PERFORMANCE WORK STATEMENT

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND MARIANAS, GUAM

N4019226Q4003 Mobile Wireless/Cellular Devices and Services Fiscal Year 2026

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

(i) PROPOSAL SUBMISSION INSTRUCTIONS FOR PROGRAM MANAGEMENT &

TECHNICAL SOLUTIONS

The Offeror's proposal shall include a comprehensive plan detailing the approach to providing mission-critical support for Wireless Devices and Services (WDS). The proposal must ensure sustained operations without service interruption. The Offeror shall structure their response to address each of the following components as distinct sections.

1. Technical Support Plan: The Offeror shall submit a Technical Support Plan that details the organizational structure and procedures for responding to service requirements. This plan shall, at a minimum, include:

• Key Personnel: A list of all proposed Key Personnel, including their roles, responsibilities, and relevant qualifications. The proposal shall identify a singular Program Manager (PM) who will serve as the primary point of contact for all contractual and technical matters.

• Organizational Chart: An organizational chart illustrating the lines of authority and communication for all personnel assigned to this contract.

• Event Management: A detailed description of the procedures for addressing both emergency and non-emergency events as defined in the Statement of Work (SOW). The Offeror must describe their service and response time commitments, ensuring they meet or exceed the requirements stipulated in the SOW.

2. Service Coverage Plan: The Offeror shall submit a Service Coverage Plan demonstrating their capability to meet the cellular service requirements across all designated Command buildings. This plan shall include:

• Coverage Assurance: A detailed methodology for how the Offeror will guarantee the required level of cellular service within all facilities specified in the PWS upon contract commencement.

• Compliance & Remediation: A corrective action plan that will be implemented if any designated building is found to be non-compliant with service requirements at any point during the contract period of performance. This plan must detail the diagnostic process, proposed technical solutions, and a timeline for restoring full-service compliance.

3. Service Management Plan: The Offeror shall submit a plan detailing the processes for managing cellular service lines throughout the contract lifecycle.

This plan shall address:

• Initial Service Transition: A detailed plan for activating new services and migrating or transferring existing services from the incumbent carrier. The Offeror shall affirm that all activities associated with this transition will be executed at no additional cost to the Government.

• Service Adjustments: A description of the procedures and timelines for adding or removing services at the direction of the Contracting Officer (KO). The Offeror shall detail any planned remedies, credits, or prorated charges applicable to such adjustments.

4. Price Proposal Plan: The Offeror shall submit a complete and detailed Price Proposal for all cellular services and products specified in the PWS. The Government will perform a cost and price analysis to determine if the proposed prices are fair, reasonable, and realistic.

5. Invoicing and Financial Systems Compliance Plan: The Offeror shall submit a plan demonstrating its capability to comply with all Government financial and invoicing requirements. This plan must include:

• Invoice Formatting and Submission: A description of the Offeror’s invoicing system and a confirmation of its ability to produce invoices that comply with all Government formatting and electronic submission standards.

• Invoice Accuracy and Timeliness: A description of the quality control procedures the Offeror will use to ensure the timely and accurate submission of all invoices.

6. Past Performance and Experience: The Offeror shall provide documentation of past performance and corporate experience for Government review.

Submissions should include:

• Contract References: A list of at least three (3) recent and relevant contracts for services of similar scope, size, and complexity. For each reference, include the contract number, period of performance, total contract value, and a point of contact (name, title, phone number, and email).

• Contract Descriptions: A brief narrative for each referenced contract, describing the work performed and how it relates to the requirements of this solicitation.
