SUMMARY OF CHANGES
AMENDMENT 0001
A. The RFP has been updated as follows:
NOTE: All changes are highlighted in yellow.
1. Revise Section M, Paragraph M.1, B. EVALUATION FACTORS FOR AWARD 3(b)(1) as follows:
(1) Factor 1, Recent, Relevant Experience of the Firm
(i) Solicitation Submittal Requirements: In Tab 1 of the non-price proposal, the Offeror shall submit the following information:
(A) Submit a minimum of three (3) and a maximum of five (5) seven (7) recent and relevant projects that best demonstrate experience on relevant projects that are similar in size (dollar value), scope, and complexity to the Request for Proposal (RFP). For purposes of this evaluation, relevant project is further defined as SIMILAR HAZARDOUS WASTE COLLECTION SERVICES performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole should not be submitted as a project;
rather Offerors should submit the work performed under a task order as a project. Projects submitted for the Offeror shall be completed within the past (5) years of the date of the issuance date of this RFP.
Ongoing projects may be submitted, but must be at least 75% complete and meet the definition of recent and relevant.
(CB) Relevant projects are those similar in size, scope and complexity to that anticipated under this contract. For purposes of this solicitation, size, scope and complexity are defined as follows:
Size – Value of the completed projects combined is greater than or equal to $500,000.00. The aggregate value of recent projects meeting the scope and complexity of this requirement is at least $500,000.00.
Scope – Tasks described in Section C, Annex 1800000 Specification Item 3 for recurring work.
Complexity – Depth and diversity of technical experience performing the tasks described in Section C, Annex 1800000 Specification Item 3 for recurring work.
(DC) Offerors may include projects performed by key subcontractors. Key subcontractors are those anticipated to perform 25% of the work under this contract.
(ED) Demonstrated experience MUST collectively include the following elements:
(i) Collection and transportation of hazardous waste;
(ii) Record maintenance and reporting of hazardous waste;
(iii) Accumulation, collection, and transportation of used oil;
(iv) Response and cleanup of oil and hazardous substance spills
(v) Sample collection and field testing of hazardous waste.
(FE) Projects shall be submitted on ATTACHMENT C (Project Data Sheet).
The Offeror shall not deviate from the basic format of the form, although blocks may be expanded to allow for additional space. PROJECTS NOT SUBMITTED ON THE APPROPRIATE FORM WILL
NOT BE EVALUATED.
N4019225R5000
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower. Offerors are still limited to a maximum of five (5) service projects/work combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF33), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
(ii) Basis of Evaluation:
(A) The Government will evaluate the extent of the Offeror’s demonstrated experience in performing projects meeting the criteria identified in Section LM, Factor 1. The assessment of the Offeror’s recent, relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will not review any projects above the maximum allowed and will review them in the order presented.
(B) Offerors who demonstrate experience in elements of Section C, Annex 1800000, Specification Item 3 for recurring work, that exceed the specific elements listed in the criteria identified in Section LM, Factor 1, may be considered more favorably.
(C) Offerors who demonstrate the ability to perform tasks in multiple locations may be considered more favorably.
(D) Offerors who demonstrate experience in projects performed on federal and local government contracts may be considered more favorably.
2. Revise Section I, FAR Clause 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT
(MAR 2000) as follows:
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 45 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 days months.
(End of clause)
B. Attachment JL-2, Project Data Sheet, is replaced in its entirety and provided herein as Enclosure (1).
C. Attachment JL-13, Written Pre-Proposal Slides, is replaced in its entirety and provided herein as Enclosure
(2).
D. The date for receipt of proposals remains unchanged at January 06, 2025 at 4:00pm (ChST).
E. Offerors shall acknowledge this amendment in Block 14 of the Standard Form 30 with their proposals.
