Required deliverables include full-featured smartphones (minimum 128 GB storage, 5G/4G LTE, IP68 rating, FIPS 140-2/3 encryption), basic cellular devices (4G/LTE, IP68 rated, MIL-STD-810H certified), and internet hotspots (5G/4G LTE, Wi-Fi 6, user-replaceable batteries). Service plans must include CONUS Voice/SMS/Data (50 GB high-speed data, 15 GB hotspot data), Global Voice/SMS/Data (20 GB international roaming data including Japan, Korea, Philippines, Palau, FSM, and Canada), and Unlimited Local Guam/CNMI Services with 25 GB hotspot data. Coverage must be "Good" quality across Guam, CNMI, and remote locations, with specific in-building coverage required at nine named facilities. The contractor must deliver in-stock devices within two business days, process service changes within three business days, and maintain 24/7 customer service availability from 7:00 a.m. to 5:00 p.m. Chamorro Standard Time Monday through Friday. Invoicing must occur monthly via the Defense Finance Accounting System (DFAS) Wide Area Workflow (WAWF) by the 16th business day with detailed Excel backup files. The contractor shall provide a Quality Control Plan within 10 business days of award and monthly usage and billing reports, quarterly zero-usage reports, and ad hoc reports as requested. Performance standards include 95% on-time device delivery, 100% invoice timeliness with no more than 5% line-item errors, no more than two widespread service outages per quarter, and 95% service change completion within required timeframes. All devices must be new, Trade Agreements Act compliant, carrier-unlocked, and compatible with Government Mobile Device Management systems. PERFORMANCE WORK STATEMENT
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND MARIANAS, GUAM
N4019226Q4003 Mobile Wireless/Cellular Devices and Services Fiscal Year 2026
1.0 Introduction and Background
1.1 Background: The Naval Facilities Engineering Systems Command, Marianas (NAVFAC SYSCOM MAR) provides critical engineering, construction, and facility management services to U.S. Navy, Marine Corps, and other joint forces operating in the Indo-Pacific region. This Performance Work Statement (PWS) is for mobile wireless and cellular telecommunication solutions to support official, mission-essential duties for military, U.S.
civilian, and designated contractor personnel across the NAVFAC Marianas Area of Operations (AO), which includes but is not limited to Guam, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), Palau, and Yap. The unique geographic dispersal and strategic importance of this region demand robust and resilient communication capabilities.
1.2 Objective: The primary objective is to acquire secure, reliable, and technologically current wireless devices and services to ensure mission-critical connectivity for data, voice, and text communications. The solution must support personnel operating in diverse environments, from local office settings to remote field locations and international travel within the Continental United States (CONUS) and globally. This PWS establishes the performance-based requirements to ensure the contractor's solution maintains command and control, supports daily administrative functions, and provides surge capacity for contingency operations.
1.3 Scope: The contractor shall provide all necessary resources, including but not limited to labor, management, supervision, tools, materials, equipment, and transportation, to fulfill the requirements outlined herein. The scope encompasses the provision and management of cellular services (voice, data, text), the supply and lifecycle management of mobile devices (e.g., smartphones, tablets, Mi-Fi hotspots), support for network infrastructure, and enterprise mobility management integration. This is a performance-based contract where the contractor is responsible for the results, not the method of performance.
2.0 Task Order Period of Performance, CLINS, and CLIN Amounts
The services for the base period shall begin 22 APR 2026 including delivery of any new equipment, and shall end on 21 APR 2027; Duration: 12 Months; CLIN#0001
In addition, to above, option period information is as follows:
Option Period 1: Begin 22 APR 2027 End: 21 APR 2028; Duration: 12 months; CLIN# 0002 Option Period 2: Begin 22 APR 2028 End: 21 APR 2029; Duration: 12 months; CLIN# 0003
3.0 General Requirements:
3.1 Service Line Elasticity and Scalability:
The Government’s requirement for the total number of wireless service lines is elastic and expected to fluctuate throughout the period of performance. These fluctuations are anticipated due to evolving mission requirements, personnel adjustments, and command restructuring events (such as the Joint Region Marianas Shore C2 transition and absorption of the OICC MCM command).
Adjustment of Services: The Contractor shall accommodate all Government-directed additions and deactivations of service lines within three (3) business days of receiving formal direction from the Contracting Officer) or a duly appointed Contracting Officer’s Representative (COR).
Invoicing: Adjustments to the total service line count shall be reflected on the subsequent monthly invoice. Additions will be pro-rated for the billing period in which they were activated. Deactivations will be credited for the portion of the billing period after service was terminated. The price for all adjusted lines will be based on the established per-line contract price.
3.2 Future Initiatives and Growth:
The Government reserves the right to modify the scope of this contract to incorporate advancements in technology, changes in Government policy, or evolving mission requirements.
• Scope of Modifications: Such modifications may include, but are not limited to, Introducing new device types or technologies (e.g., next-generation smartphones, new satellite interfaces, future radio access networks), adding or reconfiguring service and data plans, or deleting plans to align with current market trends and usage patterns.
• Implementation of Changes: Upon notification from the Contracting Officer of a new or changed requirement, the Contractor shall provide a technical and pricing proposal to meet the Government’s needs. The final implementation shall be authorized via a formal contract modification.
• Pricing Principles: Pricing for new or upgraded services shall be negotiated based on fair and reasonable market rates, consistent with the contract’s pricing structure. The deletion of services or devices from any plan shall result in a corresponding equitable reduction in the contract price. No modification under this clause shall alter the pricing or terms of existing, unchanged contract line items.
3.3 Test Devices
Service Enabling Devices (SEDs) under this PWS is defined as mobile devices bundled with voice and data service plans. Upon request, Contractor shall provide a SED for testing purposes, to allow an evaluation of coverage prior to contract order award to ensure coverage capability. Test devices, to include shipping to/from the Government facility and temporary services, shall be at no charge to the Government.
4.0 Specific Tasks and Technical Requirements
4.1 Schedule of Requirements:
The Contractor shall provide the devices and services as detailed in the tables below. These tables represent the estimated requirements for the Base Period and each Option Year. Note to Offeror: The quantities and services listed are for the full term of each period unless a shorter duration is specified.

4.2 Coverage Requirements:
4.2.1 Geographic Coverage: The contractor's network shall provide, at a minimum, "Good" voice and data coverage across the entirety of Guam and the Commonwealth of the Northern Mariana Islands (CNMI), including all major transportation corridors and populated areas. For services designated as Continental United States (CONUS) or Global, the network must provide coverage and performance equivalent to that of major national and international carriers, with seamless roaming capabilities.
Coverage must also be validated for remote locations including, but not limited to, Palau, the Federated States of Micronesia (FSM), and Yap. The Government defines "Good" coverage as the ability to consistently maintain a connection for voice calls and achieve data throughput sufficient for standard business applications (e.g., email, web browsing, and enterprise applications) without significant interruption or degradation.
4.2.2 In-Building Coverage: The contractor shall ensure reliable in-building cellular coverage for all key NAVFAC Marianas facilities. Many of these facilities are constructed of reinforced concrete, which can impede cellular signals. The contractor's solution must effectively penetrate these structures to provide consistent service. At a minimum, reliable voice and data services must be available within the following locations:
• NAVFAC Marianas Headquarters, Buildings 205 and 200, Halsey Drive, Piti, 96915
• NCTS Buildings 228, 155, 450, & 337 Racquet Rd, Dededo, 96929
• Apra Heights Building 4175, Pedro LG Roberto Drive, Santa Rita, 96915
• Naval Base Guam, Buildings 103, 372, 100, 4918, Marine Corps. Drive, Santa Rita, 96915
• Naval Base Guam, Building 3190 Sumay Drive, Santa Rita, 96915
• PWD Marianas, Saipan Operations Center, CNMI

4.2.3 Coverage Maps: As part of their proposal, Offerors shall provide detailed, current coverage maps for Guam and CNMI. These maps must use industry-standard signal strength indicators (e.g., Reference Signal Received Power (RSRP) in dBm for LTE/5G) and clearly delineate the expected service levels (e.g., 5G, 4G/LTE) for both outdoor and the specific in-building locations listed in Section 4.2.2.
For CONUS and Global plans, Offerors must provide documentation outlining their roaming partnerships and coverage availability in key international locations relevant to DoD operations.
4.3 Device and Hardware Requirements:
The contractor shall be responsible for the sourcing, provision, and lifecycle management of all mobile devices required under this contract. All hardware must be new, provided in its original unopened packaging, be unlocked for any carrier, and must be Trade Agreements Act (TAA) compliant.
4.3.1 Device Types: The contractor shall provide devices from the following categories upon Government request:
• A. Full-featured Smartphones: These are the standard devices for most personnel, intended for robust data, voice, and application use. Devices must be from the manufacturer's latest-generation flagship or enterprise-grade product line (e.g., Apple iPhone Pro series, Samsung Galaxy S series).
• B. Cellular (Non-Smartphone) Devices: Basic-feature "talk and text" devices for users with zero data requirements. These prioritize durability and long battery life for voice-centric communication
• C. Internet Hotspots (Mi-Fi): Portable, battery-powered devices designed to provide 5G/LTE data connectivity to multiple Wi-Fi enabled devices (such as laptops and tablets) in the field.
4.3.2 Smartphone Minimum Specifications: All smartphones provided under this contract must meet or exceed the following technical and security specifications:
• A. Operating System (OS): The device must support the latest publicly available version of its operating system (e.g., Apple iOS, Google Android) at the time of the Government's order. The OS must be a standard, unmodified commercial version.
• B. Security Update Lifecycle: The device manufacturer must guarantee a minimum of five (5) years of security updates and at least three (3) major OS version upgrades from the device's commercial release date to ensure long-term security and viability.
• C. Enterprise Management & Enrollment: Devices must be fully compatible with Government-mandated Mobile Device Management (MDM) / Unified Endpoint Management (UEM) solutions. They must support zero-touch enrollment capabilities (i.e., be eligible for inclusion in Apple Business Manager or Android Zero-Touch Enrollment programs) to allow for automated, out-of-the-box policy enforcement.
• D. Core Hardware:
Storage: Minimum 128 GB of internal flash storage.
Cellular/Wireless: 5G and 4G/LTE radios supporting all necessary frequency bands for reliable local, CONUS, and global roaming. Must include Wi-Fi 6 (802.11ax) and Bluetooth 5.2 or newer.
Positioning: Integrated multi-constellation Global Navigation Satellite System (GNSS) receiver supporting, at a minimum, Global Positioning System (GPS), Global Navigation Satellite System (GLONASS), and Galileo.
Durability: Minimum Ingress Protection rating of IP68 for water and dust resistance.
• E. Security Hardware:
Encryption: Must feature hardware-based, always-on data-at-rest encryption utilizing a Federal Information Processing Standard (FIPS) 140-2/3 validated cryptographic module.
Authentication: Must support biometric authentication (e.g., fingerprint or facial recognition) that meets government security standards.
Compliance: Devices must be listed on the Department of Defense Information Network Approved Products List (DoDIN APL) or demonstrably meet all technical and security requirements for approval.
• F. Battery: The internal battery must be capable of supporting a full business day of active use, defined as at least 10 hours of mixed-use activity (voice calls, data browsing, and application usage), without requiring an interim charge.
4.3.3 Basic Cellular (Non-smartphone) Device Minimum Specifications: These devices are intended for users who require highly reliable, voice- and text-centric communication with an emphasis on extreme durability, extended battery life, and operational simplicity. They serve as a crucial tool for personnel in field conditions or for roles where data access is not required. All devices in this category must meet or exceed the following specifications:
• A. Core Functionality:
Network: Must support 4G/LTE and Voice over LTE (VoLTE) to ensure long-term network compatibility as legacy 2G/3G networks are decommissioned.
Services: Primary function must be for high-definition (HD) voice calls and SMS/MMS messaging.
SIM: Must use a standard SIM card format compatible with the contractor's network.
• B. Durability and Ruggedization:
Ingress Protection: Minimum Ingress Protection rating of IP68, certifying it as dust-tight and protected from water immersion.
Military Standard: Must be certified to meet or exceed MIL-STD-810H standards for durability, including protection against drops, shock, vibration, and extreme temperatures.
• C. Battery Performance:
Talk Time: Must provide a minimum of 8 hours of continuous talk time on a single charge.
Standby Time: Must provide a minimum of 10 days of standby time on a single charge.
Charging: Must use a standard charging interface (e.g., USB-C).
• D. Hardware and Usability:
Keypad: Must feature a physical, tactile keypad designed for ease of use, including with gloved hands.
Display: The display must be non-touch and optimized for readability in direct sunlight.
Audio: The device must include a powerful speakerphone capable of producing clear audio in noisy environments.
From Factor: Must be of a rugged, non-folding "candy bar" or "flip phone" design.
• E. Security and Compliance:
TAA Compliance: The device must be Trade Agreements Act (TAA) compliant.
Carrier Lock: The device must be provided carrier-unlocked.
Management: While not requiring MDM, the contractor must provide the
International Mobile Equipment Identity (IMEI) of each device to the Government for inventory and asset management purposes.
• F. Battery: The internal battery must be capable of supporting a full business day of active use, defined as at least 10 hours of mixed-use activity (voice calls, data browsing, and application usage), without requiring an interim charge.
4.3.4 Internet Hotspot (Mi-Fi) Minimum Specifications: These devices are self-contained, portable routers that provide multi-user Wi-Fi access by leveraging the cellular data network.
They are essential for enabling team connectivity in field environments, mobile command posts, and areas where direct Wi-Fi is unavailable. All hotspots must be ruggedized for field use and meet or exceed the following specifications:
• A. Core Functionality and Performance:
Network Generation: Must support 5G cellular networks with full backward compatibility for 4G/LTE to ensure the highest possible data throughput.
Wi-Fi Standard: Must be capable of generating a Wi-Fi network that meets the Wi-Fi 6 (802.11ax) standard, supporting both 2.4 GHz and 5 GHz bands simultaneously.
Simultaneous Connections: Must support a minimum of 15 simultaneous Wi-Fi connections without significant performance degradation.
• B. Connectivity and Ports:
Ethernet Port: Must include at least one (1) physical RJ-45 Ethernet port to allow for a direct, wired connection to a laptop or switch.
Charging Port: Must utilize a USB-C port for charging and data tethering.
SIM: Must use a standard SIM card format compatible with the contractor's network and allow for easy swapping by the user.
• C. Battery Performance:
Active Use Duration: The internal battery must provide a minimum of 10 hours of continuous operation while actively serving at least two connected devices.
Standby Time: Must provide a minimum of 24 hours of standby time on a single charge.
User-Replaceable Battery: The device must have a user-replaceable battery design, allowing for extended field use with spare batteries.
• D. Usability and Management:
On-Device Display: Must feature an integrated display (e.g., LCD or
OLED screen) that provides at-a-glance status information, including cellular signal strength, battery life, current data usage, and the Wi-Fi network name (SSID).
Web Interface: Must provide an intuitive, browser-based administrative interface for device configuration, including changing Wi-Fi passwords, viewing connected devices, and managing network settings.
• E. Security and Compliance:
Wi-Fi Security: Must support, at a minimum, the Wi-Fi Protected Access
(WPA)3 encryption standard for network security. The administrative interface password must be unique to each device and require the user to change it upon first login.
Network Features: Must support Virtual Private Network (VPN) Passthrough and the ability to hide the Service Set Identifier (SID) broadcast.
Compliance: The device must be Trade Agreements Act (TAA) compliant and provided carrier-unlocked. The IMEI for each device must be provided to the Government for inventory management.
Durability: Minimum Ingress Protection rating of IP54 for dust and water spray resistance.
4.4 Cellular Service Requirements:
The contractor shall provide and manage a portfolio of cellular service plans designed to meet the diverse operational needs of NAVFAC Marianas personnel. The Government will assign users to a specific plan based on their role and anticipated travel requirements. All plans must be provisioned on a network that meets the coverage requirements outlined in Section 4.2.
4.4.1 CONUS Voice, SMS, and Data Services: This plan is designed for users based in Guam/CNMI who travel frequently to the Continental United States.
• Voice & SMS: Shall include unlimited standard voice calls and SMS/MMS messaging within and between the United States (including Guam, CNMI, and Puerto Rico).
• High-Speed Data: Shall include a minimum of 50 GB of premium high-speed data per month.
Data usage beyond this threshold may be deprioritized but shall not be throttled to a speed less than 1.5 Mbps for the remainder of the billing cycle.
• Mobile Hotspot/Tethering: Shall include a minimum of 15 GB of high-speed data for use as a mobile hotspot, which is separate from the primary device data allowance.
• Roaming: There shall be no roaming fees for service used in Guam or CNMI; it must be treated as part of the native domestic network.
4.4.2 Global Voice, SMS, and Data Services: This premium plan is for designated personnel who require reliable communications during international travel, particularly within the INDOPACOM Area of Responsibility.
• Domestic Service: Must include all features of the CONUS plan (4.4.1) as its baseline for use within the United States, Guam, and CNMI.
• Global Data: Shall include a minimum of 20 GB of high-speed roaming data per month for use in designated international countries. Offerors must provide a list of all included countries, which must include Japan, the Republic of Korea, the Philippines, Palau, and the Federated States of Micronesia (FSM), and Canada.
• Global Voice & SMS: Shall include unlimited SMS/MMS messaging to/from all designated international countries. Voice calls made from a designated country back to the U.S. (including Guam) or within the visited country shall be included at no additional charge.
• Mobile Hotspot/Tethering: The international high-speed data allowance must be fully available for use via mobile hotspot/tethering.
4.4.3 Unlimited Local Area (Guam/CNMI) Services: This is the standard service plan for the majority of personnel who operate exclusively within Guam and the Commonwealth of the Northern Mariana Islands.
• Voice & SMS: Shall include unlimited voice calls and SMS/MMS messaging within and between Guam and the CNMI.
• High-Speed Data: Shall include unlimited high-speed data for on-device usage. Any network management or deprioritization threshold must be clearly stated and may not be less than 75 GB per billing cycle.
• Mobile Hotspot/Tethering: Shall include a minimum of 25 GB of high-speed data for use as a mobile hotspot.
• Roaming: This plan does not include CONUS or international roaming.
4.4.4 Data-Only Services (Tablets/Smart Devices): These plans are for devices that require only a cellular data connection, such as tablets and Mi-Fi hotspots, and do not require voice or SMS services.
• Tiered Plans: The contractor must offer, at a minimum, three distinct monthly data plan tiers: 15 GB, 50 GB, and 100 GB. The Government reserves the right to request custom or higher-volume plans as needed.
• Data Pooling: The contractor’s solution must allow the Government to pool the data allowances from all lines provisioned under this data-only service category. The total data usage from all devices will be calculated against the total data pool from all plans, with overage charges only applying if the aggregate pool is exceeded.
• No Throttling: There shall be no throttling or deprioritization of data speeds on these plans. The Government is purchasing a specific allotment of high-speed data.
• Roaming Options: The contractor must offer Global and CONUS roaming add-ons for these data-only plans, with features and country inclusions mirroring those in sections 4.4.1 and 4.4.2.
4.5 Contingency Communication Capability (CCC) – Emergency Service Description: Defined by the government as the vendor’s ability to respond and provide services during emergency or disaster situations, where communication networks are adversely impacted and/or disruption of wireless service occurs. The following capabilities are required:
(1) A dedicated crisis phone number
(2) A live support line for assistance 24/7
(3) Deploy temporary mobile cellular sites as requested
(4) Provide Wireless Priority Service (WPS) to all devices
(5) An emergency response process plan
All Wireless Devices and Services (WDSs) will be capable of receiving emergency texts, and these texts will be provided at no charge. The vendor will have available a minimum of bundled units of either 10 Smartphones or other ready-to-use wireless voice communication devices and provide the capability to issue them within 24-hour notice during local and or national emergencies.
5.0 Security Requirements
5.1 Compliance: The contractor’s network and network and products must comply with DoD Directive 8100.2, Federal Information Processing Standard (FIPS) Publication 140-2,and Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIG).
5.2 Network Approved Devices: All devices must be National Information Assurance Partnership (NIAP) certified and meet DISA requirements for Department of Defense Information Network (DoDIN) connection.
• DON Network Approved Devices: DoN may require devices that communicate with Government network systems that shall be DISA certified. All mobile data devices and hardware shall be approved for use on the network and meet the respective Federal Certification Standards.
• Other Federal Government Network Approved Devices: All mobile devices shall meet all requirements of the NIAP Mobile Device Fundamentals V3.3, or its successor, and must be DISA certified for connection to the Department of Defense Information Network (DoDIN).
Contractors are responsible for working with the Government to understand and document each Agency’s network approved device and product compliance approved standards.
5.3 Security Breach Reporting: The Vendor must report any breach, or incident reasonably believed to have been a breach, which may have exposed Government data to NAVFAC SYSCOM MAR. Vendor would contact the NAVFAC Cybersecurity Office upon discovery (nfm-issm@us.navy.mil or 671-339-2364). Reasonable belief that a breach has occurred arises when someone has received unauthorized access to data (including, but not limited to: non-public mail / e-mail to an unauthorized person, incorrect network access settings which are reasonably believed to have resulted in intrusion, inadvertent posting of information in electronic format or other non-hacking incidents); Data acquisition has occurred (including, but not limited to, lost or stolen electronic equipment including laptops, desktop computers, storage media);
Hacking (to be defined as a successful intrusion of computer systems via the network where it is indicated that Government data may have been downloaded, copied or otherwise accessed). Any other unauthorized/inappropriate access of Government data stored by the Vendor in any form.
Access to the network, which could create a denial or degradation of service of DoD capabilities (e.g., spam or traffic overload). The Vendor must report any known or discovered security vulnerabilities which have the potential to compromise the confidentiality, or integrity of data resident on, transmitted or received by cellular devices, and any peripherals, firmware, or software related to these devices provided to the Government by the Vendor immediately upon discovery, but no later than 24 hours following discovery.
6.0 Program Management and Operations
The contractor shall establish and maintain a clear management structure to ensure all aspects of this PWS are met. This includes providing qualified personnel, transparent processes, and responsive support for the entire period of performance.
6.1 Program Management:
• A. Key Personnel: The contractor shall designate a dedicated Program Manager (PM) who will serve as the Government's primary point of contact for all contractual matters.
The PM must be fluent in English, possess the authority to make binding commitments on behalf of the contractor, and have a minimum of five (5) years of experience managing telecommunications contracts of similar size and scope.
• B. Alternate POC: An alternate PM with equivalent authority and qualifications shall be designated to act in the absence of the primary PM, ensuring continuous, uninterrupted support.
• C. Contact Information: The names and 24/7 contact information (phone and email) for the PM and alternate shall be provided to the Contracting Officer's Representative (COR) within five (5) business days of contract award.
6.2 Customer Service:
• A. Availability: The contractor shall provide a dedicated Customer Service
Representative (CSR) team familiar with the terms and conditions of this contract. CSRs shall be available, at a minimum, from 7:00 am to 5:00 pm Chamorro Standard Time (CHST), Monday through Friday, excluding federal holidays.
• B. Scope of Support: The CSR team must be empowered to handle service activations/deactivations, technical troubleshooting, billing inquiries, and general support questions.
• C. Contact Methods: A toll-free telephone number and a dedicated email address for customer support must be provided.
6.3 Ordering and Delivery:
• A. Ordering Process: All orders for new devices or services will be initiated via email from the COR or a designated Government representative to the contractor's PM.
• B. Delivery Timeline: Equipment delivery for all in-stock items must occur within one
(2) business days of the contractor's order acceptance. The contractor shall provide an estimated delivery date for any back-ordered items within 24 hours of receiving the order.
• C. Delivery Location & Costs: All equipment shall be delivered directly to the Command Shipping Address specified in Section 10.2. The contractor shall be responsible for all shipping, handling, and insurance costs. These costs shall be incorporated into the fixed price of the device and shall not be billed as a separate line item.
6.4 Service Changes and Porting:
• A. Service Adjustments: The contractor shall process requests for service activations, deactivations, and plan changes within three (3) business days of receiving a formal request from the COR. Invoicing for such changes shall be prorated to the effective date of the change.
• B. Number Porting: The contractor shall manage the porting of existing Government telephone numbers from the incumbent carrier. The contractor is responsible for coordinating the entire process to ensure a seamless transition with no loss of service.
• C. No Additional Fees: The contractor shall bear all costs associated with service changes. No fees for activation, deactivation, number porting, or plan modification shall be charged to the Government at any time.
6.5 Problem Resolution:
• A. Resolution Plan: The contractor shall provide a formal Problem Resolution Plan as part of their Quality Control Plan (See Section 9.1).
• B. Escalation Procedures: This plan must detail a tiered support structure with clearly defined escalation procedures, including specific Points of Contact (POCs) at each level, from initial CSR to senior management.
• C. Response Times: The plan must define target response and resolution times. At a minimum, critical issues (e.g., service outages affecting multiple users) must be acknowledged within one (1) hour and a formal resolution plan provided within four (4) hours.
7.0 Invoicing and Payment
The contractor shall adhere to a strict, detailed, and transparent invoicing process to ensure accuracy, facilitate timely payment, and support Government auditing requirements. All invoices must be verifiable against the contractor's own detailed usage reports.
7.1 Invoice Submission:
• A. Submission System: The sole and exclusive method for invoice submission shall be the Defense Finance Accounting System (DFAS) payment system: Wide Area Workflow (WAWF). Invoices submitted via any other means, including paper mail or email, are not permissible and will be rejected without action.
• B. Submission Timeline: Invoices shall be submitted on a monthly basis for services rendered in the preceding month. A complete and accurate invoice must be submitted in WAWF no later than the 16th business day of each month.
• C. Invoice Completeness: Payment is contingent upon the receipt of a complete invoice package, which consists of both the WAWF submission and the corresponding detailed data file as described in Section 7.2.
7.2 Invoice Format and Data Requirements:
User invoices shall be made available online and accessible on Contractor commercially available website.
• Detailed Data File: Alongside the WAWF submission, the contractor shall email a detailed invoice backup file in Microsoft Excel (.XLSX) format to the designated COR and Funding POC. This file must provide a line-item accounting for every single service line.
• Minimum Data Fields: Invoice reports shall contain the following, at a minimum:
• Billing Account Number
• User name/Government-Assigned Identifier
• Service Line Number (Phone Number or Device IMEI)
• Service Plan Name (e.g., "Global Voice/Data")
• Monthly Recurring Charge (MRC)
• Itemized Usage-Based Charges (e.g. data overages)
• Itemized International Roaming Charges (if applicable)
• Itemized Surcharges, Taxes, and Fees
• Applicable Credits or Prorated Adjustments
• Total Charge for the individual service line.
7.3 Invoice Disputes:
• A. Dispute Notification: The Government COR reserves the right to dispute any charge and will notify the contractor's designated billing POC in writing of the specific items being disputed.
• B. Partial Payment: The Government will process payment for all undisputed portions of an invoice in accordance with the Prompt Payment Act.
• C. Forfeiture of Unresolved Charges: If a disputed charge is not resolved to the Government's satisfaction within 90 calendar days from the date of the initial written dispute notification, the charge shall be irrevocably deemed void. The Government will have no liability for payment, and the contractor shall forfeit any claim to the disputed amount.
• D. Billing Support: The contractor must provide a toll-free number for billing inquiries, staffed by representatives empowered to investigate and resolve issues related to this contract.
7.4 Right to Reject: The Government reserves the right to reject any invoice, at its sole discretion, that is found to be inaccurate, incomplete, or non-compliant with the format mandated by this PWS and Attachment [3]. If an invoice is rejected, the contractor will be formally notified of the deficiencies. The payment processing period will not begin until a corrected, complete, and compliant invoice is successfully submitted and accepted in WAWF.
8.0 Deliverables and Reporting
The contractor shall provide a suite of detailed reports to give the Government comprehensive oversight of all services, expenditures, and inventory provided under this contract. These reports are material deliverables and are essential for contract administration and payment verification.

8.2 Deliverable Details
8.2.1 Quality Control Plan (QCP): The contractor shall provide a comprehensive QCP detailing the internal processes and controls they will use to ensure the requirements of this PWS are met.
The QCP must include, at a minimum, the Problem Resolution Plan with defined escalation procedures as described in Section 6.5.
8.2.2 Monthly Usage & Billing Report: This is the primary recurring report and must correspond directly to the monthly invoice. It shall be provided in a manipulatable Microsoft Excel (XLSX) format. The report must be broken down by individual service line and contain two levels of detail:
• Level 1 (Overall Summary): A summary worksheet showing the total billing data for the entire task order, including aggregate costs, total lines of service, and total usage.
• Level 2 (Detailed Breakdown): A detailed worksheet where each row represents a single service line. This worksheet must include, at a minimum, the following data columns:
• Service Line Identification: User Name, Phone Number/Device Identifier.
• Plan Information: Service Plan Name and Description
• Cost Data: Itemized Monthly Recurring Costs (MRCs), surcharges, international fees, overage charges, and total cost per line.
• Usage Data: Total data used (in GB), total voice minutes used, and total SMS count per line.
• Trend Analysis: A brief narrative section or summary that identifies trends and provides actionable recommendations for cost savings or service optimization (e.g., moving low-usage users to cheaper plans).
• Device Inventory: The quantity, type, model, and original cost of all devices ordered and active on the account.
8.2.3 Quarterly Zero Usage Report: To prevent waste, the contractor shall provide a quarterly report specifically identifying all service lines that have shown zero usage (no calls, texts, or data) for the preceding six (6) consecutive months. The report must list the service line number, assigned user, and last known date of activity.
8.2.4 Ad Hoc Reports: The Government may require ad hoc reports to analyze specific aspects of service, spend, or usage. The contractor shall provide these reports within five (5) calendar days of a request from the COR. Examples include, but are not limited to, detailed analysis of international roaming charges, data overage trends, or an inventory of specific device models.
Ad hoc reports shall be provided within five (5) calendar days of request. Monthly reports shall contain, at a minimum, the data elements described in the table below.
Data Element Description
Usage Number of service plans with plan names and descriptions.
Plan Costs Totals Itemized monthly recurring costs, surcharges, international fees, and overages.
Data Usage Total data used per line and in aggregate.
Voice Usage Total minutes used per line and in aggregate.
Overages Total overage amounts and associated costs.
Zero Usage Report lines with no activity for six (6) consecutive months.
Trend Analysis Recommendations for cost savings and service optimization.
Inventory Quantity, type, model, and cost of all ordered devices.
9.0 Performance Standards and Quality Assurance
This section defines the key performance standards for this PWS. The contractor's performance will be measured against these standards by the Government.
