Is there a handset/tablet requirement for the base year or any of the option years?
Yes, PWS Section 4.1 (Schedule of Requirements) does not list specific quantities for new handsets or tablets (See Att 1_PWS).
However, the PWS does require the contractor to be able to source and provide new, TAA-compliant devices upon request. This is a key component of the contract, as detailed in Sections 4.3 (Device and Hardware Requirements), 4.3.1 (Device Types), and
6.3 (Ordering and Delivery).
Therefore, vendors shall provide optional pricing for the specified device categories for the base and all option years to demonstrate that any future orders can be fulfilled if required by the government.
Will the vendor be allotted an amount of time to have equipment installed, if needed, into all the buildings that require network coverage?
Yes, the timeframe will be determined by the response and resolution times proposed by the offeror within the submitted plan, which is subject to Government approval.
The PWS establishes that the offeror is responsible for ensuring consistent cellular service at all Government locations. To that end, offerors must submit a comprehensive plan detailing their methodology for identifying and resolving network coverage gaps.
This plan must define the proposed target response and resolution times. Upon Government review and approval, these timelines will become the contractually required timeframe for performing

03 How often do Global users travel per year?
Based on historical data for this user group, Global users travel internationally for an average of 120+ days per year.
A "Global User" is defined as personnel requiring reliable voice, text, and data services outside of the continental United States (OCONUS) to support mission requirements.
While 120 days is the planning estimate, vendors should note that the actual frequency and duration of travel will vary based on operational demands. This estimate should be used to inform the pricing and structure of the proposed international service plans.
Please advise if as stated on the PWS, the offeror will only keep services for OICC MCM services active for 69 days from the beginning of the contract and will only keep Navfac EV services active for 16 days from the beginning of the contract. Are these lines to be disconnected after the requested dates provided?
The interpretation of the limited service periods in the PWS is correct. These short durations are intentional due to command transitions.
At the end of these specified service periods, the lines shall not to be automatically disconnected. The Government will provide specific direction for each line, which may include one of the following three actions:
Disconnect: The line will be permanently disconnected.
Transfer: The line will be "absorbed" by and transferred to another existing service requirement.
The offeror shall await formal direction from the Government before taking any action on these lines at the end of their initial service period.
