchase Agreement (BPA) N4019221A4000 Task Order (TO) N4019225F0126 contracted to Docomo Pacific Inc.
May we kindly request a map, PIN drop locations, or the corresponding latitude and longitude coordinates for the locations listed in Section 4.2.2?
This solicitation does not furnish specific geodetic coordinates for the facilities identified within Section
4.2.2. The listed facilities and addresses constitute the
minimum set of locations where reliable voice and data services are mandated.
A critical performance parameter of this requirement is ensuring uninterrupted service continuity for government personnel across the entire operational mailto:rheka.s.yamamotorampey.civ@us.navy.mil mailto:roanna.k.peredo.civ@us.navy.mil
RFQ N4019226Q4003: Mobile Wireless/Cellular Devices and Services for Naval Facilities Engineering Systems Command (NAVFAC) Marianas, Guam area (i.e., island-wide), accommodating the transient nature of project sites and field deployments.
Accordingly, the offeror shall be required to submit, as part of their proposal, a cartographic depiction of their network's coverage area for the Government's evaluation and verification.
Could the Performance Work Statement (Pages 3–
10) be updated to include the ELINs for all device and service requirements across each CLIN for both the Base Year and Option Years?
This solicitation is a new requirement. The PWS will not be amended to include Exhibit Line Item Numbers (ELINs). Offerors must structure their proposals to price each descriptive device and service line item as detailed in the requirements tables for CLIN 0001 (Base Period), CLIN 0002 (Option Year 1), and CLIN 0003 (Option Year 2) found in Section
4.1 of the PWS.
The Performance Work Statement (PWS) and CLINs, as written, provide the necessary information for a complete proposal requested for this solicitation.
