DESCRIPTION/PURPOSE OF REPORT: Baseloading Report Module.
The module is launched from the enterprise Military Housing site – “eMH” is located at the following address: https://www.emh.housing.navy.mil
The Base Loading System (BLS) is a Chief of Naval Operations (CNO) directed process. Accurate base loading information is one of the critical factors in the final determination of valid family and unaccompanied housing requirements and for facilities programming. The Base Loading data is organized by geographical areas called complexes and subcomplexes. The review / update of the UIC Listing is a critical step in the BLS process, as it reflects the alignment and inclusion of UICs (units) currently within each complex / subcomplex, and provides the basis for the subsequent step of tabulating the personnel population (strength) for each area.
Baseloading Reports are reviewed and updated annually. Current data is as of 30 Sep of each year. The review and update of the UIC List is an on-going process, but updates to the module are performed in two phases: 1) preliminary baseloading 2) final baseloading review should be completed no later than 31 January of the following year.
PREPARATION INSTRUCTIONS:
Baseloading reports will be provided by the Government Rep. in an excel spreadsheet via hardcopy and/or electronic on the dates listed in the Timetable below.
Assist Government Rep. in contacting individual Commands to validate data posted on the Baseloading Report, such as personnel strengths for both current and projected by paygrade and marital status (married or single), and to include civilian personnel who are stateside hires.
Daily monitoring of UIC in EMH to annotate and report any physical changes such as location, Activity Name, UIC and/or personnel strength and submit to government with supporting documents for review and submittal to CNIC for approval.
Upon CNIC approval, validate Baseloading database to ensure change requests are reflected in the in EMH.
