EVALUATION

30 Naval Facilities Engineering Systems Command Marianas

BASIS FOR AWARD

• The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

• The award will be made based on the best value proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to price and the nonprice factors.

The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal determined to represent the best value.

• The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)).

• As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.

• REFER TO SECTION M.1 FOR MORE DETAILED SUBMITTAL REQUIREMENTS

22 May 2020

Presenter Presentation Notes The award will be made based on the best overall lowest priced technically acceptable proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to price and the nonprice factors. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the lowest priced, technically acceptable offer.

As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The number of proposals to be evaluated for technical acceptability may be limited to the lowest priced offer at the discretion of the Contracting Officer. If the number of proposals to be evaluated is limited, the technical proposal shall be provided to the evaluator(s) without any identification of price. If the lowest priced proposal is not found to be technically acceptable then the next lowest price proposal shall be evaluated. If that proposal is also not found to be technically acceptable, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

31 Naval Facilities Engineering Systems Command Marianas

BASIS FOR AWARD (cont.)

• The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

• If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

• Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. If discussions are held, they will be for proposals containing one weakness or worse.

32 Naval Facilities Engineering Systems Command Marianas

EVALUATION FACTORS FOR AWARD

The solicitation requires the evaluation of PRICE and the following NON-PRICE factors:

FACTOR 1 – TECHNICAL APPROACH

FACTOR 2 – OFFEROR EXPERIENCE

FACTOR 3 – SAFETY

FACTOR 4 – MANAGEMENT PLAN/QUALITY CONTROL

FACTOR 5 – PAST PERFORMANCE

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

33 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - PRICE

The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items (see Section B of the solicitation). The Government intends to evaluate all options; however, evaluation of options will not obligate the Government to exercise the option(s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

• Comparison of proposed prices received in response to the RFP.

• Comparison of proposed prices with the IGCE.

• Comparison of proposed prices with available historical information.

• Comparison of market survey results.

34 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 1:

TECHNICAL APPROACH

The Government will focus on whether the Offeror has proposed an adequate and workable plan, methods, procedures and resources to accomplish the requirements of the project and that the Offeror demonstrates an understanding of the potential, relevant risks to be encountered during contract performance, as well as an approach/contingency plan to effectively mitigate risks across all annexes and sub-annexes.

35 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 2:

OFFEROR EXPERIENCE

• The Government will focus on whether the Offeror demonstrates extensive experience in recent, relevant Custodial Services projects. The Offeror’s experience demonstrates a strong ability to manage Custodial Services projects, with little to no risk of achieving solicitation requirements. For purposes of this evaluation, a relevant project is referred to in Annex 1503010 – Custodial Services, under Performance Work Statement (PWS) Spec Item 3 (Recurring Work).

• Recency of the evaluated project will also be considered. For purpose of evaluation, recent is considered to be a project within the past five (5) years and relevancy is based on similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming effort required, if any.

• Any projects submitted in excess of the five (5) projects will not be considered

36 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 3:

SAFETY

The evaluation will collectively consider the following:

• The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate

• Total Recordable Case (TRC) Rate

• Technical Approach to Safety

• Other sources of information available to the Government.

37 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 4:

MANAGEMENT PLAN/QUALITY CONTROL

The Government will evaluate:

• The management and quality approach considering the extent to which the Offeror demonstrates a clear understanding of the requirements of the project;

• The effectiveness of the Offeror’s project management plan and structure for performance, and the ability to utilize such objectives to successfully meet the Custodial Services requirements of this contract;

• Whether key personnel proposed meet or exceed the stated minimum requirements in terms of experience, education, and training and that the Offeror’s succession plan demonstrates a plan to address personnel shortfalls and a process to recruit and retain qualified personnel;

and

• Whether the quality control measures are appropriate to successfully perform the PWS requirements, as well as the effectiveness of the Offeror’s plan for management of subcontracted efforts.

38 Naval Facilities Engineering Systems Command Marianas

BASIS OF EVALUATION - FACTOR 5:

PAST PERFORMANCE

The evaluation will consider:

The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

- Recency of tasks performed that are identical to, similar to, or related to the task at hand.

39 Naval Facilities Engineering Systems Command Marianas

ADJECTIVAL RATINGS/DESCRIPTIONS

•Adjectival ratings and rating descriptions will be used to assign a rating to each technical factor.

-A combined technical/risk evaluation considering risk in conjunction with the strengths, weaknesses, significant weaknesses, and deficiencies in determining technical ratings shall be used.

The technical risk evaluation shall utilize the combined technical/risk ratings listed in the following table.

22 May 2020

Table 1. Combined Technical/Risk Rating Method Adjectival Rating Description Outstanding (O) Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
