CLIN A704

"The Contractor shall prepare an independent estimate for material costs associated with the requested work. The estimate shall be detailed enough to include the name of materials, size, quality, number of units and the unit prices. Material prices shall be the lowest price available considering the availability, quantity specified and the time constraints on the job. The Contractors costs are to include all shipping, handling and taxes that apply."

Question: Can the government please clarify what is meant by material. Is the government referring to cans/dumpsters.

This line item will be used for materials not included in any existing non‐recurring work (IDIQ) line items. RS Means will be used as the basis for all materials, equipment, and overhead and profit required to accomplish a non‐recurring (IDIQ) task with the Guam location index applied.

Per FAR 45.101, Material means property that may be consumed or expended during the performance of a contract, component parts of a higher assembly, or items that lose their individual identity through incorporation into an end‐item.
