d. Acknowledgment of Amendment 0010

Proposal submission is due no later than 2:00 p.m. Chamorro Standard Time (ChST), May 04, 2020. Deliver price proposal using DOD SAFE. See proposal delivery instructions below:

*Using DoD SAFE Drop-off. Upon determining that you will submit a proposal in response to this solicitation, the offeror shall submit their point of contact (POC) name and email address to angela.santos@fe.navy.mil. It is important that the POC information remains valid throughout the lifetime of the solicitation. Upon receipt of this information, the Contracting Officer will “Request a Drop-Off” procedure in DoD SAFE, obtain a “Request Code” and provide the Request Code to the offeror’s POC email address. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE.

To submit the proposal, the offeror will log into DoD SAFE at https://safe.apps.mil, click Drop-off and enter the Request Code that was provided by the Contracting Officer. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the time indicated above. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov). Unprotected editable electronic file copies of the RFP documents, including Word, Excel, and/or Adobe files will not be provided. Please plan accordingly.

ELINs A008 – A011 has been revised for the Base Year FFP from 3 months to 12 months.

ELINs A008 – A011 are included in Option Year 01 IDIQ for 3 months. These services are not needed past OY1.

4 Appendix 3 If the Government requires new equipment for items A8 to A11 and will only lease for 3 months per year does the government expect to have new equipment each time it issues an order for Items A8 to A11?

Refer to Government response to question no. 3.

General Information: This section requires the contract to be in effect starting July 15, 2020.

When does the government intend to award this solicitation? This time frame may be possible for some of the equipment but in order to have matching units for items like the DS container handler, Truck Tractors, Stake trucks and the

The start date has been extended to 9/1/2020 and is firm. The customer requires seamless transition to avoid major impact to warfighter mission.

forklifts have longer lead time and may not be able to be manufactured and delivered to Guam by this date. Will the contractor be able to deliver portions of the equipment and start rentals until arrival of other equipment? Can the start time of this contract be adjusted based on the responses from the other bidders expressing similar concerns?

9 Appendix 01 Spec item 1.2

Project Location: There are a total of 4 project locations. The PWS state that contractor will be responsible for the delivery of the equipment to these 4 locations. Will this delivery requirement just be for the initial delivery and a 1 time event or will we have to mobilize/demobilize equipment each time an order is placed? The larger container handlers must be broken down for legal transport over the road if they need to be moved between project sites. How will contractor price this additional mob/demob?

Initial delivery would be to one

(1) work site only. The customer (Navy Munitions Command) would be responsible for delivery to the other 3 locations.

10 Appendix 01 Spec item 1.5

Verification and workload conditions: How do we schedule a site visit to each location to inspect site where work is to be performed?

The project location is a secured area. The service is to lease equipment stated in the PWS and ELINs. Upon award, further instructions will be provided to the awardee to coordinate and gain access to the site for delivery of equipment.

11 Appendix 01 Spec item 2.72.7

Proof of Citizenship: Please clarify if a valid work visa authorization will meet this requirement. Is the contractor allowed to utilize H1 or H2 workforce to work on equipment off of the government project location?

Alien workers/skilled workers holding H1 or H2 visas are not allowed to perform work under this contract.

12 Appendix 01 Spec item 4.1.1

Safety Standards: Require emission standard to meet any US state or territory. Can you confirm if the equipment must also meet California CARB air emission standards or if we only need to meet the Guam standard?

Air emission standards shall meet the Guam standard.

13 Appendix 01 Spec item 4.1.7

Battery Charging Facilities: Please clarify if the government will provide the facility inclusive of the battery charging equipment or if only the facility is provided and contractor must supply the battery charging equipment? If the contractor must supply the battery charging equipment what type of power (voltage and phase) are available to contractor to connect the battery chargers too? Are disconnect switches provided at the facility or does contractor also have to install power disconnect switches? If the Government already has existing battery chargers can the Government provide the specification that the contractor must follow to provide the correct batteries for battery operated equipment?

Refer to Spec Item 2.4.1 under Annex 0200000, Government- Furnished Facilities. Disconnect switches are provided at the facility B-1014NM (208 V, 3 phase); B-743NM (240V, 3 phase); and B-406NM (208V, 3 phase). Battery Charging Facilities located on site, charging stations within the facilities may require to be changed out pending on type of equipment.

Combination of different brands can be used based on available and off load handling of twenty-foot Equivalent Unit (TEU) containers of ordnance by Government Civil Service personnel. Can government confirm if either a top lifter or a reach stacker container handler is required?

Reach stackers are more readily available from stock than top lifters which have longer lead times. Can a combination of reach stacker and top lifter be used? Can a combination of different brands be used based on available stock? Any specific options such as working lights for night operations needed? Any other options?

Inside Height and width clearance required inside rolling tarp system? "Conestoga" is a brand can contractor substitute with other equivalent brand? What is the roof fold spacing requirement on the roll tarp? Color of tarp? Type of rear door operation? Are working lights of tarp header board required for night operations?

Air ride or spring suspension for trailer? Are 11Rx22.5 tires acceptable for trailer? What type of floor is required on trailer hard wood or aluminum? Are ratchet binders with 4' straps required and how many? Is trailer required to be all aluminum? Are steel wheels or aluminum wheels required?

Length of deck is 45 ft.; Width of deck is 8 ft-6 inches. Inside height clearance should be 8ft - 9ft.
